Japanese economy: its developments and challenges
Dr. Motoshige ITOH Professor Emeritus, The University of Tokyo Professor, Faculty of International Social Sciences, Gakushuin University
Dr. Motoshige Itoh was born in 1951 in Shizuoka Prefecture, Japan. He graduated from the Faculty of
Economics, The University of Tokyo in 1974, and received his Ph.D. in Economics from the Graduate School
of Economics, University of Rochester in the US in 1979. His main area of specialty is international
economics. After teaching as a professor at The University of Tokyo’s Graduate School of Economics, he
has served as professor at Gakushuin University’s Faculty of International Social Sciences since April 2016.
He has also served as Professor Emeritus at The University of Tokyo since June 2016. He has been heavily
involved in the implementation of government policies, and holds a number of important positions. He is a
member of the Tax Commission, chair of the Reconstruction Promotion Committee, a member of the Council
on Fiscal and Economic Policy, a member of the National Council on Social Security System Reform, and
Chair of the Council on Antimonopoly Policy, the Japan Fair Trade Commission.
Dr. Itoh has published a number of works over his career. Such works include Nyumon Keizaigaku
(Introduction to Economics) (Nippon Hyoron Sha Co., Ltd. 1st ed. 1988, 2nd edition 2001, 3rd edition 2009,
4th edition 2015), Zeminaru Kokusai Keizai Nyumon (Introductory Seminar to Global Economics) (Nikkei
Publishing Inc. 1st ed. 1989, 2nd ed. 1996, 3rd edition 2005), Business Economics (Nikkei Publishing Inc.
2004), and Zeminaru Gendai Keizai Nyumon (Introductory Seminar to Contemporary Economics) (Nikkei
Publishing Inc. 2011).

How is cryptocurrency changing the financial landscape? Dr. Mitsuru IWAMURA Professor, Graduate School of Business and Finance, Waseda University
Professor Iwamura has been a professor of finance at Waseda Business School since 1998. His areas of
expertise include corporate finance, legal affairs, business administration, global information, and
telecommunications.
Prior to joining the faculty at Waseda University, Professor Iwamura worked for the Bank of Japan (BOJ),
where he served in the Banking Department and the Policy Planning Department. He was also a director of
BOJ’s Institute for Monetary and Economic Studies. In 1996 he became an adviser to the BOJ, responsible
for planning and coordinating Japanese financial deregulation. He also worked as chief analyst of the Japan
Bond Research Institute, a leading rating agency in Japan, from 1992 to 1994. Professor Iwamura is famous
for having started the digital currency experiment at BOJ and for being an expert in cryptography, payment
systems, economic statistics, and economics of privacy.

The United States and Japan: Coping with Geopolitical Risk
Dr. Gerald L. CURTIS Burgess Professor Emeritus, Columbia University Gerald Curtis is Burgess Professor Emeritus at Columbia University and former Director of Columbia’s Weatherhead East
Asian Institute. He is widely regarded as one of the world’s leading authority on Japanese politics, foreign policy, political
economy and on US relations with Japan and Asia. He is the author of numerous books and articles written in both English
and Japanese and published in numerous languages. His commentaries appear frequently in the Financial Times, Wall
Street Journal, Asahi Shimbun, and other newspapers, journals, and visual media around the globe. Fluent in Japanese,
he is well known to Japanese for his commentaries published in the Japanese press and regular appearances on
Japanese television news programs. He is the recipient of numerous prizes and honors including the Order of the Rising
Sun, Gold and Silver Star by the Emperor of Japan, one of the highest honors bestowed by the Japanese government.
Professor Curtis has held appointments at the Royal Institute of International Affairs, Chatham House, London; the College
de France, Paris; the Lee Kwan Yew School of Public Policy, Singapore; and in Tokyo at Keio, Waseda and Tokyo
University, the Research Institute for Economy, Trade and Industry, the International Institute for Economic Studies, and
the Graduate Research Institute for Policy Studies. Professor Curtis has served as Director of the US-Japan Parliamentary
Exchange Program, Special Advisor to the President of Newsweek for Newsweek Japan, and as member of the Board of
Advisors to the Japan Foundation. He is a member of the Council on Foreign Relations, the Board of Directors of the
Japan Society, the Mansfield Foundation, the Japan Center for International Exchange, and serves as a Councillor to the
US-Japan Council. He serves as advisor and consultant to public and private organizations in both the United States and
Japan.

Japan’s Monetary & fiscal policy and Current Economic Trend
Mr. Toshiro MUTOH Chairman, Daiwa Institute of Research Chief Executive Officer, the Tokyo Organising Committee of the Olympic and Paralympic Games Toshiro Mutoh was appointed chairman of the Daiwa Institute of Research (DIR) in July 2008, and since then
he has been a constant source of wisdom, gleaned from his long career, for the institution. Immediately after
the devastating earthquake on March 11, 2011, Toshiro Mutoh and DIR proposed the establishment of the
Great East Japan Earthquake Reconstruction Fund. He assumed a Chief Executive Officer, the Tokyo
Organising Committee of the Olympic and Paralympic Games in January 2014.
He was a visiting professor at the Research Center for Advanced Science and Technology of the University
of Tokyo (2008-11) and also served as a chief director of The Kaisei Academy (Kaisei Senior and Junior High
School). He contributed to the education of young people in a variety of areas.
In March 2003, he took office as deputy governor and policy board member of the Bank of Japan. He played
a key role in the lifting of the zero interest rate policy. Toshiro Mutoh spent over thirty years working at the
Ministry of Finance. He was appointed administrative vice minister of Finance in June 2000. Over the long
term, he was engaged in the planning and execution of fiscal policy for the Cabinet. Toshiro Mutoh passed the National Bar Examination in 1965 and received an L.L.B from the University of
Tokyo in 1966.

Asia Pacific Equity Strategy Dr. Paul M. KITNEY Chief Equity Strategist of Asia Pacific Research Daiwa Capital Markets Hong Kong Limited Paul M. Kitney has over 25 years’ experience in Asia Pacific (APAC) investment management and banking.
Prior to joining Daiwa, Paul has worked as an investment strategist at Blackrock, Morgan Stanley and more
recently, has authored the Animal Spirits Report - an independent research product focusing on APAC
economics and strategy. Paul also has extensive portfolio management experience in APAC fundamental
equity long-short strategies at Morgan Stanley and Whitney. Paul holds a Ph.D. in Economics from the
Australian National University, specializing in monetary policy and financial linkages and is currently Adjunct
Associate Professor at the Chinese University of Hong Kong (CUHK) Business School.

FY2018 Outlook for Japan’s Economy and Financial Markets
Mr. Mitsumaru KUMAGAI Executive Managing Director, Deputy Head of Research Division,Chief Economist Daiwa Institute of Research Mitsumaru Kumagai is Chief Economist at the Economic Research Department of Daiwa Institute of
Research. He was appointed Operating Officer in 2014 and began in his current position in 2017. He is
responsible for covering Japan’s economy and is in charge of the quarterly publication of Japan’s Economic
Outlook. He has served on several government committees including the Ministry of Finance Council on
Customs, Tariff, Foreign Exchange and Other Transactions (2002-11), and was a visiting researcher for the
Budget Committee Research Bureau at the House of Councilors (2010 and 2012). He was also a member
of the Cabinet Office’s Intensive Inspection Meeting on Economic and Fiscal Policy Trends (2013), as well
as a member of the expert committee for the Cabinet Secretariat’s Blue Ribbon Panel on Improvement of
Investment and Risk Management of Public & Quasi-Public Funds (2013). In 2015 he was appointed a
committee member on the Ministry of Internal Affairs and Communications’ Information and
Communications Council. He was a member of the Ministry of Internal Affairs and Communications Study
Group Concerning Speedy and Comprehensive Consumer Related Indicators 2016-17, and he has served
as a committee member on the Cabinet Secretariat’s Meeting for the Promotion of IR since 2017. He was a
visiting professor at Osaka University of Economics (2013-16), a member of the Japan Society of Monetary
Economics, and a regular commentator on TV Tokyo’s World Business Satellite, Japan’s leading business
news program. He placed first seven times as economist and forex analyst in various surveys. Mr. Kumagai
received both his bachelor’s and master’s degrees in law in 1989 and 1993 from Tokyo University. In 2016
he completed the Harvard Business School Advanced Management Program. He is a chartered member of the Securities Analysts Association of Japan.

Understanding new BOJ, Japanese economy, inflation and financial system in FY18: Views from market Terms of BOJ governor and two deputy governors will come in Spring. Market focuses on the nomination
process as well as slightly higher inflation expectation led by oil price.
There seem speculations for rate hike soon after the reduction of JGB purchase by BOJ in mid-January.
Market and BOJ also focuses on Spring wage negotiations (“shunto”) of which results are released by many
large companies on 14th March.
In this session, market economist and strategist will speak on market outlook based on Japanese economic
situations, inflation and financial system in FY18. In the discussion, presenters will show various market
views and provide a framework how market may react to BOJ’s potential move.

Kitaoka joins Daiwa Securities in January 2018. He worked at Mizuho Securities, Nomura Securities
Financial and Economic Research Center, after graduating University of Tokyo in 2000. He tries to provide variety of strategy ideas covering from macro to micro, based on quantitative methodology to relate macro data, money flow, sentiment, policy and market as well as individual interviews with various sources. Kitaoka started his research career after studying the predictive power of yield curve and stock market against economic cycle, and he has been interested in policy analysis as his Mentor had been BOJ Deputy Governor.
