How to meet natural stone competition from abroad
Technology for a better society
CONTENT: • A relevant topic/question? • The role and impact of various natural stone actors • Example from Norway – roofing "slates" • Summary remarks

How to meet natural stone competition from abroad
Technology for a better society 3
Price … Quality
Quality issues - Tell and document good stories
Technology for a better society 4
Long traditions …. Important industry in/for many regions
Technology for a better society 5
Long traditions …. Historical, Cultural, National symbols
…..Look to Norway ….
Technology for a better society 6
Long traditions …. Important building stones and products
Technology for a better society 7
Norwegian stone industry > Norwegian stone…..
Does this give any impact on the answer to How to meet natural stone competition from abroad ?
Technology for a better society 8
The competition is real…and increasing..
Technology for a better society
• Import from cheap countries • Competition within the country Other Future concerns: • Rising production costs affect competitiveness • Environmental legislation and permitting • Availability of material • Generally low market demand • Lack of workers • General practical knowledge/Technology • Marketing • Knowledge of the stone business and the materials produced
9
Main threats of the Nordic industry in the near future (Questionnare SME4Stone (2011-2013))
Technology for a better society 10
Key issue – Cooperation and contribution from many actors
Technology for a better society 11
The role and impact of different actors – Natural stone
Stone industry
Construction Industry
Public Authorities
R&D Organications, Institutes, Education
Technology for a better society
Actors: • Producers of National stones - raw blocks and/or finished products • Processing companies – national and/or imported stones • Trade companies • Trade organizations • Nordic dimension and cooperation
Needs and possibilities: • Quantity and product issues – what can be delivered – for what purposes • Quality and documentation issues • Standardization involvement - standards knowledge – and application • Good guidance, descriptions and story telling • Cooperation among actors

The role and impact of - Stone industry Stone

Good guidance, descriptions and story telling helps!
Technology for a better society
CE-marking - 1st July 2013 • "There is no reason not to tell a good story" • Sale – Market access • Quality (Testing, factory production control) • Satisfied clients (equal competition, knowledge, confidence)
Environmental issues – LCA, EPD…
• Realistic/correct information • Realistic/correct comparisions • From Cradle to Grave
(…not only Gradle to Port…)

Quality and documentation issues
Source: FutureBuilt Klimatrappen v/ Gaia Lista, Mars 2010
Both: Issues for further co-operation
Technology for a better society
Actors: • Architects • Consultants • Contractors • Building owners
Needs and possibilities: • Knowledge of stone • Knowledge of possibilities and limitations • Application of standards • Tender documents - How to prescribe • Focus, Selection criteria and weighting • Functionality and service life of whole system
15
The role and impact of – Building and Construction industry
”The schist shall have a quality at minimum of the level of "OPPDAL LYS”
”The granite shall fulfil the requirements of NS-EN”
Need to be improved !
Technology for a better society
A strategy for a competetive building industry: • R&D and Innovation • Education and competence development • Dissemination of knowledge and experiences Answer to the White Paper 28 (2011-2012): Gode bygg for eit betre samfunn. Commissioned by Ministry of Local Government and Regional development

BYGG21 -New National Strategy -Norway
Technology for a better society
MAIN CHALLENGES (extracts): 1. Weak productivity development ? – needs evaluation 2. Quality deviations, mistakes and defects in buildings and building processes 3. Fragmented purchases and weak commission competence; 4. To slow innovation implementation by the industry 5. Unethical practice, e.g. undeclared labour 6. Production processes dominated by weak interaction (detaljed contracts, supplier selected based on lowest price, fragmented purchases etc.) 7. Building process inhibited by too many delaying and cost increasing regulations etc.

BYGG21 -New National Strategy -Norway
Technology for a better society
GOAL: Within 2020 building materials and installations documented through objective life cycle based environmental declarations (EDPs) are preferred in all building projects.

SINTEF Building Research Design Guides – Natural stone
Technology for a better society 24
Importance of - Difference between: • Geological classification • Industrial terminology and
grouping
• Product informasjon All natural stones shall be followed by • Commercial name • Correct geological name • Traceability (e.g. coordinates). These are elements of good product information and is required in all harmonized product standards of natural stone

Norwegian schist meets competition….

... Not always easy to "see" differences

Available standards for roofing slates: NS-EN 12326: Slate and stone for discontinuous roofing and external cladding Part 1: Specifications for slate and carbonate slate Part 2: Methods of test for slate and carbonate slate
• The product standard does not cover the Nordic schists used for roofing purposes per definition.
• An increasing amount of import - need requirements that can distinguish between high and low quality

Issues
• Evaluation of standard • Testing and evaluation
36
• The required test program for FPC is rather costly, approx 70.000 NOK pr year
• Does not cover the Nordic schists used for roofing purposes
• A rather comprehensive system for deciding the minimum thickness
• Lack of requirements: is the material suitable for use in the Nordic countries?

Issues
• Evaluation of standard • Testing and evaluation
• Proposal for new standard: prEN 12326-3: Slate and stone for discontinuous roofing and external cladding. Part 3: Specifications for schist and schistose stones. • Participation and follow-up Standardization work CEN TC 128 • Implementation and Integration at National level
– CE-marking – National guidances and building codes
37
Technology for a better society
• CE-marking and "Tools" for the producer to be used in FPC • Environmental marking, LCA etc . • Combination and presentation of informative and relevant data (geological, technical
etc.) • Improvement of tender documents • "Balanced" discussion connected to Imported stones VS national stones • …. • Look forward to the discussion of future possibilities
38
Summary remarks Still need for Cooperation within….
