TO IN THE VICEROY IN OCTOBER ,1906.THE REPORT WAS FOWARDED TO LORD MORLEY ,THE

SECRETARY OF STATE OF INDIA .THE BILL WAS MADE OF THE REPORT BY LORD MINTO

AND LORD MORLEY.IN 1909 THE BRISTISH PARLIAMENT PASSED IT TO BECOME A ACT.THIS ACT ,THE INDIAN

COUNCIL ACT 1909 RESULT OF LORD MINTO AND LORD MORLEY WAS POPULARLY KNOWN AS

MINTO-MORLEY REFORM,

PROVISIONS- Size of the legislative councils

The size of the legislative council was increased. The majority of the nominate official members was maintained in the central

legislative council ,but in the provincial legislative councils,the majority of the non-official members was created.

Functions of the legislative councils.The functions of the central as well as provincial legisaltiveCouncils were increased under the Indian council act,1892.

system of electionThe act of 1909 provided for the system of election for the

appointment of non official members of the legislative councils.

OBJECTIVES-To increase the size of the legislative Councils.
