M. Venkaiah Naidu, Mr. Balbir Punj, Mr. V.
Hanumantha Rao, Mr. Mohammad Adeeb,
Mr. KC Tyagi and Mr. Ravi Shankar Prasad
interjected (and disrupted the House) and
pointed towards the need to recognise
other incidents of violence against
individuals and the deaths of individuals
in other parts of India, namely in Patna,
Muzaffarnagar and Telangana. This
exchange happened amidst incessant
interruptions.

When the Chairman was making his
statement on the loss of lives in
Muzaffarnagar, Mr. Brajesh Pathak, Mr.
Satish Chandra Mishra and several other
persons interrupted the House.
Constant disruptions after the
commencement of Question Hour by Mr.
Satish Chandra Mishra, Mr. Naresh
Agarwal and Dr. V. Maitreyan, who
displayed banners in the House and
incessantly disrupted the proceedings.
Eventually, the House was adjourned.
When the House resumed, the Deputy
Chairman announced the commencement
of the paper presentations. At this point,
there were disruptions by Mr. Satish
Chandra Mishra, Mr. Naresh Agarwal, Mr.
Rapolu and Prof. Ramgopal Yadav, who
wished to speak on various issues.
However, the paper presentations
proceeded as announced. These
disruptions continued after the paper
presentations and made it difficult for the

Birendra Prasad Baishya attempted to
disrupt the proceedings of the House.
However, the Chairman asked him to wait
for his turn and continued with the speech
on Human Rights day.
As soon as the Question Hour commenced,
there were incessant disruptions and
interjections by several members of the
House, some of whom also displayed
banners in the House. These members
included Dr. V. Maitreyan, Mr. Derek
O’Brien, Mr. Sukhendu Sekhar Roy, Mr.
Naresh Agarwal, Prof. Ramgopal Yadav,
Mr. Birendra Prasad Baishya, Mr. D. Raja,
and Mr. N. Balaganga. The continuous
disruptions eventually led to the
adjournment of the House.
As soon as the House reassembled, there
were disruptions and interjections again
by Mr. Rajiv Pratap Rudy and Mr. Naresh
Agarwal.

(Third) Bill, 2013
was introduced.
When the Report of the Joint
Parliamentary Committee to examine
matters relating to allocation and pricing
of telecom licences and spectrum was laid
before the House, there were incessant
disruptions and interjections. Dr. Najma
A. Heptulla, Mr. Ravi Shankar Prasad, Mr.
M. Venkaiah Naidu, Dr. V. Maitreyan, Mr.
Thakar Chand Gehlot, Mr. Shantaram Naik
and Mr. Prasanta Chatterjee continuously
disrupted the House and did not let the
proceedings go on smoothly.
The Readjustment of Representation of
Scheduled Castes and Scheduled Tribes in
Parliamentary and Assembly
Constituencies (Third) Bill, 2013 was
introduced by Mr. Kapil Sibal, and the
Readjustment of Representation of
Scheduled Castes and Scheduled Tribes in
Parliamentary and Assembly
Constituencies (Second) Bill, 2013 was
withdrawn amidst continuous disruptions.
Eventually, the House was adjourned until

(Amendment) Bill,
2013 was sought to
be discussed but

put forward the answer to the Un-starred
Q. No. 2064 regarding the Defence
personnel killed in 26/11.
Right after Mr. Namo Narain Meena made
his presentation, Mr. Naidu started to
disrupt the House incessantly and
expressed his wish to discuss the 2G
Report. He stated that he and his
associates would not cooperate with the
Government on any matter discussed
before the House until the 2G report was
discussed in the House. The Deputy
Chairman stated that he could make his
point after the House was in order and the
‘Zero Hour’ had begun. However, the
incessant disruptions continued and the
House was adjourned.
As soon as the House reassembled, the
Chairman made a statement about
they felt, must be

6. 12.12.2013 The Governors
(Emoluments,
Allowances and
Privileges)
Amendment Bill,
2013 was sought to
be moved for
consideration.
However, the
disruptions did not
let it happen.
As soon as the Question Hour was slated
to begin, a number of members, namely
Mr. Shivanand Tiwari, Mr. Satish Chandra
Mishra and Dr. V. Maitreyan started
incessantly disrupting the House and
interjected the opening statement of the
Chairman. Due to these disruptions, the
Chairman adjourned the House till noon.
As soon as the House reassembled, Mr.
Shivanand Tiwari and Mr. Satish Chandra
Mishra attempted to disrupt the House
again. However, the daily proceedings
moved forward with presentation of
papers.
When the House reassembled at 2:00 pm
after an adjournment due to disruptions,
the Deputy Chairman asked Mr.
Mallikarjun Kharge to make his
presentation on the Supplementary
Demands for Grants (Railways) 2013-14,
and thereafter, the Minister of State in

statement, Mr. R.P.N. Singh was unable to
move the motion for consideration and
the House was adjourned.

to allow Mr. Agarwal to continue, the
latter continuously interrupted the
proceedings of the House and made
derogatory remarks.
The introduction of the motion to take the
Lokpal and Lokayuktas Bill, 2011 into
consideration was followed by incessant
disruptions by several unknown members.
Mr. Ravi Shankar Prasad also disrupted the
House by specifically interjecting and
asking the Chairman to control the House.
Due to this, discussion on the Bill did not
go further and the House was adjourned

the House and did not let the Deputy
Chairman or the Minister of State
continue the discussion on the Bill. The

Despite this, the Chairman accepted the
notice to suspend the Question Hour and
take up discussion on the Bill. Thereafter,
the House was adjourned till noon.
During the presentation of papers, Mr.
Naresh Agarwal, Mr. Derek O’Brien and
Mr. Ram Gopal Yadav disrupted the House
and interjected the statement of the
Deputy Chairman. The Deputy Chairman
told Mr. Naresh Agarwal that Mr. Ram
Gopal Yadav will be given time to speak
after the paper presentations.
As soon as the discussion was about to
begin, Mr. Ram Gopal Yadav, Mr. Derek
O’Brien, and Mr. Sukhendu Sekhar Roy
interrupted the Deputy Chairman’s
statement and disrupted the House. When
the Chairman yielded to Mr. Ram Gopal
Yadav’s request for time to speak, Mr.
Derek O’Brien, and Mr. Sukhendu Sekhar
Roy incessantly disrupted the House and

continued unabated. The clause-by-
clause analysis of the Bill was also
completed in time and resulted in the
adoption of the Bill. There were minor
interruptions throughout, but they did not
disrupt the proceedings of the House.
10. 18.12.2013 The proceedings
began with a
condemnation of
the arbitrary arrest
of a lady Indian
Diplomat in the
United States by
various leaders.

There were several disruptions during and
after the speech of Mr. K. N. Balagopal
and the Minister of Commerce and
Industry (Mr. Anand Sharma) on the issue.
There were incessant disruptions during
and after the speeches of all speakers for
all the issues. In the meantime, the
Lokpal and Lokayukta Bill, and the
National Institutes of Technology, Science
Education and Research (Amendment)
Bill, 2013, as passed by the Lok Sabha,
were laid before the House for
consideration. There was not much
discussion on either of the bills, but only
incessant disruptions over the content of
the speeches.
There were disruptions
on the introduction of
the Constitution (One
Hundred and
Nineteenth
Amendment) Bill, 2013
as well.
The disruptions
primarily related to the
content of the speeches
and the issues for
discussion. In some
cases, the disrupting
members wanted time
to raise certain issues,
which in their opinion,
were of serious public
concern.

Notification No. 44/2013-Customs, Dated
17th September, 2013, and the
Appropriation (Railways) No.4 Bill, 2013
into consideration. However, discussions
on both bills were short, and both bills
were returned. Thereafter, the
Constitution (One Hundred and
Nineteenth Amendment) Bill, 2013, was
introduced by Mr. Salman Khurshid amidst
incessant disruptions by various members,
who wanted the Bill withdrawn. The
persons disrupting included Mr. Sukhendu
Sekhar Roy, Mr. Ramvilas Paswan, Mr. V.
Hanumantha Rao, Mr. Balbir Punj, Mr.
Chowdhury Munnavar Salim, Mr. Naresh
Agarwal, Mr. Birendra Prasad Baishya and
various other members.

Chairman called for

The Deputy Speaker
called upon Mr.
Sushil Kumar Shinde
to withdraw the
Communal Violence
(Prevention, Control
and Rehabilitation
of Victims) Bill,
2005, and to move
the Prevention of
Communal Violence
(Access to Justice
and Reparations)
Bill, 2014.
As soon as the Chairman announced the
commencement of the Question Hour,
there were a number of disruptions and
interjections by some members to move a
motion for suspension of business. These
members included Dr. V. Maitreyan, Prof.
Ramgopal Yadav, Mr. Naresh Agarwal and
Mr. Brajesh Pathak. Many of the members
came into the Well of the House and
misbehaved during the course of the
proceedings. This led the Chairman to
adjourn the House.
As soon as the House reassembled, there
were disruptions again by Mr. Ramgopal
Yadav and Mr. Naresh Agarwal. However,
the Deputy Chair asked both members to
wait for their turn to speak and wait for
the paper presentations to end. After the
paper presentations, the Deputy Speaker
invited Mr. Ravi Shankar Prasad to speak
on the helicopter scam, amidst incessant
disruptions from other members such as
Mr. Naresh Agarwal and Dr. Maitreyan.

Some members also
disrupted the House in
the context of the
death of a youth from
Arunachal Pradesh in
Delhi. Others protested

Several others
continued to protest
over the inclusion of
some OBCs of Uttar
Pradesh in the list of
Scheduled Castes and
on the Telangana issue.

list of Scheduled
Castes
The Minister of
Defence, Mr. A.K.

statement regarding
procurement of VVIP
helicopters.
Thereafter, the Communal Violence
(Prevention, Control and Rehabilitation of
Victims) Bill, 2005, was withdrawn by Mr.
Sushil Kumar Shinde.
As soon as the Deputy Chair made the
announcement and called upon Mr.
Shinde, there were incessant disruptions
and interjections by several members.
These included Mr. M. Venkaiah Naidu,
Mr. Naresh Agarwal and Mr. Ravi Shankar
Prasad. These members not only
disrupted the House and interjected the
speeches, but also shouted slogans in the
House. They put allegations on the Deputy
Chair for bringing the motion on the Bill
before the House, when the House was
not in order. Eventually, the House was
adjourned till 2:00 pm.
Mr. Naresh Agarwal and Prof. Ramgopal
Yadav attempted to disrupt the House and
interject the Deputy Chairman. Dr. V.
Maitreyan and Mr. Satish Chandra Mishra
also disrupted the House. Thereafter, the
Deputy Chairman called upon various
members to discuss their parties’ opinions
on the Bill. These speeches took place
amidst incessant disruptions from various
members of the House, who had strong
views on the Bill. Dr. V. Maitreyan was one
member who incessantly disrupted the

Rights of Persons with Disabilities Bill,
2014. As soon as the Bill was introduced,
Mr. Sitaram Yechury and Dr. V. Maitreyan
interrupted the proceedings and
interjected the Deputy Chairman stating
that the Bill be referred to a Standing
Committee. The Deputy Chairman assured
them that the Chairman would consider
their suggestion.
The Deputy Chairman attempted to
introduce the Constitutional
(Amendment) Bill, 2013 (Amendment of
article 371) in the House. However, his
speech was cut short by continuous
disruptions by various members, who
would not let him continue. These
members included Dr. V. Maitreyan, and
Mr. Birendra Prasad Baishya. The
incessant disruptions led the Deputy
Chairman to adjourn the House for the
day.
It is evident from the
later disruptions that
Dr. Maitreyan wanted
to discuss the issues of
the Tamil Nadu
fishermen in the
presence of the PM and
the Leader of the
Opposition, while Mr.

the House for ten minutes. When the
House reassembled, the incessant
disruptions to Mr. Baishya’s speech
continued. The persons disrupting the
House included Mr. Ananda Bhaskar
Rapolu and several other unknown
members. Consequently, the House was
adjourned again till noon.
While there were minor interruptions
during the paper presentations, the
proceedings continued unabated.
However, as soon as Mr. K. Rahman Khan
presented the papers under sub-section
(1) of Section 619A of the Companies Act,
1956 and under Section 13 of the National
Commission for Minorities Act, 1992, the
disruptions began again. The disruptions
were continuous and the Chairman noted
the extremely unruly behaviour of Dr. V.
Maitreyan, in particular, who it appears,
wanted the proceedings censored.
Mr. Naresh Agarwal also disrupted the

incessantly disrupting the House and
indulging in unruly behaviour. They also
interjected the statement of the Deputy
Chairman. This led the Deputy Chair to
eventually adjourn the House. The
disruptions continued even after the
House reassembled. Mr. D. Raja, Mr.
Ramgopal Yadav and Mr. Naresh Agarwal
continuously disrupted the House and
interjected during the ongoing
proceedings. Eventually, the ‘Calling
Attention’ by Dr. Maitreyan began amidst
incessant disruptions. The Minister of
State in the Ministry of External Affairs
(Ms. Preneet Kaur) responded to the
concerns raised by Dr. Maitreyan.
Thereafter, Mr. D. Raja, Mr. T.M.
Selvaganapathi, Dr. Maitreyan, Mr. Ali
Anwar Ansari, Mr. Ravi Shankar Prasad and
Mr. Dharmendra Pradhan continued to
incessantly disrupt the House.
Most of general

incessant disruptions in the House.
However, after incessant disruptions and
unruly behaviour, the Andhra Pradesh
Reorganisation Bill, 2014, was passed by
the House at the end of the day. During
the course of the discussion on the Bill,
several members walked out of the
premises of the House as well.
Throughout the proceedings, several
important resolutions were put before the
House. This included proclamation under
Article 356 of the Constitution by the
Minister of Home Affairs (Mr. Sushil Kumar

other members disrupted the House, got
up and stood on the floor near the Table.
The House was subsequently adjourned.
Mr. Arjun Roy and a few other members
disrupted the House, got up and stood on
the floor near the Table. Eventually, the
Chairman assured the disrupting members
of being given a chance to speak during the

There were constant disruptions during the
introduction of the motion for
consideration of the Narcotic Drug and
Psychotropic Substances (Amendment)
Bill, 2011 and the speeches that followed.
Mr. Nishikant Dubey made his speech in the
midst of incessant disruptions. The
Chairman directly put the Bill to vote, in
view of the incessant disruptions.
The Chairman also allowed Mr. Shailendra
Kumar to make certain comments on the
Bill, which involved various disruptions by
unknown persons. Mr. Ajay Kumar’s
speech, Mr. Vinay Kumar Pandey’s speech,
and Mr. Raghuvansh Prasad Singh’s speech
on the Bill were also followed by incessant
disruptions. In the midst of these
disruptions, the Bill was adopted by the
House. Members such as Mr. Arjun Roy, Mr.
Rajiv Ranjan Singh alias Lalan Singh and a
few others incessantly disrupted the
House, got up and stood on the floor near
the Table.
When Mr. Bhakta Charan Das was about to
speak on the issue of grant of special status
to Bihar again, Mr. Arjun Roy and a few
other members disrupted the House, got
up and stood on the floor near the Table.

Basu Deb Acharia, and Mr. Radha Mohan
Singh made their speeches amidst
disruptions. Meanwhile, Mr. P. Lingam, Ms.
Susmita Bauri and a few other members
disrupted the House, got up and stood on
the floor near the Table. Mr. Satpal
Maharaj, Mr. Dara Singh Chauhan, Mr.
Chowdhury Lal Singh and Mr. Vishnu Pad
Rai gave their speeches amidst disruptions
and interjected each other. Thereafter,
Mr. Rajiv Ranjan Singh alias Lalan Singh
gave his speech, and left the premises of
the House (disrupted the House), along
with a few other members. Later on, Mr.
Syed Shahnawaz Hussain disrupted the
House and kept on interjecting. This led
the Chairman to let him speak, however,
there were incessant disruptions, and Mr.
Shailendra Kumar specifically interjected
stating that Mr. Hussain had been given
more chances to speak.

Table. The next member scheduled to
speak, Mr. Arjun Ram Meghwal, made his
speech amidst incessant disruptions. Dr.
Raghuvansh Prasad Singh disrupted the
House and got up and stood on the floor
near the Table. Thereafter, Dr.
Raghuvansh Prasad Singh was given the
floor to speak, but his speech was
incessantly disrupted by other members.

As soon as Mr. Abdul Rahman took the floor
to speak on the issues of Dalits, there were
incessant disruptions. At one point, Mr.

Acharia started to speak on the Economic
Policy. Later on, Mr. Arjun Roy attempted
to make certain allegations and incessantly

the House.
There were interruptions/disruptions

When motion for discussion on Juvenile
Justice (Care and Protection of Children) Bill,
2015 was taken up, Mr. Yechury again
interrupted about his name being taken on the
previous days’ proceedings. Due to this, the
House was adjourned for some time. When it
reassembled, several members again caused
disruptions. Due to this, the discussion could
not go on for a substantial period of time.
The Chairman was constantly pressurised to
give a ruling, and in not doing so, was
constantly interrupted and no fruitful
discussion or debate could be carried out.
Mr. Arun Jaitley also made frequent
disruptions to raise points of order under
various Rules of the Lok Sabha. The
proceedings on this particular day were
marked by various adverse remarks by the
Opposition and the members of the Cabinet
against each other. Similar to the previous
day’s proceedings, they argued with each
allegations against Members
of the Cabinet. This led to
debates between the parties
and arguments about
discussion of the issue.
These were made by Mr.
Anand Sharma and Mr. Ravi
Shankar Prasad. Mr. Ramdas

needed to be discussed were not being taken
up. Mr. Anand Sharma, Mansukh M. Madviya
disrupted the proceedings. This was followed
by disruptions by Mr. Avinash Rai Khanna. Mr.
Tarun Vijay interrupted to comment on the
chaotic state of affairs of the House.
Mr. Prakash Javadekar disrupted to state that
the aforementioned disruptions were not
related to points of order and that it was to
skirt the discussion on the issues.
Mr. Ghulam Nabi Azad made disruptions after
the bills were laid for consideration and
passing. Mr. Jesudasu Seelam made

Goyal, and Mr. Mukhtar Abbas Naqvi as well.
Mr. Subbarami Reddy, Mr. Seelam and Mr.
Hanumantha Rao disrupted by displaying
posters. Mr. Anand Sharma interrupted to
express his discontent that issues without
notice were allowed to be raised and wanted
to raise a point of order; but issues on notice
were not being raised immediately. There
were extensive disruptions asking the
Chairman to make a ruling. Mr. Madhusudan
Mistry caused disruptions to raise a point of
order.

the interpretation of the Rajya Sabha rules
