1. Users

Access to the platform will be

• to all internal workers (NTPS) including contractors and volunteers; and

• Limited access to external entities

• All users (internal and external) will require User ID and password. Probably ePass (which is synchronised to Windows ID/PW for all internal workers so seamless log-in).

Paper pprototype currently being developed to describe the user experience.

2. Content

■ Content will be delivered via one or more of the 4 learning scenarios

■ Content will be sourced either…► Internally – i.e. agency created and maintained content; or

► Externally – from recognised providers. E.g…

▪ Local providers

▪ Existing online solutions including (YouTube)

▪ Microsoft online training via NTG’s enterprise agreement with Microsoft

▪ Lynda.com etc.

■ A 5-star rating system will be used to provide feedback about usefulness and usability of courses.

3. Technology

4 key considerations

■ E-Learning portal► The concept of a central place to come for all training needs. This would

be a URL, something like “www.elearning.nt.gov.au”

■ Content creation tools► What tools will be used to create the on-line content?

► Need to set standards for say the 2-3 most popular tools

► Content must be produced in Sharable Content Object Reference Model (SCORM)

■ Execution platforms► Where can I run the content? What platform will it be delivered on?

► Must include tablet devices now including Apple iPad (iOS) and Android (Google). Windows and Apple must be supported

■ Support contracts for all the above

Link between GDP and children’s academic test scores

■ Eric Hanushek established the link

■ McKinsey & Co. “estimated that if the US had closed the education achievement gap with better performing nations, GDP would have been 8% to 14% greater i.e. $1.2 trillion to $2.2 trillion higher”

■ Quality of a student’s teacher is biggest factor (40 years of research)

■ ∴ E-learning can have a significant impact on productivity

■ Uses include► CEO newsletter – video version

► Induction, code of conduct, appropriate workplace behavior training and awareness etc.

► Information awareness on any topic

► Payroll school, Procurement policy, Records management training

► Up-skill program for businesses (DBE)

► Referrals to training from ICT service desk etc.

■ Basically any type of training and awareness and proof (auditing) that this has been delivered to workers
