TermsofReference:ToaddressanyissuesregardingtermsanddefinitionsrelatedtotheInternationalLightingVocabulary(ILV).ThisincludescoordinationwithinCIEDivisionstomaintainandupdatetheILV,coordinationwithIEConquestionsrelatedtotheincorporationofILVtermsanddefinitionsintoIEC60050-845“InternationalElectrotechnicalVocabulary.Lighting”,coordinationwithISO/TC12onquestionsrelatedtotheincorporationofILVtermsanddefinitionsintoISO80000-7“Quantitiesandunits–Part7:Lightandradiation”andanyfurtherterminologyissueswithinCIE.

• Overthepastfewmonths,theprimarytaskofJTC8hasbeentoreviewallofthedefinitionsinthecurrentversionoftheILV,CIES0172011,withthegoalofmakingthedefinitionscompliantwith"ISO/IECDirectives,Part2:PrinciplesandrulesforthestructureanddraftingofISOandIECdocuments".Thechairreviewedallofthetermsandproposedchangestomakethetermscompliantwiththedirective.TheDivisionrepresentativesthenreviewedallofthetermsassociatedwiththeirDivision.Inmostcasestheproposedchangeswerelargelyeditorial.Themajorproblemsarosewithtermswithtwodefinitions.Accordingtothedirective,atermcanonlyhaveonedefinition.WithinDivision1,allissueshavebeenresolvedtothesatisfactionoftheD1membersofJTC8.

• Themainremainingissueisthenumberingoftheterms.CIES0172011usesadifferentnumberingsystemfrompreviousversions.Thetermswereorderedalphabeticallyandeachtermwasassignedanumberbasedonitslocationinthealphabeticallist.Theproblemwiththisschemaisthateverytimeanewtermisaddedthenumbersforalltermsfurtherdowninthealphabeticlistchange.Itisundesirableforthenumberassociatedwithatermtochangeperiodically.AnalternatenumberingschemawillbediscussedatthenextmeetingofJTC8.Oncethatdecisionhasbeenmade,theILVwillbesenttoallNationalCommitteesandtheBoardforcommentandballot.

• AswellasreviewingtheILV,JTC8reviewedandapprovedthedraftTechnicalMemorandumpreparedbyTC1-64.Itwasagreedthat,ratherthanpublishingtheTN,thetermsanddefinitionsinitwillbeincludedintheupdatedversionoftheILVtobedistributedforcommentandballotlaterthisfall.

• Finally,IECiscurrentlyreviewingandupdatingIEC600050.CIEholdsprimaryresponsibilityforsection845ofthatdocument.Thus,IECaskedCIEtoreviewthatsectionandrecommendchanges.AninitialreviewwascompletedinJanuary.Areviewoftherevisedversionofthreeof

thesub-sectionswascarriedoutinAugust.However,mostofthetermsinthosesectionsdonotapplytoDivision1.

Itisexpectedthatinthenearfuture,mostlikelyin2018,fourofthesevenbaseunitsoftheinternationalsystemofunits,theSI,willberedefined:thekilogram,theampere,thekelvinandthemole.Eachoftheseunitswillbebasedonafixednumericalvalueofafundamentalconstant.Theimpactofthesechangesonthecandelawillbeinsignificant.Togiveguidanceonhowtheunitscanberealizedinpractice,aso-calledmiseenpratique(Frenchfor“practicalrealization”)ispublishedforeachbaseunit.Thecandelawillnotberedefined,butitisplannedtochangethewordingofitsdefinition.Animportantrecentdevelopmentinthefieldofphotometryistheintroductionofthespectralluminousefficiencyfunctionsformesopicvision.AmiseenpratiqueforthedefinitionofthecandelahasbeenwrittenbyataskgroupoftheCCPRstrategicplanningworkinggroup(WG-SP).IthadbeensubmittedtotheCIEforcomments.ThedocumentisnowpublishedintheGuides,StandardsandConventionssectionofMetrologia1.

ThemostrecentmeetingsofISOTC6wereheldinStockholm,29August–1September2016.Thiswasprecededbyatwo-daymeetingoftherepresentativesoftheopticalpropertiesauthorizedlaboratories(ALs),theso-calledOpal-group.ThisOpal-groupmeetingwasheldatInnventia,oneof

theALsandincludedapresentationbyKCLLaboratoryofFinlandthatisanewALapplicant,aswellasapeerreviewoftheInnventiaOpticalCalibrationLaboratory(OCL),whichisoneofthefourexistingALs,undertheprovisionsofISO4094.Atthesemeetings,itwasdecidedtousePeerReviewbydesignatedTechnicalManagersoftheALsasthemechanismforexternalauditofalab’sconformancetoISO4094,includingthespecificrequirementsthatareidentifiedinanAnnextothisStandard.ThisPeerReviewprocedureisrecommendedbothforexistingALsandlabsapplyingtobecomeALs.TheDIS4094documentincorporatingtheserecommendationswillbesubmittedforballotinSeptember2016.AttheWG3meeting,afterextensivediscussionsbythememberspresent,thefollowingrecommendationsweremaderegardingthetwooutstandingworkitemsabove:Recommendation1:Tolauncha2ndFDISballotforISO11475:Paperandboard:DeterminationofCIEwhiteness,D65/10degrees(outdoorilluminationconditions)toincorporatetheeditorialchangesthatwerediscussedandacceptedbytheWG3memberspresentatthemeeting.Recommendation2:TomakeaRevisionofISO3688:1999:Pulps–Preparationoflaboratorysheetsforthemeasurementofdiffusebluereflectancefactor(ISObrightness)tochangethetitleto:“Pulps–Preparationoflaboratorysheetsforthemeasurementofopticalproperties”andtoincludetheeditorialchangesrecommendedbyFranceduringtheSR,i.e.torevisetheScopetoexplicitlyindicatethatitcoversrecycledpulps.AttheWG3meeting,itwasfurtherrecommendedthattheScopebeexpandedfromISObrightnessonlytoincludetheopticalpropertiesofcolour,whiteness,brightness,andERICbutexcludeopacity.TheWG3expertfromFrance(SylvieMoreau-Tabiche)volunteeredtobetheProjectLeadforthisnewworkitem.ThefirstrecommendationwasacceptedasaResolutionattheISOTC62016plenary.ThesecondrecommendationcouldbehandledinternallyinWG3byhavingtheproposedProjectLeadfromFrancerequestaNWIPtotheISOTC6SecretariattorevisethetitleandscopeofISO3688.AttheWG3meeting,therewerealsopresentationsontwonewdraftStandardsonopticalpropertiesofcellulosicnanomaterials(CNMs)thathavebeenidentifiedasprioritymeasurandsbyISOTG1CelluloseNanomaterialsandarebeingconsideredfordevelopmentintheworkprogrammeofWG3.TherewasaCallforInterestandforExpertstotheWG3membershipforthedevelopmentofdraftWDsofthesetwoStandards;inparticularforthemethodstobeusedforthepreparationofCNCpowdersforbrightnessandcolourmeasurementsandforpreparationofCNCandcellulosicnanofibrils(CNF)samplesforclarity,hazeandtransparencymeasurements.WithregardtothestartingpointforthedevelopmentoftheseStandards,WG3hasdevelopedstandardsforbrightness(2470-1)andcolour(5631-1)thatcanformthebasisofastandardmethodforcellulosicnanomaterials,buthaze,clarityandtransparencyarenotopticalpropertiesthatareexistingStandardsdevelopedbyWG3forpaper,boardandpulp.Inthiscase,itisproposedtouseeitherexistingISOorASTMstandardsfortheseopticalpropertiesforplastics.Thefollowingthreestandardsarebeingconsidered:ISO14782(1999),ISO13468-1(1996),andASTMD1003-07.Thesestandardshavedifferentinstrumentgeometriesandalsousedifferentilluminantconditions(CIEAorCIEC).DuringtheWG3meeting,therewasconsiderablediscussionabouttheprecisedefinitionofhazesinceitismuchlikespecularglossinbeingverydependentontheprecisegeometricandspectralconditionsofthemeasuringinstrument.Itwillbenecessarytodecidewhatinstrumentgeometryandilluminantconditions(AorC)aremostappropriateforCNCandCNFsamples.ItisalsonecessarytodevelopamethodforproducingfilmsamplesoftheseCNMsforthesemeasurements.TheWG3expertsfromtheUS,Sweden,FranceandCanadaagreedtocollaborateinpreliminary

worktodevelopthesenewStandards,includingparticipationinaroundrobintestofhazeandtransparencymeasurementsandevaluatingaTAPPImethod(T646)forthepressingofCNCpowderforthebrightnessandcolourmeasurements.Dependentuponsuccessfulresultsofthispreliminarywork,NWIPswillbedevelopedandsubmittedforthesenewstandardsoncelluloseopticalpropertiesforthenextISOTC6meetingAttheISOTC6plenarymeeting,asCIEliaisontoTC6,IpresentedareportofactivitiesofCIEthatarerelevanttoWG3(OpticalProperties);inparticular,IprovidedetailedinformationabouttheplannedactivitiesofCIETC1-95ontheValidityoftheCIEWhitenessandTintEquationsandencouragedmoreWG3memberstobecomemembersofthisnewCIETCandtoalsovolunteertoprovidesamplesofdifferentwhitenesslevels(paper)tobeusedintheplannedexperimentalstudies.Thenext(28th)ISOTC6meetingwillbehostedbyKATS(RepublicofKorea)inAprilorMay2018.
