TheReserveBankofIndia(RBI)issueddraftguidelinesforimplementationofBharatBillPaymentSystem(BPPS),an'anytimeanywhere'billpaymentsystem:TheG.PadmanabhanCommitteewasformedbyRBItostudytheFeasibilityofImplementationofGIRO‐basedPaymentSystemsanticipatedthataround30800millionbillsamountingtomorethan600000crorerupeesarepaideachyearin20Indiancities.Note:i.BharatBillPaymentSystemisintendedfortheimplementationofaunifiedbillpaymentsystemacrossthecountry.Thisintegratedbillpaymentsystemwillcompriseoftwoentities:i.EntityoperatingatBharatBillPaymentSystem(BBPS)willbesettingupthestandardsrelatedtopayments,clearanceandsettlementprocessii.SecondentitywouldbeBharatBillPaymentOperatingUnits(BBPOUs).ItwillbecarryingouttheoperationsinadherencetothestandardsfixedbyBBPS.iii.Authorisedentitiessuchasagents,banks,serviceproviders,paymentgatewayswouldbetheparticipantsattheBharatBillPaymentSystem.

2. ReserveBankofIndia(RBI)recentlyissueddraftguidelinesfortwonewcategoriesofbanks—smallandpaymentsandstatesthatthesecanimprovefinancialinclusion.Note:i.TheideaofpaymentsbankswasfirstproposedbytheNachiketMorcommitteeonfinancialinclusion.ii.Theminimumpaid‐upcapitalrequirementofbothpaymentsbanksandsmallbanksisRs.100crore.Thepaymentsbankwillhavetoinvestingovernmentsecuritieswithamaturityofuptooneyear.ImportantPoints:i.Smallbankswillofferbothdepositsaswellasloanproducts.

RBItightenedtheNormsforassetreconstructioncompanies(ARC)toimprovedisciplineandbringabouttransparencyinthesaleandpurchaseofbadloans.Note:Now,assetreconstructioncompanies(ARCs)willhavetopayupfront15percentofthebidvalueofnon‐performingloans,againstfivepercentearlier.ii.RBIsaidARCswouldgetuptosixmonthstoplanrecoveriesfromthenon‐performingassetsacquired.Currently,ARCsgetaboutayearforthis.

8. RBIhasallowedNon‐BankingFinancialCompanies(NBFCs)toaccepte‐KYCserviceasavalidprocesstoverifyidentityandaddressproofofcustomerstoreduceriskoffraudandforgery.

9.
