Dr. Grimes told us that -it was his opinion that this new economic giant will be a formidable adversary because it will erect a wall so they will need few products that can't be produced in at least one of the countries. This will be especially true in the area of agricultural products. Iowa farmers and Iowa industry will have to either sell or buy into the European market. Therefore, Dr. Grimes suggested that a state strategy committee be formed that would develop policy to deal with the EEC union. Without a governing policy board it will become more and more difficult to understand what it takes to sell and compete with the Europeans. As a result, the Agriculture Committee unanimously passed SCR 15, which established a Task Force to study opportunities to increase trade between Iowa and the EEC. The Task Force would be comprised of 12 legislators, 6 public members appointed by the Legislative Council, and an invitation that the Governor appoint 6 other members from various academic and business interests. The Task Force would also be granted a $25,000 appropriation for carrying out the work of the Task Force. This resolution was referred to the Rules and Administration Committee and was not reported to the floor for consideration. I believe the formation of the Task Force envisioned in SCR 15 is a vital first step in meeting the challange the economic union of European poses. Dear Senator Hutchins and Representative Avenson:

Last March, the Agriculture Committee was privileged to listen to a presentation from from Dr. Michael Grimes, a trade consultant from the Republic of Ireland. Dr. Grimes spoke at length on the long anticipated

~economic union of the Eurpoean Economic Community (EEC) in 1992.

Dr. Grimes told us that -it was his opinion that this new economic giant will be a formidable adversary because it will erect a wall so they will need few products that can't be produced in at least one of the countries. This will be especially true in the area of agricultural products. Iowa farmers and Iowa industry will have to either sell or buy into the European market.

Therefore, Dr. Grimes suggested that a state strategy committee be formed that would develop policy to deal with the EEC union. Without a governing policy board it will become more and more difficult to understand what it takes to sell and compete with the Europeans.

As a result, the Agriculture Committee unanimously passed SCR 15, which established a Task Force to study opportunities to increase trade between Iowa and the EEC. The Task Force would be comprised of 12 legislators, 6 public members appointed by the Legislative Council, and an invitation that the Governor appoint 6 other members from various academic and business interests. Reference our conversation at Mason City on 10 July 1989 concerning the Legislative Council Funding a liquor study.

~ Last year, I requested Prof. Ken Stone of I.S.U. to write an Analysis of Possible Outcomes if Iowa Lo~ered its Wholesale Liquor Markup from SO% to 40% or 30%. Prof. Stone drew the following conclusions:

1. If all liquor sales leakage could be stopped, Iowa's total retail sales could be increased by app. $180 million per year (assumes a multiplier of 1.7). This would increase Iowa's sales tax by appproximately $7 million per year.

2. If the leakage could be stopped by decreasing state liquor markup from SO% to 40%, overall state revenue could be increased by approximately $15 million annually (minus handling expenses).

3. If it were necessary to decrease state markup from SO% to 30% to stop all leakage, total state revenue would still increase by approximately $12.6 million annually.

4. It is possible that with significantly lower prices than contiguous states, Iowa could attract liquor trade from out-of-state that would then "spillover" and buy other retail merchandise, thereby increasing Io-:.Ja revenues even more.

Senate File 477 is a bill to lower the liquor markup from SO% to 40%. Alcoholic Beverage Division, in its fiscal note states, "Formost, to what

degree is illegal liquor importation being expe=ienced in Iowa? There have been many estimates based on various factors, but, to date, n~ factual information on exactly how much illegal liquor importation does o~cur.into Io~a. Until a legitimate figure can be proven as to the extent of illegal liquJr importation, it will be extremely difficult to make educated decisions on wl;)ether or not the liquor markup sh:>uld be adjusted."

Inclosure # 1, A study by the Legislative Fiscal Bureau dated 14 July 1988, discusses the illegal importation of Alco~olic Beverages.

Prof. Ken Stone and myself h~ve discussed the possibility of doing a study on the liquor purchasing habits of Iowans. Prof. Stone believes a complete study could be accomplished for ab:>ut $20,000. This would entail interviewing over 600 drinking Iowans. Prof. Stone says he can produce an accurate report of the buying habits of Io~ans fo~ all 99 co~nties. This study should give a very accurate indication o~ the losses of revenues by Io~ans purchasing goods and services out~ide of the State.

I would like to see an additional $2,000 or so included in this study to determine if the liquor price was lowered 10% to 15%, would individuals from other states come into Ioua ~o purchase spirits? I would like a good targeting of the Austin/Albert Lea, MN areas. Additional revenues may be ~ained by out of state residents traveling to Iowa.

~f, indeed, Iowa is loosing $12 to $15 million in lost revenues, a $20,000 to $22,000 study will be more than justified.

Dear Don:

At the June Legislative Council Meeting the Council approved an update of the court studies committee report which was done a number of years ago. That study update was prompted as a result of Senate Resolution 16 which called for a collection of that updated information.

The purpose for the request of that information was prompted by a request for additional judges. It was felt that the best way to gather the information to determine whether or not the case load was up in civil cases, and if so, what the distribution of that increase case load was, was to update the already

\..,._)existing court study report.

Since the session ended, I met with the Supreme Court and have found that the information necessary to determine current case load and its distribution by case and geographical location is information which exists in the Supreme Court without the necessity of updating the court study. Therefore, I would recommend to the Legislative Studies Committee that the previously authorized study is not necessary and that the Legislative Council could save $50, 000 .• 00 appropriate for that study by de-authorizing that study.

RE: Commission's Charge

DT: August 15, 1989

\.-1 Part of the Iowa Air Link Transportation Commission's charge is to hire a consultant to study the feasibility of an Air Link program. While the Commission is expected to review and approve a Request for Proposal at its first meeting, there will not be enough time to review consultants' applications and formulate a budget, research design and organization plan by September 1, as required by the Commission's charge. The Commission requests an extension of its deadline for the submission of the budget, research design and organization plan to November 20, 1989. The Commission expects that, because the budget is largely dependent upon the cost of a consultant's work, part of the budget will be submitted earlier in the form of a request for funds to hire a consultant.

While the Air Link Transportation Commission is a legislative committee composed primarily of citizen members, the legislative members serving on that committee do not have to be ex officio members. It is therefore requested that the legislative members who serve on that committee be appointed as voting members.

I am requesting approval for an interim committee to study several questions that have been raised concerning the Department of Employment Services management and fiscal decisions and policies. It has come to the attention of several legislators that the Department has been fraught with morale problems that may ultimately be affecting the delivery of services to Iowa's employers and unemployed. I am requesting that the committee be allowed two more meeting dates and that the committee include five House members and five Senate members.

The focus of the interim committee would be on five of the area D.E.S. offices; Des Moines, Burlington, Ottumwa, Fort Dodge and Carroll. Staff interview would be conducted to provide information on morale, management style, relations with other agencies, quality of services being provided to clients, management staff relations, etc. Due to the sensitive nature of these inquiries, it may be necessary to hire an outside consultant.

RE: HEALTH CARE EXPANSION TASK FORCE UPDATE

Co-Chairper sons Bruner and Fey drafted a Request for Proposals (RFP) and received approval from the members of the Task Force to distribute the Request . The RFP was ma iled to approximately 100 potential consultants on August 8 and a notice was placed in a national health periodical .

The fi r st meeting of the Task Force is scheduled for Thursday, August 31 and will be used as a pre-bid conference to provide clarifications and answer ques tions from potentia l bidde r s . The final da te for -submission of bids is September 15, after which the Task Force will select a contract or. Other date s within the RFP correspond to the Task Force charge with a preliminary report due on February 1, 1990, and a final report due on November 15, 1990.

The charge to the consultant i s contained in the Scope of Servi ces and corre s pond s to the requirements contained in SF 538. The study i s to have three major tasks: (1) to collect and assemble data on Iowa's un i nsured population, (2) to deve lop a proposal to i mp lement an employer-mandated health insurance plan subject to a variety of conditions and options, and (3) to develop additional program options for providing improved health care coverage , capable of implementation on a demonstrat ion or statewide ba s i s . Other items of the study were contained in the legislation.

At its meeting on August 14, 1989, t he Park and Recreation Enhancement Study Committee voted to recommend that t he Legislative Council authorize the employment of George But l er Associates , I nc . , t o conduct Part I of a Study of Iowa ' s Artificial and Nat ural Lakes. The scope of services include interview of appropriate Department of Natural Resource staff , review of exist i ng lake plans and strategies of the Department, review other state agencies r e l ated effor ts and pr ograms, prepar e a brief histor y and summary of current conditions i n Iowa , research programs and long- term strategies of other states ( up to 25 states ) , rev1ew pr ovi sions a nd restrictions of federa l funding programs for new l a kes , solicit written comments from c i tizens and interest groups, so l i c it expert and professional written input , a nd conduct at least one gr oup meeting , and pr ovide a wri t ten report of fi ndings and recommendations to the Park and Recreation Enhancemen t Study Commi tt ee not l ate r t han December 1, 1989 .

The Park and Recreation Enhancemen t Study Committee also recommends that the con tract for consultant services on behalf of the St udy Committee be entered into by the Chairper son of t he Legislative Council for a sum not to exceed $22 ,000.00.

Based on t he f indings of Phase I of the study , the Study Committee may r ecommend to the Legislative Counci the funding of Phase II of the study to identify and assess options for lakes management and development .

I am writing to r equest an extension of the deadline for the survey of the child care needs of state employees officed at the capitol complex . While a limited survey can be completed before t he September 1 deadline, an extensive needs assessment can be completed by allowing more time.

The Heartland AEA has pr ovided technical assistance to LSB in the past and is pleased to he lp in this case as the surve y is 1n the interest of young children who live in the area served by t he AEA .

The cons ultants working with the Task Fo rce in developing the Master Plan strongly urged this action, noting that the quality and acceptance of any master plan depends greatly on che input of all partic i pan t s havi ng an impact on the corrections syst em. It is felt by membe r s of t he consultant team and the Tas k Fo rce that input f r om the se two groups 1s essential g1ven the impact which they have on the state ' s corrections population .

RE: Joint Education Appropriation Subcommittee Interim Study Request

On behalf of the members of the Joint Education Appropriation Subcommittee, we would like to request approval of t hree meeting days for the full subcommittee during the 1989 interim. These days wou ld be used to study the Merged Area School system and formulate policy and recommendations for the 1990 General Assembly on higher education issues .

The first day allowed would be used for each member of the Subcommittee , on an individual basis, to meet with the representative of a merged area school to receive information and visit the community college campus. All 15 merged area schools would be visited, and with only 12 Subcommittee members, some members will have to visit more than one merged area school . Prior to this day, a questionnaire developed by LFB staff and Subcommittee members would be provided to each area school.

The second day of this study would be used to bring the Subcommittee together and discuss findings and experiences at the community colleges, receive a cumulation of the answers provided to questions asked of the schools, receive an update from Dr. Lepley, Director of the Department of Education as to the status of the new Merged Area School Division, and receive the preliminary report of the Higher Education Task Force .

The third day would be used by the whole Subcommittee to develop policy recommendations and draft legislation for the 1990 General Assembly.

On behalf of the Co-Chairpersons of the Dropout Preventi on Study Committee , Senator Wally Horn and Representative Don Shou lt z, I am writing to request approval for an additional meeting day f o r the Study Committee .

Presently , two mee t ings are allocated for the Dropout Prevention Study Committee . The first meeting will be used to hear p r ese n tations on and discuss factors leading to dropp i ng out of school and to review the effectiveness of existing prevention programs . It is felt that the remainder of the charge, to recommend state and local i nitiatives to curtail the dropout problem and educational alternatives fo r curren t d r opouts , cannot be completed adequately i n the sec ond meeting .

A third meeting to take place prior t o November 1 , 1989 is requested for the Study Committee to complete r ecommendations for legis lative action in the 1990 Session .
