EXECUTIVE SUMMARY

BnM Environmental was commissioned by Mr. Gabriel McCann of Proctor & Gamble (Manufacturing)

Ireland Ltd, in relation to carrying out an environmental noise assessment within the vicinity of the

Newbridge facility in compliance with the requirements of their IPPC Licence (P0297-02).

Triplicate daytime and duplicate night-time noise monitoring was conducted at four boundary locations

and three noise sensitive locations for 15 minute intervals, on the 5th and 6th December 2017. The

acoustic assessment and report are in accordance with International Standard Organisation (ISO)

1996 Acoustics –Part 1, 2, and 3 in addition to the Environmental Protection Agency 2012, “Guidance

note for Noise: Licence Applications, Surveys and Assessments in Relation to Scheduled Activities

(NG4) 2016”.

Condition 8.3 of IPPC Licence P0297-02 states that ‘’Activities on-site shall not give rise to noise levels

off-site, at noise sensitive locations, which exceed the following sound pressure limits (Leq,15

minutes) subject to Condition 3 of this licence:

8.3.1 Daytime: 55 dB(A)

8.3.2 Night-time: 45 dB(A).’’

Condition 3.4.1 ‘’Noise from the activity shall not give rise to sound pressure levels (Leq,15 minutes)

measured at the specified noise sensitive locations which exceed the limit value(s) by more than 2

dB(A).’’

DAY-TIME

Daytime noise measurements (LAeq15mins) at locations AN1A - AN3A ranged from 60 – 63 dB(A). The

predicted specific noise levels at the NSL’s closet to these locations ranged from 55 – 58 dB(A).

The specific noise levels at all noise sensitive locations were compliant with the Licence limits for day-

time noise subject to condition 3.4.1 with the exception of AN2A (58 dB(A)). The dominant source of

noise was attributed to heavy road traffic on the Adjacent M7 motorway and contributed largely to

noise levels. The wind on the day was from a north westerly direction.

There was no clear tonal or impulsive component due to site activity present at any of the noise

sensitive locations.

NIGHT-TIME

Night-time noise measurements (LAeq15mins) at locations AN1A - AN3A ranged from 56 – 59 dB(A). The

predicted specific noise levels at the NSL’s closet to these locations ranged from 42 – 50 dB(A).

The specific noise levels at all noise sensitive locations were compliant with the Licence limits for

night-time noise subject to condition 3.4.1 with the exception of AN2A (50 dB(A)). The dominant

source of noise was attributed to heavy road traffic on the Adjacent M7 motorway and contributed

largely to noise levels. Onsite noise included the continuous hum from dust extractors and the faint

hissing noise coming from dryer house.

In summary noise levels at the P&G facility are dominated by road traffic on the M7 motorway however

during periods of low background traffic noise, extractions fans on the south facing façade and the

dryer room were the primary subjective noise sources.

1.0 INTRODUCTION

The Newbridge based Proctor & Gamble (Manufacturing) Ireland Ltd, facility is licensed by the

Environmental Protection Agency (EPA) under Integrated Pollution Prevention and Control

(IPPC) number PO297-02. The site is located approximately 2.2km directly south of

Newbridge town centre, within the IDA Industrial estate (see Figure 1).

The facility is bounded by agricultural lands to the East, Industrial to the North, residential to

the West. The Southern perimeter of the facility partially bounds the M7 motorway.

In compliance with IPPC Licence P0297-02, P&G are required to conduct annual noise

monitoring at the site for submission to the agency as part of their Annual Environmental

Review (AER).

BnM Environmental was commissioned to conduct the annual noise survey. An Acoustic

Consultant from BnM Environmental subsequently visited the site on the 5th & 6th December

2017. The survey consisted of measurements representative of noise levels at four boundary

locations and at 3 on-site locations to best represent sound emissions to the nearest noise

sensitive locations by day and by night.

This report details the sampling and analytical methodologies employed and also includes a

broad interpretation of the results obtained.

2.0 NOISE CRITERIA

In compliance with the requirements of Condition 9 (Noise) of IPPC Licence P0297-02,

Proctor & Gamble (Manufacturing) Ireland Ltd is obliged to;

Condition 8.1 - The licensee shall carry out a noise survey of the site operations annually

Condition 8.3 - Activities on-site shall not give rise to noise levels off-site, at noise sensitive

locations, which exceed the following sound pressure limits (Leq, 15 minutes) subject to

Condition 3 of this licence:

8.3.1 Daytime: Until 2nd May 2000: 60 dB(A)

Thereafter: 55 dB(A)

8.3.2 Night-time: Until 2nd May 2000: 50 dB(A)

Thereafter: 45 dB(A)

Condition 8.4 - There shall be no clearly audible tonal component or impulsive component in

the noise emission from the activity at any noise sensitive location.

3.4 Noise

3.4.1 Noise from the activity shall not give rise to sound pressure levels (Leq,15 minutes)

measured at the specified noise sensitive locations which exceed the limit value(s) by more

than 2 dB(A).

The survey should be undertaken in accordance with the methodology specified in the

‘‘Environmental Noise Survey guidance Document’’ as published by the Agency’’.

3.0 METHODOLOGY

3.1 Measurement Parameters

3.1.1 LAeq Values

LAeq (t) values represent the continuous equivalent sound level over a specified time (t) in the

A weighted scale. This value expresses the average levels over time and is a linear integral.

3.1.2 LAMax Values

The maximum RMS, A-Weighted sound pressure level occurring within a specified time

period.

3.1.3 LA90 and LA10 Values

The LA90 and LA10 values represent the A-weighted sound levels exceeded for a percentage

of the instrument measuring time. LA10 indicates that for 10% of the monitoring period, the

sound levels were greater than the quoted value. LA10 is a good statistical parameter for

expressing event noise such as passing traffic. The LA90 represents post event sound levels

and is a good indicator of background noise levels.

3.2 Tonal and Impulsive Characteristics

For the purpose of this report, tonal noise is characterised in accordance with Section 5.1 of

the EPA’s NG4 document, which indicates that a noise source is tonal if a 1/3 octave band

exceeds adjacent bands by;

· 15dB in low/frequency 1/3 octave bands (25Hz to 125Hz);

· 8dB in middle/frequency bands (160Hz to 400Hz), and;

· 5dB in high/frequency bands (500Hz to 10,000Hz).

An impulsive noise is of short duration (typically less than one second), it is brief and abrupt,

its’ startling effect causes greater annoyance than would be expected from a simple

measurement of sound pressure level. For example an instantaneous bang/thud that maybe

associated with pile driving, hammering etc.

3.3 Standards and Guidance

The acoustic assessment and subsequent report are in accordance with International

Standard Organisation (ISO) 1996 Acoustics – Description and Measurement of

Environmental Noise Part 1, 2, and 3, in addition to the Environmental Protection Agency

Environmental Noise Survey Guidance Document Revision 4 (NG4) 2016.

3.4 Site information

2.4.1 All measurements were taken at 1.2 -1.5 m height above local ground level and at least 3.5m

away from reflective surfaces other than the ground.

3.4.2 The weather was dry and calm, with a wind-speed of <5ms/sec at the time of the assessment.

3.4.3 Table 2.1 describes the locations of the monitoring positions for the noise survey.

3.4.4 Triplicate noise measurements were obtained at each sampling location during daytime hours

and duplicate measurements during night-time hours, for a minimum time period of 15

minutes, in accordance with the EPA Noise Guidance 4 document

3.4.5 Sampling Locations are presented in Table 3.1 overleaf (Please refer to map included in

Appendix I).

3.5 Measurement Period

Daytime noise measurements were conducted at each boundary and noise sensitive location

over a one day period. Each location was monitored in triplicate (15mins each).

The night-time noise measurements were conducted between the hours of 11pm and 3.30am.

Each location was monitored in duplicate (15mins each). In addition to this, night time

measurements were taken when the plant was in shutdown.

Measurements were conducted on a rotational basis around the site in order to achieve

representative results.

Noise monitoring was conducted in accordance with International Standard Organisation (ISO)

1996 Acoustics – Description and Measurement of Environmental Noise Part 1, 2, and 3 in

addition to the Environmental Protection Agency Environmental Noise Survey Guidance

Document (NG4) at each of the four boundary locations (BN1-BN4) and three Noise Sensitive

Locations (AN1A-AN3A).

Section 7.8 of the EPA’s NG4 document describes methods for estimating the specific noise level

(LART). For the purposes of this report this report the following approach was adopted to determine

the site specific noise;

Boundary Location

The CRTN method for assessing road traffic describes the L10 value as being most representative

value for road traffic noise, which has since become the ‘de facto’ measurement index for

describing road traffic noise. Considering that the road traffic was the dominant source (LA10

values) it is therefore reasonable to assume that the residual noise was due to operations within

the P&G facility (LA90 values) and may therefore be referred to as the specific noise.

Noise Sensitive Locations

The NG4 document states that ‘‘…for facilities that operate continuously for 24 hours, it may be

appropriate to measure at a time when all (or most) other noises have subsided. This will often

mean measuring late at night when general traffic noise has reduced. Where noise output from

the facility can be temporarily eliminated or subdued, it may be possible to estimate the facility’s

specific noise level by measuring the noise level with and without the facility running’’.

This method was adopted to determine the specific noise at these locations. All noise sources

were shut down at the facility for 1 hour to determine the residual noise at these locations.

Monitoring station BN1 is at the Eastern corner of the facility, just behind the car-park. This

location has a clear view of the facility and associated auxiliary equipment along the Eastern

gable of the main building (see Plate 1)

Monitoring location BN2 is located along a raised grass embankment at the Southern corner of

the P&G facility. This monitoring station has a partial view of the P&G facility (seen Plate 2).

the daytime and 6 dB(A) during the night-time hours. On site field notes showed that passing

traffic on the M7 motorway was the dominant noise source during the day/night time monitoring.

The only source of on-site noise was due to the air extraction fans, which were occasionally faintly

audible during the daytime events in the absence of M7 traffic. During night-time events the air

extractor fans were faintly audible according to field notes.

all daytime measurements and 56/60 dB(A) during the night-time hours. On site field notes

showed that passing traffic on the M7 motorway was the dominant noise source during the

day/night time monitoring events.

The only source of on-site noise was a continuous low level hum from the dust extractor and

compressor which was occasionally audible during the day. The audibility of the dust extractor

and compressor was more prominent during night-time and low levels of passing traffic on the M7

motorway.

Monitoring location BN4 is located within the North-West car-park, in front of fire assembly point A

(see Plate 4 below).

As can be seen from Tables 5.2 and 5.3, the resultant SPL’s for day-time noise was 60 dB(A) on

all daytime measurements. The night-time SPL’s was 51 dB(A) respectively. On site field notes

showed that occasional passing traffic on the IDA entrance Rd. (20m) and passing traffic on the

Green Road were the dominant sources of noise during the day-time monitoring event and

included the slowing and subsequent revving of vehicles passing over the speed ramp. During the

night-time monitoring event the dominant source of noise was due to road traffic on the M7 (low

level) and occasionally Green Rd. Audible site activity included dust extractor/compressor faint

audibility during daytime events and dryer room during the night-time event.

AN1A (27 Meters from residential dwelling along North-West boundary)

Monitoring station AN1A is located along the North-West boundary, beside the air cooled

condenser units. This location was chosen to best represent sound emissions to an occupied

residential dwelling; situated 27 meters North-West of this monitoring station (see Plate 5).

dB(A) night-time. On site field notes showed that passing traffic on the M7 motorway was the

perimeter the facility (see Plate 6).

situated approximately 20 meters South-West of this monitoring station, within the Grange Heights

housing estate.

As can be seen from Tables 5.4 and 5.5, the resultant SPL’s for day-time noise ranged from 61 -

62 dB(A). The night-time SPL’s recordings were 56/57 dB(A). On site field notes showed that

passing traffic on the M7 motorway and traffic on the adjacent Green Rd. were the dominant

noise source during the day/night time monitoring events. Sources of on-site noise included the

faint hissing noise from the dryer room and the continuous low level hum from the dust extractor

which was audible during night time events during periods of low passing traffic on the M7.

5.2.2 PREDICTED SPL AT THE NEAREST NSL’S

Condition 8.3 of IPC Licence P0297-02 states that ‘’Activities on-site shall not give rise to noise

levels off-site, at noise sensitive locations, which exceed the following sound pressure limits

(Leq,15 minutes) subject to Condition 3 of this licence:

8.3.1 Daytime: 55 dB(A)

8.3.2 Night-time: 45 dB(A).’’

Condition 3.4.1 ‘’Noise from the activity shall not give rise to sound pressure levels (Leq,15

minutes) measured at the specified noise sensitive locations which exceed the limit value(s) by

more than 2 dB(A).’’

It order to establish compliance with these conditions, the following approach has been employed;

Step 1 – Establish ambient SPL on site at 3 on-site locations (AN1A-AN3A) during typical daytime

and night-time hours.

Step 2 – Establish the residual SPL on site at 3 onsite locations (AN1A-AN3A) during typical daytime

and night-time hours when the all noise sources within the P&G facility are shut down.

Step 3 – Establish the specific SPL on site at 3 onsite locations (AN1A-AN3A) during typical daytime

and night-time hours by subtracting the residual noise from the ambient noise at each

location. Specific Noise = Ambient Noise – Residual Noise

Step 4 – Use the known specific noise at the 3 on-site locations to extrapolate the SPL at the

nearest noise sensitive locations. The following methodology is employed;

In order to represent the worst case scenario the highest specific noise established for each

location (AN1A - AN3A) during the day/night is taken to be the noise emission exclusively due to

activity within the P&G facility during these times. It is also worth noting that the topography of the

landscape is undulating, with a 7 foot soil berm between the source and receiver. All measurements

were conducted on-top of this soil berm to represent the worst possible scenario (I.e. a direct line of

sight from source to receiver). There is also some soft grassland and some mature deciduous trees

along the site boundary, which are not taken into consideration for the purposes of this calculation.

To predict the noise level at the nearest NSL’s due to activity within P&G, the reference sound

pressure level at known distance (R1) was determined. This reference pressure level at R1 is

then used to determine the SPL at a given distance R2 to represent the SPL at the nearest NSL’s.

Predictions shall be carried out by employing the inverse square law, which is a “rule-of-thumb”

used to calculate the expected reduction in noise levels as one moves away from the source.

Generally, as one doubles the distance from the source, a reduction of 6 dB is expected. Within a

confined space however, this rule does not apply due to reflection, where a diffuse field is set up

at a level higher than that expected from this law.

The Inverse Square law is defined as.

Although SPL’s are above stated limits and conditions the cause of exceedance was subjectively

identified as traffic from the M7 motorway and not due to site activities.

Conclusion = Compliant

5.3 Tonal Noise Assessment

For the purpose of this report, tonal noise is characterised in accordance with Section 5.1 of the

EPA’s NG4 document, which indicates that a noise source is tonal if a 1/3 octave band exceeds

adjacent bands by;

· 15dB in low/frequency 1/3 octave bands (25Hz to 125Hz);

· 8dB in middle/frequency bands (160Hz to 400Hz), and;

· 5dB in high/frequency bands (500Hz to 10,000Hz).

A desktop analysis of the spectral content for each monitoring location was conducted. It was

found that there was no tonal noise present during the daytime or night-time monitoring location.

The frequency graphs for each noise sensitive location are presented in Appendix III of this

report. Frequency graphs for the four boundary monitoring locations are available upon request.

5.4 Assessment of on-site Noise Sources

In order to determine the sound power level (Lw) of the principal environmental noise, associated
