Funding Definitions
• Street Fund - Comprised of motor vehicle gas tax and 1/2 of the total sales tax collected by the City of Bellingham
• REET - Real Estate Excise Tax - Comprised of 1/2 of 1 % of the total real estate revenue for a given year. REET funding is divided into first l/4o/o and second 1/4% and can be used for transportation projects.
• STP - Surface Transportation Program - Provides federal funds to maintain and expand eligible street systems.
• WSDOT - Washington State Department of Transportation bienium budget - pedestrian and bicycle earmark
• TIB - Transportation Improvement Board

Project #1 - Cordata I Westerly Roundabout

PROJECT NARRATIVE: Construction of a roundabout traffic control device at the intersection of Cordata Parkway and Westerly Road. This project is the second phase of two roundabouts designed for the Cordata Parkway area. The proposed roundabout design will provide for enhanced pedestrian crossings on each leg of the intersection.

Project #2 - West Illinois Street extension
FUNDING YEAR(S) 2005
PROJECT NARRATIVE: A cooperative funding project between the City of Bellingham, Whatcom County, the Bellingham Technical College, Morse Steel and the State of Washington. The project will construct West Illinois Street between its current westerly terminus and Marine Drive as an arterial standard street. The completed roadway will allow for industrial traffic to access existing industrial uses in the area without traveling through the surrounding residential neighborhood. The connection will also allow for an additional access to the Bellingham Technical College.

This project is the middle section of San Juan Boulevard, and was once known as the Y ew/Samish connector. The unimproved section of road lies between 40th and 48th Streets. The project is a prerequisite to continued development in the area, and will provide alternate access to Interstate 5, relieving some congestion along Lakeway Drive.

PROJECT NARRATIVE
The first phase of this multi-year program is to design and construct improvements to enhance the streetscape along upper Holly Street between Lakeway Drive and Railroad A venue. The remaining years are intended to improve existing streets and sidewalks in the downtown area to enhance multi-modal activities and create a more pedestrian friendly environment.

PROJECT NARRATIVE
Phase 2 of the Sunset Drive Improvements is partially funded, and will begin east of Woburn Street and continue the retrofit to urban arterial street standards to the City Limits. The project includes pavement widening, bicycle lanes, tum lanes, curbs, gutters, sidewalks, enclosed drainage and street lighting. The City is negotiating with WSDOT and Whatcom County to include intersection improvements at Britton Road as an initial phase of this multi-year project.

PROJECT NARRATIVE
Proposed development in the area will extend Irongate Road northeast to Hannegan Road resulting in additional traffic crossing the intersection of Bakerview and Irongate. Currently, insufficient gaps occur to accommodate industrial type traffic to safely access Bakerview Road. Increased volumes on Bakerview will warrant signalization of the intersection.

Project #7 Fraser I Puget Pedestrian &Bike

PROJECT NARRATIVE: Improve Fraser Street between the existing Regency Apartments and Linco 1n Street with bicycle lanes and curb, gutter and sidewalks. Improve Puget Street from Fraser Street to the terminus of existing sidewalks with curb, gutter and sidewalks. The project will be constructed in three phases. Phase one will construct improvements on Fraser Street between Puget Street and Lincoln Street. Phase two will construct improvements on Puget Street from Fraser Street to Gladstone Street. Phase three will construct improvements on Fraser Street from Puget Street to the Regency Apartments .

Project #9 Northwest Ave. Ped and Bike Improvements

PROJECT NARRATIVE: The project will install sidewalks under 1-5 to link the Bakerview sidewalk network to the Birchwood Neighborhood sidewalk network and realign Northwest to eliminate the stop sign located at the northbound I-5 on-ramp. WSDOT approval will be required for the portion of this project adjacent to I-5.

Project #12 Lincoln Creek Transportation Center(phase 2)

PROJECT NARRATIVE:The WWU Lincoln Creek Transportation Center project proposes to redevelop the existing 7.8 acres on Lincoln Street for public transportation-related improvements, including a park-and~ride site to serve Whatcom County. The development will include facilities for transit pick-up and drop-off, shuttle service to the University, and parking for approximately 600 vehicles. Phase 1 of the project will begin in summer of 2004, and includes the construction of a transit pull-out, lighting, and new site entry as well as site maintenance. WWU will finance phase 1 of the project for $360,000. Phase 2 will include regrading and new paving of the site, stormwater improvements, and stream improvements.

Lakeway Drive is a major east-west arterial street. There is potential for considerable development in the area that will cause severe congestion along Lakeway Drive in its present capacity. This project is the last phase of improvements focused at upgrading Lakeway Drive to meet future traffic demands and provides for the opportunity to install a needed link in Bellingham's bike lane network. The improvements include widening between Electric Avenue and Yew Street to install bicycle lanes and add a second westbound travel lane.
