CANDIDATE FOR UEFA PRESIDENTOUR GOAL: FOOTBALL

UEFA is currently doing well. That fact is evidenced by the many valuable objectives achieved over the last few years, as a result of the work and effort of all of us in European football. Even though the list is fortunately extensive, we may highlight the following achievements that are particularly important: collective sale of commercial rights for qualifiers for the European Championship, World Cup and friendly matches between national teams, increasing the number of football teams participating in the European Championship Finals to 24, the creation of the Nations League from 2018, the creation of the Professional Football Strategy Council, the establishment and consolidation of the UEFA Club Licensing and the Financial Fair Play, the integration of club representatives and women in the UEFA Executive Committee, the creation and improvement of the current formats in European club competitions turning them into the best in the world, the huge development of women's football, futsal and beach soccer across Europe, getting and obtaining economic resources for the development programmes implemented through national associations, and the construction of the new UEFA exemplary headquarters in Nyon.

I am very proud and pleased to have been able to contribute with my work, and from my position as member of the UEFA Executive Committee and President of one of its member associations, to achieving all these objectives, that have undoubtedly helped to improve and develop football across Europe.

We will face many challenges in the future, yet I firmly believe that the goals achieved in recent years are a strong basis to face them. My view on the future of UEFA and European football is based on three primary pillars:

I. The Evolution and Protection of our Organization towards the best corporate governance practices, transparency, and democratic participation, that have to be established on the principles of unity, solidarity and balance between all actors and areas of football.

II. The Continued Development and Promotion of Football throughout Europe, ensuring equal opportunities for all who wish to play or participate in it and who wish to perform any other related function.

III. Protect the Game and the Players, safeguarding its competitions, as the base for the credibility of our sport and the respect for fair play, the effective integration of all those who play or participate in it, regardless of their beliefs, race or gender, and the defence of players' health.

PERSONAL DETAILSI was born in Bilbao (Biscay, Basque Country, Spain) on January 21, 1950. I am married and have 3 sons. I have a Degree in Law from the University of Deusto and have been a practising lawyer since I retired from football in 1981 until I was first appointed as President of the Real Federación Española de Fútbol in 1988.

PLAYERI began my career as a football player like any other child in school and the streets of my neighbourhood. I then played in the youth categories of several teams in Biscay until I became a professional player in First Division in the Athletic Club de Bilbao. Throughout my career, I have played more than 400 matches with my lifelong club, for over 11 seasons, in the competitions in my country and UEFA. With my club I was Champion of the Spanish Cup in 1973, and finalist of the old UEFA Cup in 1978. I had the pleasure of playing with the Spanish National Football Team for five years.

This unforgettable stage of my life has provided me with great knowledge of the game and its values.

MANAGING POSITIONS IN MY COUNTRYI started to hold leading positions during my stage as professional player, when I founded, along with other colleagues, the football players’ Union in my country, where I held the position of Vice-President. While I was playing Premier Division football, I studied Law. A few months after hanging up my boots, at 32 years old, I was appointed President of the Football Federation of my province (Biscay), combining this activity with my work as a lawyer. During this period, my first responsibility was to organize and develop amateur, children and youth football. In 1988, I was appointed President of the Real Federación Española de Fútbol RFEF, position that I still hold today.

My position as an official in Spain has given me vast knowledge on both local structures of amateur and professional football. It has also given me the opportunity to support and help, through RFEF, those national associations that have so requested. Lastly, I am very proud to have contributed during this period to a large increase in the number of amateur clubs, players, referees and coaches in my country, and to have participated in the most brilliant period for Spanish national teams and clubs throughout its history.

INTERNATIONAL MANAGING POSITIONSMy career holding international leading positions began when I was elected member of the UEFA Executive Committee in 1992. In 1998 I was elected member of the FIFA Executive Committee. During this whole period I have had several responsibilities in the different Committees of both entities. My work in UEFA and FIFA has given me extensive experience and knowledge on their functioning and on the principles to be followed in them. I am very pleased for having managed, through my activity in UEFA and FIFA, a valuable number of personal relationships with all other confederations and with many national associations.

Evolution and protection of the Organization

• Empower internal economic control bodies, by creating the position of UEFA Compliance Director in order to efficiently implement the recommendations of the UEFA Governance and Compliance Committee in the daily activities of the Administration. Increase and extend the tasks and the independence of the UEFA Governance and Compliance Committee.

C. Institutional relationships

• Work and collaborate more closely with FIFA to reach our common objectives. • Cooperate and strongly support other confederations in the development and promotion of football.• Preserve the autonomy of UEFA before any other entities within the scope of its functions and powers.• Enter into dialogue with European institutions and powers of the European countries to provide more effective development and evolution of football.

NATIONAL ASSOCIATIONS

As members of UEFA, and in their key role as the cohesive element of football in their respective countries, UEFA has to ensure, as a priority:

• The defence of the interests of national associations and the direct and personal support of UEFA and its President in all those matters requested. • The preservation and promotion of the national associations' unity in all Europe, respecting their independence. • Permanent and fluid dialogue between UEFA and national associations to enable us to evaluate directly their opinions, and to make sure that they actively participate in decision-making. • Equal treatment and solidarity of UEFA with all national associations, within the economic and sporting areas. • The proposal and appointment of those individuals that are to be part of the Committees and Bodies of UEFA and FIFA shall correspond to national associations. • The defence of the principle of autonomy and non-interference in own affairs of the national associations, concerning any government intervention or of any other kind. • The protection of senior national teams and their competitions.

LEAGUES AND CLUBS

As an essential part of the European football structure, for leagues and clubs, UEFA has to:

• Deepen its relationship with ECA and EPFL, ensuring the compliance with the current Memorandums of Understanding, and evaluating the options for future improvements. • Maintain constant and fluid dialogue with clubs through ECA and with its representatives in the Executive Committee, the Professional Football Strategy Council and the Club Competitions Committee, by respecting the principles of unity, balance and solidarity between all football participants.• Preserve and increase the Solidarity payments to clubs not qualified to the group stages of UEFA Champions League and UEFA Europa League.

PLAYERS

• Mediate to revive the social dialogue between the European Commission, FIFPro, ECA and the EPFL.• Collaborate with FIFPro to organize and increase the campaigns to prevent match-fixing and educate players through codes of conduct on this issue.• Work with FIFPro to improve the health conditions of professional players throughout their careers.• Find ways to ensure that players are able to pursue further education during their careers, to be prepared for professional life after football.

SUPPORTERS

• UEFA must identify the concerns and feelings of supporters, focusing on the impact and effects that its decisions might have on them.• Reinforce the role of the Supporters Liaison Officers in national associations.

As President of UEFA, by setting my residence in Switzerland, I undertake to devote my efforts to substantially boost the implementation of the following measures through the decision-making bodies of UEFA:

A. Good Governance and Transparency

• Strengthen the division and independence of UEFA's powers and those of its main bodies such as the Congress, Executive Committee, Committees, Control and Disciplinary Bodies. • Separate the political-sporting duties from the administrative functions: the political-sporting duties will be mainly performed by the Congress and the Executive Committee with the ongoing advice of the Committees; and the administrative functions will be performed by UEFA's Administration. • Guarantee absolute transparency and access to the accounts of UEFA, including the publicity of the remuneration of the President, members of the Executive Committee and relevant members within the Administration. • Open the debate on the limitation of the terms of office of the President and the members of the Executive Committee. • Initiate a study and debate on the composition of the Executive Committee• Maintain the Committees in their essential advisory functions, increasing the participation and role of the Presidents of the national associations in them. • Continue to support women's participation in the UEFA Executive Committee.

B. Financing

• Increase revenues through a more efficient use of the UEFA commercial rights by the UEFA Administration. • Improve UEFA´s expenses policy in a more rational manner. Reinforce revenue and expenditure control mechanisms in a more independent way, and guarantee that all member associations have access to and information on it.

WOMEN'S FOOTBALL

• To create the UEFA Department for Women's Football• Promote existing competitions and assess the possibility of creating new ones. • Promote the Development Programme (WFDP) and the Women in Football Leadership Programme (WFLP), involving all member associations as to extend the training of officials within this area. • Credit and encourage the participation of women’s national and club teams in UEFA competitions.

FUTSAL

• Keep the current competitions and study the possibility of creating tournaments for national youth teams. • Increase the development of futsal in national associations by training officials in this area. • Structure the training of futsal coaches by following the football model, with the implementation of "A" and "Pro" licensing.

REFEREEING AND USE OF TECHNOLOGY

• Maintain economic support to develop refereeing in those national associations that comply with the standards set in the UEFA Referees Convention. • Maintain and support the CORE programme as a basic tool to develop refereeing in all national associations.• Promote courses, RAP, AAR, those for administrators of the departments for referees within associations, talent and mentoring courses, courses for assistant referees, courses for observers, for futsal observers, with the active participation of women referees and assistants. • Make sure that every member association has a Referee Committee that exclusively depends on it. • Gradual and rational implementation of technology: support the experimental tests that FIFA is currently undertaking, but their results have to be carefully studied by experts before it is decided in which situations to apply them.

COACHES

• UEFA Coaches Convention: ongoing review of the Convention by the Jira Panel for the continuous consolidation and improvement of coaches' training in Europe, until it is implemented by all national associations. • Structure for coach training: on the basis of the principles established by the UEFA Coaches Convention, every member association has to implement the same training structure.

SOCIAL RESPONSIBILITY

• Contribute and give back to society all that it has given to football, through the reinforcement of the current social responsibility programmes and the creation of new ones. • Find the financial resources to progress with UEFA’s social responsibility programme.• Continue and reinforce the work of the UEFA Foundation for Children.

COMPETITIONS

Clubs

• Guarantee that clubs of all member associations are able to participate in all UEFA competitions. • Maintain and continue to develop the Club Licensing and Financial Fair Play, as a consequence of the important achievements obtained up to now (debt reduction, sustainable professional football, investment in youth football, improvement of infrastructures, etc.)• Establish a system to guarantee geographical rotation of the venues for the finals and the draws of the UEFA Champions League and UEFA Europe League.

National teams

• Maintain the quota of 24 national teams participating in the European Championship.• The choice of the European Football Championship venue shall be made by the UEFA Congress from the proposals submitted by the Executive Committee. • Evaluate with all the national associations the implementation of European championships for Under-16 and Under-18, replacing the Under-17 and Under-19.

ASSISTANCE PROGRAMMES FOR NATIONAL ASSOCIATIONS

• The definition and execution of all UEFA assistance programmes has to be done directly with or through national associations. • Ensure the continuity and improvement of the HatTrick programme as a basic tool for the development of football within member associations. • Study the increase of maximum contributions and incentives within the HatTrick programme.

Protecting the game and the players

FIGHT AGAINST RACISM, RACIAL OR GENDER DISCRIMINATION

We must follow the line taken over the last few years, in order to achieve the complete eradication of discrimination and racism in European football. In order to do so, collaboration with FARE is to be main-tained. But at the same time, rights of national associations are to be respected, and fair procedures have to be established. Thus, we must work to improve the existing system to detect these actions during matches and support national associations to intensify local education in this matter.

DOPING

UEFA must continue to fight against doping in European football. This will be achieved through training provided to doctors in charge of doping control and through prevention, promoting education on this issue for football players from a very early stage through national associations and clubs.

DISCIPLINE

It is important to review and modify UEFA's Disciplinary Regulations to:

• Establish a system to guarantee that the members of the disciplinary bodies represent the diversity of all our national associations across Europe.• The disciplinary sanctions are adjusted to the economic reality of clubs and national associations.

Likewise, it is important to collaborate with national associations, clubs and stakeholders, especially with groups of supporters, to avoid behaviours that do not comply with the statutory and regulatory objectives of UEFA.

INTEGRITY OF COMPETITIONS AND MATCH-FIXING

The integrity of our competitions should continue to be protected and we must fight against match-fixing and, ultimately, against any behaviour that aims to influence the outcome of football matches, both at European level and at national associations level. This can only be achieved by working together with local authorities and EUROPOL, with which a memorandum was signed two years ago, and together with our collaborators to detect fraud in sports betting. Likewise, we should work closely with national governments so that, in the near future, match fixing constitutes an offence in all countries with UEFA member associations.
