Mission: The Rapid Equipping Force (REF) harnesses current and emerging technologies to provide immediate solutions to the urgent challenges of U.S. Army forces deployed globally.

Insert future force technologies, threshold capabilities and/or surrogates into operational forces to speed development and validate concepts in an operational environment.
Assess the full range of desired capabilities and Army business practices to refine, modify and streamline actions and provide Army senior leaders with recommendations.

Requirement Validation• REF Director is a HQDA selected Colonel authorized to approve requirements
• HQDA retains the authority to direct REF initiatives based on perceived Army problem sets
Flexible Funding• REF has access to a mixture of OMA, OPA, and RDTE funds that allow the REF the agility to meet its missions without diverting funds from other programs
Acquisition Authority • ASA(ALT) designated PEO-Soldier as REF’s Milestone Decision Authority (MDA) (May 28, 2014)
• Program Manager, REF is a fully chartered PM office, reporting directly to PEO- Soldier and provides direct acquisition support to the REF
• Limited acquisition; not an ACAT program
REF is rapid because it combines requirement validation and acquisition authority and flexible funding under one roof.
