INTRODUCTION As higher education is a central actor in locally-led development, USAID sponsors higher education scholarships across sectors and regions and in various education levels (undergraduate, graduate, and research and training).1

Since USAID was established in 1961, it has invested in scholarships to build capacity in countries, advance social progress, and create economic and social opportunity. Specifically, USAID’s higher education programming focuses on developing the capacity of individuals and higher education institutions (HEIs) so that they can improve their performance, strengthening partnerships and transnational relationships that can sustain performance improvement, and promoting higher education as a central actor in locally-led development.
To provide a survey of USAID scholarship programming evaluations, this annotated bibliography lists select evaluations on USAID scholarship activities.
Methodology These evaluations are presented in an annotated bibliography, which provides a brief overview of the scholarship activity, the evaluation, and other resources about the program. Given the diversity of scholarship activities and types of reports (mid-term and end-term evaluations, across multiple countries and types of scholarships), this document does not intend to provide a synthesis of these findings. Instead, it is intended to be a resource that provides a glimpse into each evaluation process, with the link of the report provided for further reading.
The 19 evaluations included in this annotated bibliography were produced in the 10 years between January 2011 and March 2021. In an attempt to prioritize only the most timely and relevant findings, evaluations produced in 2010 or earlier were removed from the search.
How To Use This Document There are two primary ways this document can be used:
1. Skim the document to obtain a sense of the diversity of recent USAID higher education scholarship activities around the world.3
2. Review specific activity’s information by region or country, type of program, or other factor presented in the table. Use this information to decide whether to read the evaluation. The link to the published evaluation is included with each entry.
