Correctional Residential-- 215 bed facility for male and female offenders. The Restitution Center
provides a full range of substance abuse and mental illness treatments, anger management, and social
skills training. Residents are required to abide by curfews.

Recovery Home- Clean and sober living houses the best well known being Oxford Houses. Oxford
Houses are the primary recipients of Washington County Community Corrections offenders transitioning
into the community. WCCC received a federal grant to establish substance-free transitional housing.

Moratorium: All outpatient treatment facilities in the downtown urban renewal area.
The temporary moratorium area currently contains a significant cluster of outpatient treatment clinics.
This area currently contains 13 out 15 treatment centers in Hillsboro for those requiring mental health
and addiction treatment.
The continued clustering of outpatient treatment facilities conflicts with the stated goals of the Station
Community Downtown District: "The purpose of the SCC-DT zone is to implement the Downtown Core
Vision Statement from the Downtown Framework Plan to create a downtown core that is a vibrant and
active place with shopping and dining, entertainment venues, arts and cultural experiences, civic
activities and spaces and public gathering places supported by existing and new residents, employees,
and students living and working in and around the historic core."
The moratorium supports the Downtown Framework Plan by recognizing that the residents of the
downtown core and surrounding communities already have significant access to a variety of drug and
mental health treatment facilities. The continued clustering of more facilities of this type may prove
deleterious to revitalization of the downtown historic district.
It serves the needs of those requiring outpatient care for addiction and mental health services to have
treatment options dispersed throughout the city of Hillsboro. Requiring clients to travel to downtown to
receive treatment necessitates significant time off work and makes employment difficult to find thus
creating undue hardships. All sectors of our community deserve fair and equal access to services.
The Hillsboro Neighborhoods Coalition requests that a temporary moratorium be enacted that restricts
the opening of any new outpatient treatment facilities within the temporary moratorium area, enabling
the city to investigate ways of ensuring that outpatient treatment facilities are more equitably dispersed
throughout the city of Hillsboro.

Temporary Moratorium Area
The Temporary Moratorium Area (TMA) is based on the Downtown Urban Renewal Area (URA) with
two small additions originally considered for inclusion in the URA. They have been included in the TMA
to create a small buffer zone thereby avoiding establishment of outpatient services and unlicensed
residential facilities just outside the already saturated area.

Proof of status licensing: Request that the City of Hillsboro devise a system to ensure all
residential facilities operating within the City are appropriately identified and licensed as per state law.
Organizations may gain planning approval as group living structures under the City's zoning definitions while in
actuality practicing as residential facilities. The lines between the different uses are often unclear, especially
when industry jargon is conflated with, and equated to, legal definitions. However, Oregon law clearly requires
the licensing of all residential facilities.
The City of Hillsboro is under no obligation to allow unlicensed facilities to operate within its limits. A policy
requiring the operators of all group living structures and residential facilities to show proof of licensure or a
written explanation as to why a license is not required under Oregon state law should be enacted. ORS
197.667(4) supports this type of verification:
ORS 197.667 (4) A city or county may require an applicant proposing to site a residential facility within
its jurisdiction to supply the city or county with a copy of the entire application and supporting
documentation for state licensing of the facility, except for information which is exempt from public
disclosure under ORS 192.410 to 192.505. However, cities and counties shall not require independent
proof of the same conditions that have been required by the Department of Human Services under ORS
418.205 to 418.327 for licensing of a residential facility.
The Hillsboro Neighborhoods Coalition supports and recognizes the value of appropriately licensed community
based service options. Licensing ensures quality care for the service consumers, thus giving them the best
chance at success. Their success is in the best interest of the clients, community, and city.
City of Hillsboro zoning code definitions:
Group living structure. A structure that contains sleeping areas and at least one set of cooking and sanitary
facilities that is used as a residence by six to fifteen unrelated persons, where the tenancy is arranged on a
month-to-month basis or longer, and the home is occupied by the owner or the owner's agent and that person
supervises the use of the home. "Group living structure" does not include a residential home, residential facility,
senior or convalescent care facility, or specialty housing facility. "Group living structure" also does not include
residential uses accessory to a college, medical center or religious institution (such as dormitories, fraternities,
or monasteries), which are included as part of an approved concept development, planned unit development or
conditional use plan. The number of residents in a group living structure is limited to the density of the
underlying zone, at an equivalency ratio of four persons equaling one dwelling unit. (Added by Ord. No. 5667/9-

Residential facility. "Residential facility" as defined by state law (currently ORS 197.660), including a residential
care, residential training or residential treatment facility, as those terms are defined in ORS 443.400, licensed or
registered under ORS 443.400 to 443.460 or licensed under ORS 418.205 to 418.327 by the Department of
Human Services that provides residential care alone or in conjunction with treatment or training or a
combination thereof for six to fifteen individuals who need not be related. Staff persons required to meet
licensing requirements are not be counted in the number of facility residents, and need not be related to each
