TELPAS Overview

TELPAS

The Texas English Language Proficiency Assessment System (TELPAS) fulfills federal requirements for assessing the English language proficiency of English language learners (ELLs) in kindergarten through grade 12 in four language domains: listening, speaking, reading, and writing.

• Four English language proficiency levels

• Beginning

• Intermediate

• Advanced

• Advanced High

• TELPAS results are used in:

• Accountability indicators and

• Performance-based monitoring

Test Security and Confidentiality

Test Security and Confidentiality Requirements

Each person participating in TELPAS is required to maintain and preserve the security and confidentiality of all test material and student data, and must also handle this information in strict accordance with the instructions contained in the TELPAS manual.

Test Security

• Test security involves accounting for all secure materials and the confidential student information before, during, and after each test administration.

• This includes placing confidential documentation, such as rating rosters that contain student data, in limited-access locked storage.

Confidentiality Requirements

• Maintaining the confidentiality of the TELPAS program involves protecting the contents of all online assessments and student performance documentation.

Security and Confidentiality

• Assessment procedures must be followed exactly so all individuals eligible for testing are assessed in a uniform manner.

• All test materials must be handled in strict accordance with the instructions contained in the TELPAS manual.

• Each person with access to test materials must maintain and preserve the security and confidentiality of the testing program.

• Each person with access to student information should maintain and preserve the confidentiality of this information.

Security and Confidentiality

• All testing personnel must be trained.

• All testing personnel must sign an oath before handling or viewing secure test materials or confidential information or administering a test.

• All assessments must be administered in strict accordance with the instructions contained in the test administration materials.

Security and Confidentiality

• No person may view, reveal, or discuss the contents of a secure assessment instrument or answer verbally or nonverbally any question that relates to the content of a test before, during, or after a test administration.

• All test content is considered secure until the tests are released to the public.

• Permission to view the online assessment MUST first be obtained from TEA.

Security and Confidentiality

• No person may review or discuss student responses during or after a test administration.

• No person may change or amend any response recorded by a student or instruct a student to do so.

• No person may duplicate, print, record, write notes about, or capture any portion of a secure assessment.

• Only students may respond to test questions.

Penalties for Prohibited Conduct

• Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, and any person who fails to report such a violation, may be penalized through

• Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term;

• Issuance of an inscribed or non-inscribed reprimand;

• Suspension of a Texas educator certificate for a set term; or

• Revocation or cancellation of a Texas educator certificate without opportunity for reapplication for a set term or permanently.

• Release of disclosure of confidential test content could result in criminal prosecution.

• May also result in the invalidation of students’ assessment

Security Oaths

• ALL campus personnel who participate in state-mandated testing and/or handle or view secure test materials or confidential information must meet the eligibility requirements and be trained and sign a security oath.

• Any person who has more than one testing role must receive appropriate training and sign a security oath for each role.

• Each oath must be read and completed after training and before handling or viewing any secure test materials or confidential information.

• Return completed oath to campus test coordinator.

Testing Irregularities

• Incidents resulting in a deviation from documented testing procedures are considered testing irregularities.

• Each person participating in the testing program is directly responsible for reporting immediately to the campus test coordinator any violation or suspected violation of test security or confidentiality. If not reported, could result in sanctions.

• The TELPAS Rater Manual provides examples of the different types of testing irregularities that may occur during this administration.

• Sharing answers to the online calibration activities is a serious irregularity.

Testing Irregularities• ALL testing irregularities are processed the same:

• Must be reported to campus test coordinator immediately

• If unsure, it is best to report.

• Documentation form completed before the end of the school day

• Explain exactly what happened; be detailed and concise

• Complete the form; ensure all information is completed

• Sign the form; your signature is required

• Turn in the completed, signed form to your campus test coordinator the same day the irregularity occurred

2015 TELPAS Timeline

• The completion dates on the following slides MUST be adhered to.

• IMPORTANT: Campuses may set completion dates earlier than the ones you will see in this slide show. Campus Test Coordinators will inform you of dates that may be different.

• If the circled task is not completed by the completion date, you may be required to meet with the district test coordinator at the district office to complete the task.
