(b) the Islamabad Capital Territory, hereinafter referred to asthe Federal Capital;(c) the Federally Administered Tribal Areas; and(d) such States and territories as are or may be included inPakistan, whether by accession or otherwise.(3) 3[Majlis-e-Shoora (Parliament)] may by law admit into theFederation new States or areas on such terms and conditions as it[properly] thinks fit.]

Islam to be State religion2. Islam shall be the State religion of Pakistan.

Those who believed (embraced Islam), migrated and made Jihad (exerted their utmost struggle) with their wealth and their persons in the cause of Allah; as well as those who gavethem asylum and help, are indeed the protecting friends of oneanother. As to those who believed (embraced Islam) but did not emigrate (to Dar-ul-Islam, the Islamic State), you are under no obligation to protect them until they migrate; yet it is yourobligation to help them in the matters of faith if they ask foryour help, except against a people with whom you have atreaty. Allah is observant of all your actions. [72]

The Objectives Resolution to form part of substantive provisions4 [2A. The principles and provisions set out in the Objectives Resolutionreproduced in the Annex are hereby made substantive part of theConstitution and shall have effect accordingly].

O Prophet! We have made lawful to you the wives to whom you have given their

dowers; and those ladies whom your right hands possess (from the prisoners of war)whom Allah has assigned to you; and the daughters of your paternal uncles andaunts, and the daughters of your maternal uncles and aunts, who have migrated withyou; and the believing woman who gave herself to the Prophet if the Prophet desiresto marry her - this permission is only for you and not for the other believers; We knowwhat restrictions We have imposed on the other believers concerning their wives andthose whom their right hands possess exception so that no blame may be attached to you. Allah is Forgiving, Merciful. [50] You may put off any of your wives you please and take to your bed any of them youplease, and there is no blame on you if you call back any of them you hadtemporarily set aside. This is most proper, so that their eyes may be cooled and theymay not grieve, and that they will remain satisfied with what you give them.

Elimination of exploitation3. The State shall ensure the elimination of all forms of exploitation and thegradual fulfillment of the fundamental principle, from each according to hisability to each according to his work.

We admonished each of them by citing examples of those who were destroyed before them, even then they rejected Our revelations, so We exterminated each one of them. [39 ] These unbelieversmust have passed by that town which was destroyed by a fatal rain; hadthey not seen its ruins? But the fact of the matter is they do not believe inthe life hereafter. [40] W heneve r the y see you, they scoff at you, saying:"Is this the man whom Allah has sent as a Messenger? [41]Had we not stood firm, he (Muhammad) would have turned us away fromour gods." Very soon, when they face the punishment, they will realize who actuallywent off the Right Path. [42 ] Have you ever seen the one who has takenhis own desires as his god? Would you take the responsibility of guidinghim? [43 ] Or do you think that mostof them listen or try to understand? They are nothing but animals - nay,they are even further off the track! [44 ] 25:[35-44 ]

Right of individuals to be dealt with in accordance with [Islamic ] law, etc.4 . (1) To enjoy the protection of [Islamic] law and to be treated inaccordance with [Islamic] law is the inalienable right of every[Pakistani] citizen [Christians Included?]. Wherever he may be, andof every other person for the time being within Pakistan.(2) In particular(a) no action detrimental to the life, liberty, body, reputation orproperty of any person shall be taken except in accordancewith [Islamic] law;(b) no person shall be prevented from or be hindered in doingthat which is not prohibited by law; and(c) no person shall be compelled to do that which the [Islamic] lawdoes not required him to do.

Loyalty to State and obedience to Constitution and [the Islamic ] law

5 . (1) Loyalty to the State is the basic duty of every citizen.(2) Obedience to the Constitution and law is the 1[inviolable]obligation of every citizen wherever he may be and of every otherperson for the time being within Pakistan.

High treason6 . (1) Any person who abrogates or attempts or conspires toabrogate, subverts or attempts or conspires to subvert the[Islamic] Constitution by use of force or show of force or by other

unconstitutional means shall be guilty of high treason.(2) Any person aiding or abetting the acts mentioned in clause (1)shall likewise be guilty of high treason.(3) 2[Majlis-e-Shoora (Parliament)] shall by [Islamic] law providefor the punishment of persons found guilty of high treason [undercurrent and proper Islamic Guidance].

PART IIFundamental Rights and Principles of Policy7 . Definition of the State7. In this Part, unless the context otherwise requires, "the State" meansthe Federal Government, 3[Majlis-e-Shoora (Parliament)], a ProvincialGovernment, a Provincial Assembly, and such local or other authoritiesin Pakistan as are by [Islamic] law empowered to impose any tax orcess.

When Moses came to mount Tur, Allah said: "But, why have you comewith such a haste ahead of your people, O Moses?" [83 ] He replied:"They are close behind me, I hastened to You O Lord so that You maybe pleased." [84 ] A ll a h said: "W ell , l isten! We tested your people after

This Qur an is but a reminder. Surely therighteous shall return to an excellent resort. [49 ] The Gardens of Eden, whosegates shall be wide open to receivethem. [50 ] They shall recline there, callingfor abundant fruit and delicious drinks;[5 1]and beside them there shall be bashfulvirgin companions of equal age. [52 ] Theseare the things which you are being promisedon the Day of Reckoning; [53 ] this willbe Our provision which will never finish. [54 ]

Have you not seen those whospeak very highlyof their own purity eventhough they are committingshirk. In fact, Allah purifieswhom He wishes. [49 ] Seehow they invent a lie againstAllah, and this in itself isenough to show their manifestsin. [50 ] 4:[4 7-50 ]

After all this, they still broke their covenant,rejected the Revelation of Allah,killed the Prophets unjustly. Yet they say: "Ourhearts are in secure wrappings which

have preserved Allah s Word; we need nomore." Nay! It is Allah who has sealed their hearts on account of their disbelief. Theyhave no faith except a little. [155 ] Theywent in their unbelief to such an extent thatthey uttered terrible slander againstMary. [156 ] They even say: "We have killedthe Messiah, Jesus , so n of Mary, theMessenger of Allah." Whereas in fact, neitherdid they kill him nor did they crucify himbut they thought they did because the matter was made dubious for them. Thosewho differ therein are only in doubt. Theyhave no real knowledge, they followThe Qur'an in English AN-NISA' - WOMEN

nothing but merely a conjecture, certainlythey did not kill him (Jesus). [157] Nay ! T he fact is that Allah took him up to Himself. Allahis Mighty, Wise. [158] T he r e is no ne of the People of the Book but will believe in thisfact before his death; and on the Day of Resurrection Jesus will bear witness against them. [159] 4:[153-159]

They said: "Have you come to turn usaway from the faith of our forefathersin order that you two (Moses and Haroon) may become the leaders inthe land? We will never believe inyou!" [78] Pharoah said:"Bring me every skillful magician." [79] When the magicians came, Mosessaid to them: "Throw what you wish tothrow!" [80 ] So when they hadthrown, Moses said: "The magic thatyou have brought, Allah will surelyprove it wrong: for Allah does notpromote the work of mischief makers. [81] By His Words Allahvindicates the truth, much as the

criminals may dislike it!" [82 ] 10:[ 74-82 ]

O believers! When you deal witheach other in lending for a fixedperiod of time, put itin writing. Let a scribe write itdown with justice between theparties. The scribe, whois given the gift of literacy byAllah, should not refuse to write;he is under obligationto write. Let him who incurs theliability (debtor) dictate, fearing

Allah his Lord and not diminishing anything from thesettlement.

"Will you argue with me about Allah, whereas He Himself hasguided me? I do not fear those whom you take for gods besidesHim, none can harm me unless my Lord so wills, the knowledge of my Lord encompasses everything, why don t you getadmonition? [80 ] Why should I fear your idols, when you are notafraid of your actions of making them partners with Allah, for whichHe has not given you any sanction? Which one from the two partiesof us deserves to feel secure? Tell me, if you know the truth. [8 1] A sa ma tte r of fa ct those who believe and do not taint their faith withwrongdoings will feel more secure and will be better guided." [82 ] 6:[80-82

Can a person who was dead (ignorant), and whom We raised to life and gave theLight to walk with among people, be like theone who is in the depths of darknessfrom which he can never come out? Sincethey treat both of them alike, the actions of the unbelievers are made lucrative tothem, [122 ] and that is why in every town Wehave placed the criminals as their ring leadersto plot therein, they plot against nonebut their own souls, though they do notperceive it. [123 ] Whenever there comes tothem a sign (verses of The Qur'an) they say:"We shall not believe until we are givendirectly that which is given to the Messengersof Allah." Allah knows best to whom Heshould give His Message. Soon thesecriminals will be overtaken by humiliation andby a severe punishment from Allah for theirevil plots. [124 ] 6:[ 122- 124 ]

At that time Allah will also ask: "O Assembly of Jinns and mankind! Did not therecome to you the Messengers from amongstyou who proclaimed to you Myrevelations and warned you about themeeting of this Day?" They will reply: " Yesthey did, We bear witness against our ownsouls." Today this worldly life hasdeceived them but on that Day they willtestify against themselves that they wereindeed kuffar (unbelievers). [130] Your Lord wou l d not d est roy t ow ns wi th ou t j us t cause while their residents were ignorant of the Reality. [131]

As for those who believe and do gooddeeds - We never burden a soul withmore than it can bear - they areworthy of Paradise, wherein they will

live forever. [42 ] We shall removewhatever ill-feeling they may have intheir hearts against one another.Rivers will be flowing beneath them;and they will say: "Praise be to AllahWho guided us this way, we wouldhave never found the Right Way if Allah had not guided us. TheMessengers of our Lord have surelypreached us the truth." At that timethey will hear the announcement:"This is paradise, which you haveinherited because of your gooddeeds." [43 ] 7:[42-43 ]

The chiefs of his nation said: "Surelywe see that you are in evident

error." [60 ] He replied: "O mypeople! I am not in error; onthe contrary, I am a Messenger fromthe Lord of the worlds. [6 1] I amappointed to deliver the message of my Lord and give you friendly advice

for I know from Allah somethingthat you do not know. [62 ]

The people of the A'raf (heights) will call tocertain men (famous personalities fromamong the inmates of Hell) whom they will recognize by their features and say:"Have you found out that neither your riches

nor your arrogant pride have availedyou? [48 ] Are the residents of paradise not thesame people about whom you sworethat Allah will never bestow His mercy onthem?" Today the same people are beingwelcomed with the words, "Enter paradise, youhave nothing to fear or to regret." [49]

At that time Allah will also ask: "O Assembly of Jinns and mankind! Did

not there come to you theMessengers from amongst you whoproclaimed to you My revelations andwarned you about the meeting of thisDay?" They will reply: " Yes they did,We bear witness against our ownsouls."

On the Day when He will assemble them alltogether, (Allah will address the Jinns):"O assembly of Jinns! You seduced mankind ingreat number." And their votaries from amongmankind will say: "Our Lord, we have both

enjoyed each other's fellowship but alas! Now we have reached the end of our term whichYou had decreed for us." Then Allah will say:"Now hellfire is your dwelling-place; you willlive therein forever unless Allah ordainsotherwise." Surely your Lord is Wise,Knowledgeable. [129 ] That is how, i n the he r e af te r, W e wi ll mak e wro ngdo e rs thecomrades of one another on account of what

they earned during their life on Earthwith evil friendship. [129] 6:[128-129]

When they went back to Egypt and entered Joseph s office, they said: "Noble prince!

We and our family are in great distress, wehave hardly any money, please give usfull quota and also some charity. Surely Allahrewards the charitable." [88 ] H eari ngthis, Joseph, who could contain himself nolonger, replied: "Do you know what youdid to Joseph and his brother while actingout of ignorance?" [89 ] T his t ook the m by

surprise, and they cried: "What! Are youreally Joseph?" He said: "Yes! I am Josephand this is my brother. Allah has indeed beengracious to us. In fact as for the righteousand patient; Allah really does not let thereward of the righteous be wasted." [90 ] They said: "By Allah! Certainly Allah haspreferred you over us. We have indeed been

guilty." [9 1]

We have not sent any Messengerexcept that he speaks the languageof his ownpeople, so that he could explain tothem clearly. Then Allah leaves inerror whom Hewill and guides whom He pleases:He is the Mighty, the Wise. [4 ] 14:[4 ]

Your God is One God; as for those whodo not believe in the hereafter, theyhave faithless hearts and are puffed upwith arrogance. [22 ] Allah surely knowswhat they conceal and what theyreveal; certainly He does not love thearrogant. [23 ] When they are asked:

"What is it, that your Lord hasrevealed?" They say: "Fictitious storiesof the ancients!" [24 ] Let them beartheir own burden in full and that of those whom they have misled in theirignorance. Alas! Evil is the responsibilitythey are taking. [25 ]

The people did not become

The people did not becomedivided into sects until afterknowledge had come to them out of envy among themselves. Had yourLord not issued the word to defer

their punishment till an appointedtime, the matter would have alreadybeen settled between them. Thefact is that those who were made toinherit the Book after them, aresurely in disquietingdoubt concerning it. [14]

We sent Moses with Our signs to Pharaoh and his chiefs. He

gsaid to them: "I am a Messenger of the Lord of theworlds." [46 ] When he showed them Our signs, they laughedat those signs. [4 7] Yet We showed them sign after sign eachgreater than the one preceding it and We afflicted them withthe scourge, so that they might returnto the Right Way. [48] Ea ch t im e the y w e r e se ized by a

sc ourg e , the y r eq ue ste d Moses: "O magician! Pray to your Lord for us by virtue of the covenant He has made with you;we shall surely accept your guidance." [49 ] But each time Welifted the scourge from them, they broke their pledge. [50 ] O ne day P haroa h mad e a proclamation among his people: "Omy people! Is not the kingdom of Egypt mine?Are not these rivers flowing beneath me? Can you notsee? [5 1] Am I not better than this despicable wretch, whocan hardly express himself clearly? [52 ] Why have no gold

bracelets been given to him, or angels sent down toaccompany him?" [53 ] Thus did he incite his people and theyobeyed him; surely they were a nation of transgressors. [54 ] At last when they provoked Us, We inflicted retribution onthem and drowned them all, [55 ] and made them a lessonand an example for the later generations. [56 ]

To Him belongs the kingdom of the heavens and the earth; it isHe Who gives life and causes death; and He has power over allthings. [2 ] He is the First and the Last, the Evident and theImmanent, and He has the knowledge of all things. [3 ] It

is He Who created the heavens and the earth in six periods,then firmly established Himself on the throne of authority. Heknows all that enters the earth and all that emerges from it, allthat comes down from Heaven and all that ascends to it; and Heis with you wherever you are. Allah is aware of all youractions. [4 ] To Him belongs the kingdom of the heavens and theearth, and all affairs go back to Allah for decision. [5 ] He causesthe night to pass into the day and the day to pass into thenight, and He has knowledge of the inmost secrets of yourhearts. [6 ] Believe in Allah and His Messenger and spend incharity out of what you have been made the inheritors of, forthose of you who believe and spend in charity shall be richly rewarded. [7 ] What is the matter with you that you do notbelieve in Allah, whereas the Messenger is inviting you tobelieve in your Lord, Who has indeed taken yourcovenant, if you are true men of faith? [8 ] He it is Who sendsclear revelations to His servant, so that he may lead you fromthe depths of darkness into the light.
