THE DETAILS:
•Percentage of program participants who are in unsubsidized employment during the second quarter after exit from the program;
•Percentage of program participants who are in unsubsidized employment during the fourth quarter after exit from the program;
•Median earnings of program participants who are in unsubsidized employment during the second quarter after exit from the program;
•Percentage of program participants who obtain a recognized postsecondary credential, or a secondary school diploma or its recognized equivalent (subject to clause (iii)), during participation in or within 1 year after exit from the program)
•Percentage of program participants who, during a program year, are in an education or training program that leads to a recognized postsecondary credential or employment, and who are achieving measurable skill gains toward such a credential or employment
•Indicators of effectiveness in serving employers
PRE-EMPLOYMENT TRANSITION SERVICES
Section 422:The DSU, in collaboration with Local Education Areas shall:
provide or arrange pre-employment transition services (PETS) for all students with disabilities (16-21)
who are eligible or potentially eligible for services
Required Pre-Employment Transition Services
• Job exploration counseling• Work-based learning experiences• Counseling…comprehensive transition
services or post-secondary education programs in institutes of higher education
• Workplace readiness training to develop social skills and independent living
• Instruction in self-advocacy
“The State shall reserve
not less than 15%*
of their funds for the
provision of PETS.”

IMPACT ON SRCS
The Section for SRCs is found in:WIOA, Title IV – Amendments to the Rehabilitation Act of 1973, Subtitle B – Vocational Rehabilitation Services, Section 415.
There are no substantive changes within the SRC Section.
The major change for SRCs will be in the oversight of the new requirements for both Public VR service systems in Michigan.
The MCRS Executive Team will need to review these new requirements and determine how the oversight will be managed by the current Work Team Structure.
