• Governor Cuomo established program in 2015

• $500M budget – awarded in 3 phases

• Goal –• Broadband to Unserved and Underserved Areas

• Unserved – Priority – Less than 25M down

• Libraries / Educational Opportunity Centers

• Eligible areas defined by Census Blocks
