The new proposed residential neighbourhood comprised of townhouses and mid-rise apartment buildings on the former Humber River Regional Hospital-Keele site is far too dense for the area, charged nearby residents.
The consensus among the dozens of community members who packed the council cham-
ber of the York Civic Centre Feb. 10 for a public consulta-tion meeting, hosted by York South-Weston Councillor Frank Di Giorgio, was that the pro-posal at 2175 Keele St. includes too many residential units. The Daniels Corporation, with its partners Diamond Corp and Kilmer Brownfield Management Ltd., is proposing 731 units in a variety of residential structures, including: six-storey buildings,

Graffiti artist Moises Frank, professionally known as Luv Sum One, could paint with an aerosol can before he picked up a brush.
The Hamilton native said he first noticed a graffiti paint-ing on a wall across from his elementary school at recess. He was 10 at the time. What began as doodling in his text books has turned into a rewarding career.

quickly, and doesn’t require mixing – just some of the rea-sons Frank loves the medium. He is inspired by colour and people.
“I think people give off a cer-tain energy,” Frank said.
It’s people who will make his stint as artist-in-residence at 12 Division police station a success. As of yesterday, he’ll be at the Trethewey and Black Creek drives station for four Wednesday from 1 to 6 p.m.

Frank is part of the VIBE Arts Emerging Artist Residency Program. Launched in the spring of 2012, it places developing artists in pop-up studios in unexpected locations across the city. The program’s aim is to provide opportunities for artists to interact and learn from different Toronto audiences.
Established in 1995, VIBE Arts is a charitable organization committed to providing children and youth in “under-resourced” communities with quality community and school-based arts and education.
VIBE connected with 12 Division when it brought programming to the young people living in the apartment buildings on Trethewey Drive, near the station, according to program director Erin Glover.
Frank, who is teaching graffiti/aerosol art at Central Technical School in Toronto, Sir John A. Mcdonald Secondary School in
Hamilton, and facilitating the Humber Arts Association, an art club he established in college, is the perfect fit for the artist-in-residence program, Glover said.
“He’s great at engaging the public,” she said.
Frank will be based in 12 Division’s community room, just inside the main entrance.
“We’re hoping he’ll be able to connect with youth from the Youth in Policing program at the station,” Glover said. “He’s interested in that.”
Frank’s goal is to complete one piece of art work each day he’s at the division, inspired by the theme of social justice and the conversations he’ll have with the people who stop by, she said.
Frank got involved with VIBE when he volunteered on one of its summer murals before being hired by the organization. He is on its emerging artists roster.
Those who are selected for resi-dency placements are connected to VIBE Arts through its mentorship program. The majority are con-
nected in some way to these “under-resourced” neighbourhoods.
Through these residencies, the artists have fostered lasting relation-ships, which has inspired their art.
The program is not a regular occurrence at 12 Division, accord-ing to the Community Police Liaison Committee’s Barbara Spyropoulos.
“We had an artist from this group work at the station a few years ago. However, he only attended for a couple of hours one day,” she said.
VIBE Arts residencies have taken place at such institutions as the ROM, AGO, and Bata Shoe Museum, the Toronto Waterfront Ferries, and Goodwill Industries.

The prime minister of Canada paid a visit to the Dovercourt Boys and Girls Club last Friday morning, much to the surprise of its staff and members.
Justin Trudeau’s visit to the Dupont and Dufferin streets-area clubhouse was shrouded in secrecy until just hours before his arrival. The country’s chief executive took a few minutes to chat with members and senior students from nearby St. Mary’s Catholic School before beating them at a game of foosball.
While it was all in good fun, Trudeau chose the local boys and girls club to make a fund-ing announcement on what marked his government’s 100th day in office.
“I ’m v e r y h a p py t o announce today yet another example of the kind of real change we’re bringing to Canadians,” Trudeau told his audience that had gath-ered in the club’s gymna-sium, Feb. 12. “I’m pleased to be here this morning at the Dovercourt Boys and Girls Club to announce that our government is creating
over 34,000 summer jobs for students this year. Through the Canada Summer Jobs Program, we’re investing up to $113 million more to help more youth get invaluable work experience.”
This is in addition to the 34,000 summer jobs created last year. This means that employers will be able to
hire nearly 70,000 students, Trudeau added.
Canada Summer Jobs provides funding to not-for-profit organizations, public-sector employers, and small businesses with 50 or fewer employees in an effort to help create summer job opportunities for students. The Liberal government,
Trudeau said, will continue to provide this funding for the next three years.
“That’s what we have to understand about empower-ing young people – yes, we’re building a stronger future for them, but we’re also building a stronger present for every-one they work for, with their experience and hard work,”
he said. “That’s why investing in young people is important and why our government is more focused than any other government in Canada has been on building opportuni-ties for youth.”
The funding will be dis-tributed to the country’s 338 constituencies on the basis of the most recent labour force survey and the census. Those with a higher level of unemployed students will receive a greater allocation of funds than those with lower student unemployment rates. Not-for-profit organizations could be eligible for up to 100 per cent of the minimum wage and up to 100 per cent of mandatory employment-related costs. Public and private sector employers are eligible for up to 50 per cent of the minimum wage.
“We know summer jobs are critical for helping young people get the experience they need to start their careers, to pay for their studies and build self-reliance,” Trudeau said. “By investing in young Canadians, we’re investing in all of Canada.”

“Take it from me, this is a special place. It’s a place that gives families, kids and youth a space where they can come together to build relation-ships, gain confidence, and embark on new experiences,” she said. “These experiences give them the skills they need to reach their full potential in life.”
Dzerowicz shared her favourite Trudeau quote: ‘If we do not give everyone the chance to succeed, we do not live up to the potential of Canada.’
“This fits perfectly with the vision and raison d’etre of the boys and girls club in Davenport and that is to create a space to ensure that all children are healthy, suc-cessful and active participants in society so that they can discover and achieve their dreams and their potential,” the local MP said.
Dianne Jocson, a Grade 12 student at St. Mary’s, said she had no idea she would be meeting the prime minster, an experience she called, “pretty cool.”

Wondering when the snow plow went through a street or sidewalk you intend to use? Well, the City of Toronto has taken the guesswork out of it with a new web page.
The web page enables residents to see the location of plows, sidewalk plows and salt trucks and when indi-vidual streets were serviced by the city’s winter operations crews.
The new web page uses a Global Positioning System (GPS) installed on plows and salt trucks to determine when a road was serviced by using a colour coded system. If a road was serviced within the last four hours, the road will be shown with a green line. If a road was serviced within the last four to 12 hours, the road will be shown with a blue line
and if serviced between 12 to 24 hours earlier, the road will be coloured red. The web page is available at http://www.toronto.ca/plowTO
At this time, information on exactly when plows or salt trucks will service spe-cific streets is not available. Varying amounts of snow received during any snow episode and potential route changes make it difficult to predict exactly when vehicles will attend to certain roads, the city said.
Some winter operations equipment including bus stop plows, hand crews and supervisory and support vehicles is not displayed on the web page.

Prime Minister Justin Trudeau celebrated his milestone of 100 days in office by marking what he hopes will be a new milestone for Canadian
youth. Trudeau wants to get close to 70,000 youth working this summer, and the federal Liberals are committing massive amounts of money over the next three years to make that a reality.
On Friday, he made a surprise visit to Toronto’s Dovercourt Boys and Girls Club where he announced the government would be injecting $113 million each year for the next three years to get young people in the workforce.
The Canada Summer Jobs program provides fund-ing to not-for-profit organizations, public-sector employers, and small businesses with 50 or fewer employees in an effort to help create summer job
opportunities for students.The Trudeau government is
on the right track to setting up students for success.
When people are offered help, there tends to be a ripple effect. Support gives rise to more sup-port, and a spirit of giving and receiving is created.
At the centre of this decision is not political popu-larity, but an understanding that empowering youth today will make them the engaged adults of tomorrow. They will learn life skills by doing them.
They will learn co-operation and interpersonal skills by dealing with employers, customers and co-workers. They may develop meaningful friendships, build sav-ings and start dreaming of a future of possibilities, that may have been clouded with fears and uncertainties.
A job today equals an education tomorrow. A job today allows one to support her family in tough eco-nomic times. A job today helps a young person have hope for the future.
The federal funding will be distributed to Canada’s 338 ridings. Areas that have higher levels of unem-ployed youth will get more funds.
The program funds job opportunities for young people aged 15 to 30 years who are full-time students intending to return to their studies in the next school year. Employers and students interested in the pro-gram, should visit servicecanada.gc.ca/csj for more information. The application period for Canada Summer Jobs 2016 has been extended until March 11, so there is still time to get involved.
Summer jobs can inspire positive futures for youth
Sadness is at the heart of the Uber-taxi battleThere have been few issues at Toronto City Hall so consistently suffused with sadness as the Uber-X ride sharing fight with taxi driv-ers has been this past 18 months or so.
From the outside, it’s been easy to confuse that sadness with rage. At the early February meeting of Toronto council, taxi driv-ers’ rage was certainly on display: several had to be removed from the council chamber as they watched councillors step away from seeking an immediate court injunction to stop Uber-X from operating in the city.
Last week, Paul Sekston, one of those taxi drivers, took that anger to the air-waves and announced the new United Taxi Workers’ Association would be stag-ing a protest to disrupt the NBA All-Star Game and run-up to it. It would have been a bad scene had it happened, but it didn’t. The same day, Feb. 11, he and other members of the taxi industry had a sit-down
with three city council-lors – Janet Davis, Glenn De Baeremaeker and Kristyn Wong-Tam – after which, they decided to call it off. What clinched it? They simply needed to hear city councillors say aloud the thing that is undeniably true. Uber-X, as it’s cur-rently operating in the city, is illegal. And there it was: the heart of the sadness beating beneath the crum-bling front of rage.
Taxi drivers, or at least Sekston, need if not a hug, then at least some clear allies in what they perceive, correctly, as the fight for their vocational lives.
Mayor John Tory has tried to provide some assurance after he mused about the inevitability of disruptive technologies in a way that seemed to be giving Uber-X a moral if not entirely legal break.
And from the perspective of taxi drivers seeing their livelihoods dry up, Uber-X has gotten an easy ride from almost everyone else on the legal front. Yes, it’s complicated. When cab drivers came to the Toronto Police Services Board demanding more drivers be charged, Chief Mark Saunders explained doing so en masse is legally and operationally challeng-ing. And when cab drivers demanded Toronto enforce its own bylaw – passed just last fall – setting up requirements for Uber-X’s continued operation that the ride-sharing app and the drivers who use it couldn’t and wouldn’t meet, council demurred. Again, it was for strategic reasons: if an injunction can’t be heard for three months, and the city’s new regulations governing ride-sharing apps will be before council in two, the entire matter may become moot. Meanwhile, Uber Canada continues its charm offen-
sive, delivering kittens to stressed-out office workers and experimenting with shuttle services to under-served communities near the downtown – and, of course, by undercutting taxi fares for customers who are becoming used to trading fare savings for the invisible risks of riding an unregulated service.
And to add to the sting: the Toronto licenced taxi model isn’t a sterling alternative. While taxis are regulated, the vehicles more rigorously inspected and drivers more compre-hensively insured, Toronto’s system of commodified plates and absentee owners still makes for an ugly feudalism under which drivers work now. It’s been awful to watch, no doubt awful to live, and it’s hard to see anything near a happy ending to it all.

Of the site’s total 14 acres, four and a half would be dedi-cated to open, natural areas, yet one resident likened the proposal to “cramming 731 units into a shoebox.”
“Traffic is a big concern,” said Roshan Ahmad, a Greenbrook Drive resident. “I have young children.”
One of Ahmad’s neighbours pointed out he is fortunate to be able to live in a single, detached house on a third of an acre.
“Traffic is an issue. You’re going to be packing in a lot of density with only one access point,” he said. “You’re going to impact my quality of life.”
The meeting began con-tentiously as some residents shouted their frustrations at
the developers. “We didn’t ask for this,” one
resident bellowed. Community members said
they feared the new develop-ment would decrease the value of their neighbourhood.
“You can’t buy a house for less than $700,000 on Greenbrook – will you be increasing or decreasing the value of the area? What will the unit prices be?” one person asked.

vice-president of develop-ment, said the proposal would be comprised of small blocks of residential homes, similar to the surrounding neighbour-hood. There would be a public road into the site.
“There will be a lot of land-scaped spaces and a new, one acre public park,” Agostino said. “It would go through a design process by Toronto’s Parks and Recreation depart-ment with public input.”
The newly created public green spaces would connect to the existing Woodborough Park.
A total of 724 parking spaces would be accommo-dated underground with more
opportunity for on-street park-ing on the public road. Daniels is proposing as part of its new neighbourhood urban agri-culture garden plots, which it has found popular at its other developments. They would provide a “multi-generational aspect and socializing around food,” Agostino said.
“We really see this as a multi-generational commu-nity,” he said. “We’re creating a diverse mix of housing.”
Daniels recognizes that construction does not come without its impacts. That’s why there will be a construc-tion management plan and a key contact person to liaise with residents, Agostino said.
“We anticipate actual con-struction to begin in the spring of 2017,” he said, adding that the project would be built in stages.
The proposal would create a new community within the 14-acre hospital site, Di Giorgio said.
