Valerie,

Great speaking with you. Thanks for checking on availability for LG Northam's visit on Nov. 29. He has to leave by 10 a.m., and we can begin as early as needed. We'd love for the primary purpose of the visit to be UAV tied in with public safety. Then it would be nice...time permitting...for him to talk about small engine repair.

The LG will likely have some press with him - print and TV - to highlight PVCC's offerings. Looking forward to working with you on this.

I'd like to see how we can get the most out of the visit...perhaps we can talk about law enforcement who may be able to come (local chief or a deputy)...or maybe employers in the area you may have partnerships with on UAVs. Val - Thanks again for helping with all of this. I just left a message at the office for you. Can we adjust the program and just stay at PVCC to focus on the demo + talk generally about PVCC? I'd like to see how we can get the most out of the visit...perhaps we can talk about law enforcement who may be able to come (local chief or a deputy)...or maybe employers in the area you may have partnerships with on UAVs.

Governor Northam's Visit to PVCC Frank, Attached are the talking points that I sent to Elizabeth Creamer to brief LG Northam.

PVCC took the lead in getting the Remote Pilot Airman certification approved for the Workforce Credential Grant. The RPA, also known as Part 107, is approved by the Federal Aviation Administration, and is required for all commercial sUAS pilots. PVCC is the only college offering this credential. PVCC is working with the Sheriff offices in our service region, and fire departments throughout the state. At this point, none of the other community college have the equipment or qualified instructors to teach sUAS to emergency services personnel. Our instructor is familiar with Incident Command, which is critical knowledge. Charles Werner, through VDEM, has requested that the training be offered through one community college (PVCC) for both quality and consistency. VDEM's goal is to have a database of licensed sUAS pilots and the types of equipment available, which can be used to as a resource to any public safety agency to find and deploy sUAS in the event of an emergency. We currently offer a 3-day (24 hours) program that prepares the student for the Remote Pilot Airman certification, plus a 2-day (16 hours) of scenario-based flying time which is held at King Family Vineyard. Tuition is $1,500, which includes the cost of the exam ($150). The program design gives us the flexibility to add new scenarios, e.g., aerial photography, precision farming, weather (NOAA), and other commercial applications. Please keep in mind that many of these organizations are volunteer, which means that the students must take time off from their paying jobs, and pay for the class out-of-pocket. The Remote Pilot Airman credential was approved by the State Board for Community Colleges at their September meeting for the Workforce Credential Grant funding. PVCC has submitted the paperwork to become an FAA test site for the credential. Sixteen students have completed the class; four have completed the certification. We expect that to improve once PVCC becomes a test site, and as the FAA begins to enforce the Part 107 rule. Following is the justification for the credential that was presented to the State Board in seeking WCG approval of the credential. "The Association for Unmanned Vehicle Systems International (AUVSI) says that employment in the UAS field will surge as airspace integration progresses. Within three years of integration 70,000 new jobs are expected to be created in the United States. According to industry estimates, the FAA part 107 rule could generate more than $82 billion for the U.S. economy and create more than 100,000 new jobs over the next 10 years. Further, in Governor McAuliffe's 2015 executive order establishing the Unmanned Systems Commission, he stated that Virginia is home to the eighth largest concentration of unmanned system firms in the nation at a time when the use of unmanned systems is rapidly expanding." I am going to assume that we will not be able to fly the aircraft tomorrow morning. I recommend that the conference room be available so that I can put out the PVCC aircraft, discuss the fleet, and their capabilities to support public safety and commercial training. I will be there first thing to get things set up, to include making sure every thing is working and the lights are flashing and what-nots. Do you have a list of any other guests who confirmed - just so the LG can be familiar with names.
