What is a comprehensive plan? A comprehensive plan is a long-range statement of a community’s vision for the future. It provides guidance for decision making related to development, preservation, and the provision of services and public facilities. It is a formal policy document that is adopted by the village but is implemented through zoning regulations, and other ordinances, laws, and actions of the village.
