DIRECTIVE 080: WELL LOGGING

The Alberta Energy Regulator (AER) announces the release of Directive 080: Well Logging, which updates, clarifies, and consolidates the AER’s well logging requirements.

A draft of the directive was released for stakeholder feedback on June 6, 2013. The feedback period closed on July 31, 2013. A summary of the feedback and the AER response is available from the directive’s webpage on the AER website, www.aer.ca.

Directive 080 becomes effective on May 14, 2014, at which time the following directives and informational letters (ILs) will be rescinded:

• Directive 021: Standards for the Submission of Digital Log Data to the EUB • Directive 043: Well Logging Requirements—Surface Casing Interval • IL 88-1: Submission of Mud Log Data • IL 93-4: Policy for the Logging Requirements of Horizontal Wells

US EPA TO SET FINAL DISPOSAL RULES FOR COAL ASH

(Source: HazMat Magazine) The U.S. Environmental Protection Agency (EPA) will make final disposal rules for coal ash as a non-hazardous material by December 19, 2014.

In 2012, the EPA faced legal action unless it created a deadline for finalizing coal ash disposal regulations initially proposed in 2010 under the Resource Conservation and Recovery Act (RCRA).

A Consent Decree signed by a number of companies for the Appalachian Voices vs Gina McCarthy lawsuit was delivered to the Federal DC District Court on January 29, 2014.

“We are pleased that EPA is committing to finalize its proposed upgraded standards for coal ash disposal under Subtitle D, the non-hazardous waste section of RCRA,” said Kirk Benson, Headwaters Chairman and CEO, in a statement to media. “We will finally achieve regulatory certainty during 2014,” he added.

Besnon said he’s worked with the EPA for over five years and feels “very comfortable with the settlement agreed to with Headwaters and the other plaintiffs.”

A possibility remains that Congress could amend RCRA and require states to enforce national Federal Subtitle D nonhazardous waste standards for coal ash disposal under state-issued permits. These legislatively-required permits could improve the overall management of coal ash disposal if enacted.

“In either the legislative or the regulatory approach, the prospect of an unwarranted and damaging ‘hazardous waste’ designation for disposed coal ash is eliminated and the regulatory uncertainty removed,” said Benson. “Regulatory certainty will help us grow the beneficial use of coal ash – safely keeping the material out of disposal facilities, creating economic and environmental value.”

CAT PARASITE FOUND IN ARCTIC BELUGA

(Source: BBC News) The discovery by University of British Columbia scientists has prompted a health advisory to Inuit people in the region who eat the whale's meat.

Researchers say it is an example of how the warming of the Arctic is allowing the freer movement of pathogens.

Icier conditions in the past acted as an obstruction to infectious agents.

“Ice is a significant ecological barrier and it influences the way in which pathogens can be transmitted in nature and your risk of exposure,” said molecular parasitologist Michael Grigg.

“What we’re finding with the changes ongoing in the Arctic is that we’re getting new pathogens emerging to cause diseases in the region that haven’t been there before,” he told BBC News.

The UBC Marine Mammal Research Unit scientist was speaking here at the annual meeting of the American Association for the Advancement of Science (AAAS).

Toxoplasma gondii is ubiquitous at lower latitudes, and many people carry it with no ill effects. But it is a danger to pregnant women and individuals with weak immune systems.

The fact that it is now prevalent in beluga is significant because Inuit will often eat the meat raw or undercooked - something they are now being strongly discouraged from doing.

Quite how the parasite got into the whales is a puzzle that scientists are now trying to solve.

They suspect the influx of cats to the Arctic brought in as pets will have imported the pathogen.

The contents of their faeces will somehow have got into watercourses and then been washed into the ocean. And with the significantly warmer temperatures in the Arctic now, liquid water is mobile for longer.

The danger comes from eating undercooked or raw Beluga whale meat

"The transmissible stage of this parasite is an egg-like structure," said Dr Grigg.

"The only way to deactivate it is to boil it or freeze it, so the longer you have temperatures above zero degrees Celsius, the more risk you have in being exposed to this infectious stage of the parasite. And with climate change, you are increasing your risk."

In 2012, Dr Grigg's UBC team showed that a new strain of another parasite, Sarcocystis, was responsible for killing more than 400 grey seals in the North Atlantic. This pathogen had previously been seen only in the Arctic.

Dr Grigg said this was an example of the warming conditions opening up the region to allow more southerly populations of sea mammals to mix with their northern neighbours, and so become exposed to pathogens they would not normally experience.

Dr Sue Moore, an oceanographer with the National Oceanic and Atmospheric Administration, said keeping an eye on sea mammals was one of the best ways to monitor changes in the Arctic. She called them "sentinels of change".

"They’re the top predators and so they rely on the ecosystem in which they live; they have a top-down view," she told BBC News.

"They reflect the changes that are occurring below them. They may not be able to tell you every linkage, but if a sea mammal stops eating one thing and starts eating another, that tells me there has been a big shift."

EPA VASTLY MISJUDGES METHANE LEAKS, STUDY CONFIRMS

(Source: LiveScience) The federal government has underestimated methane emissions from the United States by 50 percent for the past 20 years, according to a comprehensive new study.

Methane, also called natural gas, is a powerful but short-lived greenhouse gas. It lasts just nine years in Earth's atmosphere but is about 34 times more potent at trapping infrared radiation (the greenhouse effect) than carbon dioxide, which is more abundant and lasts longer. While methane spews into the sky from both natural sources, such as wetlands, and human activities, including oil and gas production, the government estimates only track manmade sources.

The review of scientific studies of methane emissions suggests that Environmental Protection Agency (EPA) methane counts are about 50 percent too low, though the underestimate could range from 25 percent to as much as 75 percent. That means the United States is pumping about 14 million tons more methane than thought into the atmosphere each year, according to the findings, published today (Feb. 13) in the journal Science.

"Evidence from numerous studies consistently suggest that methane emissions are larger than those estimated by the EPA inventory," said Adam Brandt, lead study author and an energy resources engineer at Stanford University in Palo Alto, Calif.

The review analyzed the results of more than 200 studies that traced methane emissions across the United States and were published in the past 20 years. The results were compared to the EPA's Greenhouse Gas Inventory, which records methane emissions and other climate-changing gases.

This isn't the first time a serious discrepancy has shown up between official methane estimates and a scientific study. For example, the EPA's "bottom-up" approach, which measures natural gas outputs directly from the source, can come up with vastly different figures than "top-down" studies, which measure air-borne gas concentrations. A study published in the journal Proceedings of the National Academy of Sciences in November 2013 using the top-down approach also found a 50 percent underestimate.

"There have been a lot of studies that … superficially, have seemingly contradictory results," Brandt said. "Really, they were performed at different scales with different methodologies."

The new study sought to synthesize the results of both approaches, and provide a better estimate of natural gas emissions across the United States. It was funded by Novim, a nonprofit group aimed at providing scientific data on major world problems, through a grant from the Cynthia and George Mitchell Foundation.

Natural gas as fuel One of the biggest U.S. methane emitters is the natural gas industry. Leaks come from drilling for oil and gas, refining plants and transport and distribution, such as pipelines.

The study finds that just a small number of super-emitters in the natural gas industry are likely responsible for more than half of the industry's methane leaks. Finding these super-emitters, which account for less than 1 percent of all leaking devices, is a challenge for industry, Brandt said. "There's about a half a million wells and a couple million miles of pipeline, so it's a very big and very complex system," he said. "But if they know where the leak is they want to fix it, because it's costing them money." Greenhouse Gases: The Biggest Emitters (Infographic)

Cleaning up leaks would finally make natural gas cleaner than diesel, the study finds. Currently, the leaks in the gas system mean that running trucks and buses on diesel is still cleaner than natural gas, the researchers said.

But even though the natural gas system is sloppier than the EPA estimates, it's still cleaner than coal, the study concludes. Switching to coal-fired power plants over natural gas would produce more climate warming, even if the natural gas system was responsible for all of the U.S. methane leaks reported in the study, the researchers said.

In response to concerns about natural gas extraction leakage, the EPA is considering tightening federal regulations on oil and gas drilling to reduce methane emissions.

An agency spokesperson said the study results have not been reviewed yet. "EPA is aware of methane studies that result in estimates of national methane emissions that differ from EPA's estimates, and is interested in feedback on how information from such studies can be used to improve U.S. GHG [greenhouse gas] Inventory estimates," the agency said in a statement.

He received his PhD from UBC (forest soils) and MSc and BSc (soil science) from China. His research interests are: forest soil processes (N and C cycling), forest fertilization and nutrition, application of 15N/13C tracers in forest soils research, land reclamation, carbon sequestration, greenhouse gas emissions, and agroforestry. He has published widely in these areas. He is the curator for the Soil Science Monolith Collections, which is part of the University of Alberta Museums. • University degree or technical diploma in a relevant discipline • Professional designation such as P.Eng., P.Geol., P.Ag., P.Chem or eligible for professional designation • Minimum 2+ years of field experience in contaminated site assessment and remediation and/or reclamation • Previous experience working for a consulting firm or related industry • Strong communication skills and excellent written and oral (English) skills • Well-developed interpersonal skills including problem solving, decision making and stress management • Valid Driver's License • Desire to provide excellent practical client service and a commitment to technical excellence
