Andrew Schrank

Andrew Schrank received his PhD from the University of Wisconsin in 2000 and is currently the Olive WatsonProfessor of Sociology and International Studies at Brown University. He previously taught political science andsociology at the University of New Mexico, the University of Miami, and Yale University.Professor Schrank studies theorganization, regulation, and performance of industry—especially in Latin America. He is currently engaged in twoprincipal research projects: a study of the origins, development, and revival of the "Latin model" of labour inspectionand the corresponding prospects for "rewarding regulation" in developing as well as developed countries (withMichael Piore of MIT); and an effort to identify both the sources of "network failure" that pose a threat to relationalcontracting and the prospects for "network making" policy interventions that have proliferated in the post-Fordist era(with Josh Whitford of Columbia University). Other interests include the relationship between identity and investorbehavior; the conceptualization, measurement, and evaluation of public sector performance; and Latin Americanpolitical economy more generally.

Professor Schrank’s research has been funded by public as well as private foundations, and his articles haveappeared in numerous journals in political science, sociology, and development studies.

Alan Fairlie

Jan Van Hove

Jan Van Hove is professor of European and international economics at the European University College Brussels (EHSAL), partner of the Association K.U. Leuven. His research deals with international trade theory and empirical evidence, in particular the relationship between international trade and technological innovation. Most of his research is inspired by the process of European economic integration. Other research interests include real estate economics,

panel data econometrics and European policy in general. Within the Association K.U. Leuven, Jan Van Hove is the coordinator of the Research Alliance and “Globalization”.

Rakesh Patry

Rakesh Patry was appointed Director General of International and Intergovernmental Labour Affairs within the LabourProgram of Employment and Social Development Canada (ESDC) on October 27, 2014.

Mr. Patry holds a degree in International Relations from York University in Toronto and began his career with the Canadian National Committee for the United Nations Children's Fund (UNICEF) as National Marketing Manager. From 1995 - 1996, Mr. Patry worked with Canada's Department of Foreign Affairs and International Trade (DFAIT), serving at the Canadian High Commission in New Delhi coordinating the Team Canada political and trade delegationheaded by the Prime Minister.

In 1996, Mr. Patry joined the Canadian Education Centre Network (CECN), a joint public-private initiative to promote Canadian education and training services globally. After establishing the India country office, Mr. Patry returned to Canada in 1999 to assume the position of Director, International Projects. In 2004, Mr. Patry was appointed Vice President, Global Education Enterprises overseeing a division responsible for negotiating and implementing civil service and private sector training projects in 30 countries across Asia, Europe, Latin America and the Middle East.

From 2006-2008, Mr. Patry was posted to Rabat, Morocco establishing North African operations for a new subsidiary of CECN, before returning to Canada to join the federal government as Director of International Policy and Agreements for the predecessor of ESDC. In that capacity from 2008-2014, he served as Canada’s chief negotiator of international social security agreements, leading negotiations with a large number of countries on treaties designed to facilitate trade, labour mobility and pension portability.

In his current capacity, Mr. Patry is responsible for overseeing Canada’s involvement in international labour matters, including participation in international labour fora and negotiation of Labour Cooperation Agreements.

Juan Carlos Gutiérrez Azabache

He holds a Law degree from the Pontificia Universidad Católica del Perú, and degree on Public Law from the sameuniversity. He also has a specialization in Public Governance and Master’s Degree in Political Sciences with mentionin Public Governance from the Pontificia Universidad Católica del Perú and Diploma in Public OrganizationsManagement from the Universidad Peruana de Ciencias Aplicadas. He also holds a certificate in OrganizationalLeadership from the Escuela de Negocios Centrum Católica. He has experience of more than 12 years in managingpositions in public and private sector, and has worked as Head of the General Office of Legal Assistance of the SocialSecurity of Health (EsSalud). He was also Manager of Judicial Matters of EsSalud, Adviser of the Vice-MinisterialOffice of Health, Manager of Procedural Management and Administrative Issues in Telmex Peru, among others. Inaddition, he has been adviser for the General Direction of Labour and currently he is Director General of Labour fromthe Ministry of Labour and Promotion of Employment.

Gregory Schoepfle is the Director of the Office of Trade and Labor Affairs (OTLA) in the Bureau of International LaborAffairs (ILAB) at the U.S. Department of Labor in Washington, DC. He leads a staff of 37 employees who implementtrade-related labour policy and coordinate international technical cooperation in support of the labour provisions infree trade agreements; develop and coordinate Department of Labor positions regarding international economicpolicy issues and participate in the formulation, negotiation, implementation, and administration of U.S. policy onsuch issues; conduct research relating to international trade and labour activities; and provide services, information,expertise, and technical cooperation programs that effectively support the international responsibilities of the U.S.Department of Labor and U.S. foreign labour policy.

Prior to his current appointment, he served as the Director of the Division of Foreign Economic Research in ILAB’sOffice of International Economic Affairs from 1984-2006. He began his Department of Labor career in 1975 as aneconomist in the Division of International Comparisons and Trade at the Bureau of Labor Statistics. Prior to joiningthe Department, he taught 6 years in the Department of Economics at the State University of New York at StonyBrook.

Mr. Schoepfle received a Bachelor of Arts degree in mathematics from Oberlin College and a Master of Sciencedegree and Doctor of Philosophy degree in economics from Purdue University.

Pierre Bouchard

Pierre Bouchard is the Director of the Bilateral and Regional Labour Affairs division of the Labour Branch of theDepartment of Employment and Social Development Canada. As such, he is responsible for the negotiation andimplementation of the labour provisions of Canada’s Free Trade Agreements as well as for the supervision ofCanadian technical assistance in the labour area. He was the lead labour negotiator for the labour agreementsnegotiated in the context of the Canada-Peru and Canada-Colombia FTAs. Mr. Bouchard worked previously at theCanadian Department of Foreign Affairs, Trade and Development as well as in several non-governmentalorganizations. He holds an M.A. in International Affairs from Carleton University in Ottawa and has done Ph.D.studies in international relations at the London School of Economics and at the Université du Québec à Montréal. Mr.Bouchard lectured at several universities in Canada and abroad in the field of international relations, particularly ontopics related to international political economy, strategic studies and human rights.

Silvia Formentini

Silvia is the coordinator of the Trade and Sustainable Development team in the Directorate General for ExternalTrade of the European Commission, where she deals with the development and implementation of policiesconcerning the interlinkage between trade and labour and environmental issues. In this capacity, she is the EU leadnegotiator on Trade and Sustainable Development for several Free Trade Agreements, and coordinates the work onthe implementation of Trade and Sustainable Development chapters in EU FTAs in force. Prior to her current post,she has been responsible for trade and development policies and for Euro-Mediterranean trade relations.

Before joining the European Commission, Silvia worked as a researcher on international trade issues at theUniversity of Rome "La Sapienza" and at the United Nations University Institute on Comparative Regional IntegrationStudies (UNU-CRIS). She holds a Master's degree in International Relations from the University of Rome "LaSapienza" and a Research Master in International Economics from the Institute of Political Studies (Sciences Po) inParis.

He is a union leader with 32 years of experience. His background is on collective bargaining and legal advice. He is ahuman and union rights advocate and member since 1996 of the Permanent Commission on Wage and LabourPolicies. He has also been delegate at the ILO International Labour Conference for 17 years. Member of theInter-institutional Committee of Human Rights from the Ministry of Social Protection; the Regulatory and EvaluationCommittee on Union Members Risks (CRER). Currently he is the President of the Colombian Workers Confederation(Confederación de Trabajadores de Colombia –CTC). He has written many articles on labour matters, human rights,social dialogue, international labour standards, social security and other social and policy aspects. He is the author ofthe video “Let us work so that the Children do not have to Work” (“Trabajemos para que los Niños no Trabajen”), forthe programme to Eradicate Child Labour. He has been speaker and moderator in numerous national andinternational seminars.

Julio César Bazán Figueroa

Currently is the leader of the Unitarian Central of Workers in Peru (Central Unitaria de Trabajadores- CUT)

Alberto Echevarría

He is Colombian, Laywer and Specialist in Finance. He has worked as independat consultant and also withcompanies in the finantial and productive sector in Colombia. Since 1991, he has worked in the Colombian NationalAssociation of Business (Asociación Nacional de Empresarios de Colombia -ANDI) and currently Vicepresident ofLegal and Social Affairs. He is Employer Representative at the ILO Governing Body and he is also member of theFreedom of Association Committee. He has also participated in the ILO International Labour Conference. He is alsomember of the International Organization of Employers (IOE).

Also he is a member of different Boards of Directors for public entities and private enterprises in Colombia. He hasbeen professor and speaker in different universities and international fora. In addition, he has been member of theRevisory Room of the Disciplinary Tribunal of the Securties Market (Sala de Revisión del Tribunal Disciplinario delMercado de Valores –AMV) and has written diverse articles in legal matters for national publications.

Jeffrey Vogt

Jeffrey Vogt is the Legal Director of the International Trade Union Confederation (ITUC), a global organization which represents 176 million workers in 153 countries and territories. In that capacity, he coordinates the organization’s legal advocacy before the International Labour Organization and other international institutions, advises trade unions on labour law and policy, and assists in litigation before national and international tribunals. He has also published and spoken frequently on the issue of trade and labour standards, including testimony before the legislatures of the US, Canada and the EU. Before joining the ITUC in 2011, he was the Global Economic Policy Specialist for the American Federation of Labour & Congress of Industrial Organizations (AFL-CIO) and later the Deputy Director of its International Department. Previously, he represented domestic and foreign trade unions in litigation in state and

federal courts in the US. He is a graduate of Cornell Law School, where he earned his J.D. and L.L.M. in International and Comparative Law. He further studied international law at the University of Paris I.

Pablo Lazo Grandi

Chilean Lawyer. Currently Labour Attaché in the Chilean Mission before the International Organizations in Geneva,Switzerland. He is also Member of the Advisory Comittee of ILO on the workers’ rights in globalized economies.

As advisor of the International Economic Relations Bureau of the Chilean External Affairs Ministry, he has beenresponsable for twelve years of the labour negotiations in FTAs of Chile, including the Transpacific PartnershipAssociation Agreement (TPP). He has been actively involved in discussions en multilateral fora such as ILO, AsiaPacific Economic Forum (APEC), OECD and OAS. Previously he had many directive functions in the Ministry ofLabour, namely as Assistant Director of Labour, Regional Ministerial Secretary, Ministers’ Advisor and Head ofInternational Relations of the Ministry of Labour. Dr. Kimberly A. Nolan García

Dr. Kimberly A. Nolan García is assistant professor of International Relations at the Centro de Investigación yDocencia Económicas, CIDE, in Mexico City. She holds a BA in Political Science from DePaul University in Chicago,Illinois, a Master's Degree in Latin American Studies, and a Ph.D. in Political Science, both from the University ofNew Mexico. She is a member of Mexico's Sistema Nacional de Investigadores since 2010, and candidate formembership in the Consejo Mexicano de Asuntos Internacionales, COMEXI.

Her research agenda focuses on the use of labour enforcement mechanisms in US trade policy, including the designof complaint forums, and the implementation of arbitration and dispute resolution mechanisms. She is the author of anumber of academic articles and book chapters on these issues, including two Background Papers for the ILO, Theeffectiveness of trade based clauses in improving labour rights protections: The case of the CAFTA-DR labourclause, with Elizabeth O'connor, and Revisiting the complaint mechanism of the NAFTA Labour Side Agreement, withFranz Ebert.

Dr. Nolan also writes about cross-border labour solidarity in North America, and labour rights protections andsyndicalism in Mexico.

Katerine Bermúdez Alarcon

Lawyer, specialized in labour law and PhD in Law from the Universidad Externado de Colombia, with advancedstudies in Social Security and Economic Law Analysis. Currently, she is Director of the Labour Research Center ofthe Labour Law Department (Centro de Investigaciones Laborales del Departamento) of the Universidad Externadode Colombia. She has worked as National Coordinator of the ILO Project on the Promotion of Principles andFundamental Rights at Work in Colombia and at the Ministry of Social Protection as Director General of LabourProtection. She has published articles, chapters in books and labour law books in international and nationalpublications. She is also professor in college, master and PhD programmes of the Law, Finance, InternationalRelations and Business Administration Faculties of the Universidad Externado de Colombia.

Myriam Luz Triana is the National Secretary of Finance and she is in charge of gender issues at the GeneralConfederation of Worgers (Confederación General de Trabajadores- CGT).

Silvia Hooker Ortega

Foreign Trade Manager of the National Industries Association. She has been part of the negotiating team since theaccession of Peru to the WTO. She was cheif negotiator in two tables for the EU-Peru/Colombia Trade Agreement.She has also been responsible of the Legal Revision and Implementation of the agreement. Also, she has beenVice-President of the Commission to Supervise Dumping and Subsidies and currently she is President of theSpecialized Chamber of Competitiveness Defense of the National Institute on Defense of Competitiveness andIntellectual Property.

Evi Roelen

Ms. Evi Roelen (1986) studied International Politics at the University of Antwerp (Great Distinction) and EuropeanEconomics at the French speaking Free University of Brussels (Great Distinction). She started her career as aresearcher at Political Science Department of the University of Antwerp. In 2011 Evi started to work for FlandersDepartment of Foreign Affairs, initially in the international trade and investment team. Now she is in charge ofmultilateral relations between the Government of Flanders and some important international institutions, such as theInternational Labour Organization. She collaborates closely with the General Delegate of the Government ofFlanders, Belgium to the UN in Geneva.

Juan Carlos Vargas

He is responsible of the Globalization and Trade Programme it the NGO Labour Programme for Development (PLADES) in Peru. The institution is specialized in the issues concerning sociological and labour aspects of Latin America. He studied in the Pontificia Universidad Católica del Perú. Previously he worked in the Center for Studies and Promotion of Development (DESCO) in the Evaluation of Projects Unit and in the Labour Programme.

Miguel F. Canessa Montejo

Lawyer and sociologist of the Pontificia Universidad Caltólica del Peru. He obtained his PhD in Law by the Universidad Carlos III of Madrid. He has been professor of the Masters Programmes in Labour Law and Social Security, Human Rights and Sociology of the Pontificia Universidad Católica del Perú. Also he has been visiting professor in universities abroad, speaker, researcher and international consultant.

He has different books and publications on violations of freedom of association in Peru, freedom of association in Guatemala, labour human rights in the ILO, among others.
