Introduction It has been a fact that cities and towns are littered with garbage (MSW) and
giving ugly look at many places in the city/town. Only important locations of a city or towns are maintained and leaving many other places choking with uncollected waste. The collected waste is disposed on un-attended landfills and it is almost long way to go to ensure that entire waste collected by a city or town is processed and only remnants is disposed through landfill. Solid waste management is a term that is used to refer to the process of collecting and treating solid wastes. It also offers solutions for recycling items that do not belong to garbage or trash. As long as people have been living in settlements and residential areas, garbage or solid waste has been an issue. Waste management is all about how solid waste can be changed and used as a valuable resource. Solid waste management should be embraced by each and every household including the business owners across the world. Industrialization has brought a lot of good things and bad things as well. One of the negative effects of industrialization is the creation of solid waste.
Further, the technologies to be adopted for MSW management and processing predominantly depend upon MSW quantity, quality and range of variations.

Objective of the project A healthy, prosperous and resource-efficient society, in which wastes are prevented, reduced, reused and recycled wherever feasible and beneficial, and disposed-off in environmentally safe manner.
Achieve high standards of cleanliness in the towns and cities of Uttar Pradesh for healthy, hygienic and livable environment.
Emphasis will be on waste reduction, reuse, recycling, recovery and optimum utilization of various components of Municipal Solid Waste (MSW) to ensure minimization of waste going to the landfill and its impact on human health and environment. The strategy will inter alia include technology options for waste to compost and waste to energy.
The Policy for managing solid wastes is developed to facilitate preparation, implementation and operation of a decentralized / integrated and cost-effective Solid Waste Management System in the state with adequate revenue flow from SWM fee and other sources.
Ensuring end-use or treatment of recovered waste resources (high value recyclables, low value recyclables, compost, combustible material (RDF) to waste to energy users, either through partnerships, sale or reuse.
Available data and information on the sources, nature, quantities and fate of wastes, and SWM facilities, is sufficiently comprehensive and reliable to be able to regulate and manage wastes effectively helping in waste prevention, recovery and recycling.
Stakeholders, institutions and organizations must have a sufficient awareness and understanding of their roles, duties and responsibilities in achieving an optimal development and operation of a decentralized/ integrated and cost-effective solid waste management system.

About The City Lalitpur District is one of the districts of Uttar Pradesh state of India. Lalitpur district is a part of Jhansi Division. Lalitpur is the main town and administrative headquarters. The district occupies an area of 5,039 km². Lalitpur District is a part of Jhansi Division and was carved out as a district in the year 1974. It is connected to Jhansi District by a narrow corridor to the northeast, otherwise almost surrounded by Madhya Pradesh state, an example of an salient(a geographical term).
Lalitpur is a Nagar Palika Parishad in district Lalitpur in the state of Uttar Pradesh and it is also the administrative headquarters of Lalitpur Tehsil as well as Lalitpur district. Lalitpur is a class I town spread over an area of 5039 sq. km with total population of 1221592 out of which 641011 are males while 580581 are females, as per report released by Census 2011. The Nagar Palika Parishad is divided into 26 wards, for which elections are held every 5 years. At present, the jurisdiction of town has 1357 primary school, 90 secondary school, 23 inter colleges, 4 degree college, 12 government hospitals and some private nursing homes and also private doctor clinics.

History/Growth of the Region Lalitpur District is one of the districts of Uttar Pradesh state of India. Lalitpur district is a part of Jhansi Division. Lalitpur is the main town and administrative headquarters. The district occupies an area of 5,039 km². Lalitpur District is a part of Jhansi Division and was carved out as a district in the year 1974. It is connected to Jhansi District by a narrow corridor to the northeast, otherwise almost surrounded by Madhya Pradesh state, an example of an salient(a geographical term). Lalitpur district lies between latitude 24°11' and 25°14' (north) and longitude 78°10' and 79°0' (east) and is bounded by district Jhansi in the north, districts Sagar and Tikamgarh of Madhya Pradesh state in the east and Ashoknagar district of Madhya Pradesh separated by river Betwa in the west. The district had a population of 977,447 as per the census of year 2001. This district has a number of historical and cultural places like Devgarh, Seeronji, Pavagiri, Devamata, Neelkantheshwar at Pali, Machkund ki Gufa. Lalitpur town has variety of places like many Hindu & Jain temples. Raghunathji (Bada Mandir), Shivalay, Boodhe Babba (Hanumanji), Tuvan Mandir for Hindus & Bada Mandir, Ata Mandir & Kshetrapalji for Jains are famous temples. The territory of the present-day Lalitpur district was part of the state of Chanderi, founded in the 17th century by a Bundela Rajput who was descended from Rudra Pratap Singh of Orchha. century. Daulat Rao Sindhia of neighboring Gwalior annexed Chanderi state in 1812. In 1844, the former state of Chanderi was ceded to the British, and became the Chanderi District of British India, with Lalitpur town as the district headquarters. The British lost the district in the Indian Rebellion of 1857, and it was not reconquered until late 1858. In 1861, the portion of the district west of the Betwa, including Chanderi, was returned to Gwalior state, and the remainder was renamed Lalitpur district.[1] It became a part of Jhansi district from 1891 to 1974. In 1974, the district was carved out from Jhansi district.

Demographic & Socio- economic profile of town
Demography analysis includes details on size, structure and distribution of populations, and spatial and or temporal changes in them in response to birth, migration, aging and death. The analysis helps in analyzing the previous and present conditions of population, growth, development and use of natural resources.
According to the 2011 census Lalitpur district, Uttar Pradesh has a population of 1,218,002, roughly equal to the nation of Bahrain or the US state of New Hampshire. This gives it a ranking of 391st in India (out of a total of 640). The district has a population density of 242 inhabitants per square kilometer (630/sq mi). Its population growth rate over the decade 2001-2011 was 24.57%. Lalitpur has a sex ratio of 905 females for every 1000 males, and a literacy rate of 64.95%.
In 2006 the Ministry of Panchayati Raj named Lalitpur one of the country's 250 most backward districts (out of a total of 640). It is one of the 34 districts in Uttar Pradesh currently receiving funds from the Backward Regions Grant Fund Program (BRGF).

Existing SWM scenario in the city
Municipal solid waste management is an obligatory function of the urban local bodies in India. As per the definition provided by the Solid Waste Management Rules, 2016 of Government of India, Municipal solid waste (MSW) includes commercial and residential wastes generated in municipal or notified areas in either solid or semi-solid form excluding industrial hazardous wastes but including treated bio-medical wastes. With growing population and increasing waste generation, solid waste management has become a major environmental issue. ULBs across India face similar challenges in handling and disposal of municipal solid waste: lack of adequate financial and human resources, poor technology and lack of public participation to list a few. Processing and treatment of waste is not practiced, and final disposal is being made unscientifically in dumpsites, posing threats of ground and surface water contamination and air pollution.
NPP Lalitpur has one duping site and their are 30 dhalao in the city
and total number of container are as follow as

NPP Lalitpur has undertaken cleaning of most of the streets on a day to day basis 80 % of the streets are cleaned daily. The frequency of cleaning of all the streets is shown in the table below

Door To Door Waste Collection Npp Lalitpur Covred all 26 ward door to door waste collection through 13 covred aape. 80% house hold covred remaining house hold dispose of their waste in dustbin nearby. These all 13 aape dispose of their waste at dumping side directilly. They are no segregation done presenty.
Secondary collection system
NPP Lalitpur utilizes 436 sweeper for street sweeping and waste collection. Each sweeper 450 rmt of road lengteh. The work of sweeting is carried out in two parts. “ Morning 6 Am To 10 Am and afternoon 2 Pm To 6 Pm’. They are expected to walk about 450 Mtr for deposting their wasste at waste storage depot.

Treatment & Disposal System Collected waste from LNPP area is dumped at Ramnagar disposal site about an area 2.5 acre, 3 km away from the heart of the town. The site is a low-lying area and is operational from last 10 to 11 years .No Scientific Disposel System is on site.

Flow Chart of Household Waste Collection, Transportation and disposal
Nagar Palika Parishad shall work close to above chart and implement action plan through integrated solid waste management hierarchy. The ISWM concept, as described, is closely linked to the 3R approach (reduce, reuse, and recycle), which is also aimed at optimizing MSW management from all the waste-generating sectors (households, commercial and institutional establishments, parks and gardens, construction and demolition, urban agriculture, and safety and healthcare facilities) and involving all the stakeholders (waste generators, service providers, informal sector, regulators, government, and community or neighborhoods). The adoption of the 3R concept helps to minimize the amount of waste to be handled by the municipal authority, minimizing the public health and environmental risks associated with it.

Segregation of waste The main objectives of segregation are; (i) storing of recyclables separately for reuse, (ii) storing of organic portion separately for further processing, and (iii) waste minimization for final disposal to landfill sites. Nagar Palika Parishad will segregate waste at source. 75% door to door collection will cover through LCV and 25% door to door collection through containerized. Two bin concept will adopt for segregation of waste:-
Green Bin for biodegradable waste The green colored bin is used to dump biodegradable waste. This bin could be used to dispose off wet/organic material including cooked food/leftover food, vegetable/fruit peels, egg shell, rotten eggs, chicken/fish bones, tea bags/coffee grinds, coconut shells and garden waste including fallen leaves/twigs or the puja flowers/garlands will all go into the green bin.

Blue bin for recyclable waste The blue colored bin is used for segregating dry or recyclable left over. This category includes waste like plastic covers, bottles, boxes, cups, toffee wrappers, soap or chocolate wrapper and paper waste including magazines, newspapers, tetra packs, cardboard cartons, pizza boxes or paper cups/plates will have to be thrown into the white bin. Metallic items like tins/cans foil paper and containers and even the dry waste including cosmetics, hair, rubber/thermocol (polystyrene), old mops/dusters/sponges.

NPP Lalitpur will be segregate waste during collection and transportation. NPP will arrange Twin Compartment Garbage tipper and dumper placer. NPP keep mind segregation at secondary storage.

Primary waste Collection Nagar Palika Parishad Lalitpur is currently covering 100% collection of waste. NPP will improve collection efficiency through modern equipment. Major point of collection of waste:- 1. City to be divided into four sanitation zones 2. 20% area to be covered through tricycle & 80% area will cover through LCV 3. Segregation of waste is done by providing separate bins 4. Optimize vehicle usage by scheduling waste collection from different sources. 5. Two Separate household bins will have been provided for segregated (Wet and dry) Waste . 6. ULB have already purchased 28000 Blue /Green 12 Liter Bin for thish purpose.

Secondary Waste Collection The function of the secondary collection system is to consolidate and store the waste collected by the primary collection system prior to transport to treatment and disposal site. 1. Each secondary collection point in residential areas will have one covered 1100 litre capacity bins with lifting facilities for emptying into the refuse compactor 2. Refuse compactor of 8 m3 capacity is recommended for collection waste from the 1100 litre bins daily. Each refuse compactor will make 3 trips per day approx. 3. For each secondary collection point in market and commercial areas will have one covered dumper placer container of 4500 litre capacity. Waste collected from hotels/restaurants using auto tipper will also deposit the waste in these dumper placer container 4. Average life for bins is considered as 5 years; average life for auto tipper and vehicles has been considered as 10 years. 5. Street sweeping waste will be collected using tractor trailer/ tipper trucks

Purposeal for Making Compost by using dung drying Machine
In some wards of ULB there are a problem of animal dung which is spread by citizens on the road site. To short out this ULB will be plan to by a dung during Machine by using this making of campost carried out by the ULB.
Conversation of dumping site in to scintific diposal site
As per guide line of SWM rule 2016 ULB will deployed their dumping site as a scientific disposal site. The proposal have already passed in the municipal board .
Proposals for Plastic Waste as per Plastic Waste Management Rules 2016 Nagar Palika Parishad Lalitpur has restricted on use of polythene below 50 micron contents. Awareness program is also running at city level about harmless of plastic use. ULB plan to install a small plastic waste management plant . NPP Lalitpur already indentified the RAG Pickers and appointed them for segregation the plastic waste at ward level.
Proposal for construction and demolition (C & D) waste as per C&D Rules 2016 NPP Lalitpur identified 5000 sqm land for disposal of Construction and Demolition (C & D) waste. It is suggested that all contractors, private builders, government departments and local citizens disposed their waste on this site. NPP Lalitpur shall penalties those people disposed C & D waste other than proposed site. ULB have separate mechanism for collection C&D waste

Bio-Medical Waste Government/Private Hospitals are appointed private agencies to collect, segregate, transportation and safe disposal of bio-medical waste. NPP Lalitpur is observing authority for bio waste management. NPP doesn’t have land for disposal of bio-medical waste disposal separately. E-Waste management ULB is proposed a separate machenism for the scientific disposal of e waste . Proposals as per water act 1974 In Jhansi divison (Bundelkhand) The water works is separated from the ULB. There are no sewer system in Lalitpur due to rocky areas . Water supply lines are not matched with sewer system so NPP Lalitpur has safe water supply system in its areas and following rules as water act 1974.

Lack of awareness among the waste generators, untrained workers in urban local bodies, etc. are some of the main hurdles in the waste handling system. Participation of private organizations, self-help groups, NGOs etc. in waste handling is important for making city clean and green with a healthy environment. Nagar Palika Parishad authority to drive initiatives for educating and creating awareness in the community on basics of waste handling at household level, shops and establishments. NPP Lalitpur carried out ICE activities and capacity building program time to time and as per guideline . Swachhta samiti is functional in every ward and a ward level meeting is held on every half of a month. Beside this many ICE activities done by ULB such as wall painting, writing, banner, hording, etc. Awareness programs will complete by May 15, 2019.
