A Whole of Community Approach to Mass Care
How did we get here?
2012 IAEM Conference
In October 2010, the American Red Cross and the Federal Emergency Management Agency signed a Memorandum of Agreement which set the framework for the American Red Cross, an ESF-6 Support Agency, to serve as co-lead for the mass care component of ESF-6.
Additionally, the MOA calls for FEMA and ARC to develop and promulgate a National Mass Care Strategy with National VOAD organizations and other mass care support agencies. To fulfill this mission, a National Mass Care Council was formed to develop a framework for mass care.

Primary Goals of the Mass Care Council
• Provide a framework to enhance coordination, pool expertise and strengthen response capacity of mass care throughout the nation.
• Establish common goals, foster collaborative planning and identifies resource needs to build national mass care capability.

Preliminary Targets for Mass Care Services
• Move and deliver resources and capabilities to meet the needs of disaster survivors, including individuals with access and functional needs and others who may be considered to be at-risk.
• Establish, staff, and equip emergency shelters and other temporary housing options (including accessible housing) for the affected population.
• Move from congregate care to non-congregate care alternatives, and provide relocation assistance or interim housing solutions for families unable to return to their pre-disaster homes.

The national mass care strategy will help the whole community move from
