“… masterplan by others …”

• a partnership approach to new style, map based plans DPR Oct 2008

• a method of co-ordinating participation in a decision making process about the future of a place

• context for involving agencies / trigger for their involvement: scale, context and significance

Therefore, planners have a crucial role

development plans should guide what goes where and why … get the right development in the right place … Issues should be resolved in the plan and not left to development management …

focus on quality of outcomes … planning authorities should be clear about their expectations … commit to the creation and maintenance of high quality places …

Promote sustainable development through influence on the form, layout and design of new development

Masterplan: part of ‘toolkit’ that bridges strategic to local

illustrates proposed urban form in 3D explains how the intended vision for the place will be achieved – implementation, phasing and timing of development … masterplans generally show an end state, even when continuous change is much more likely

Therefore ... What are critical aspects that need to be defined to guide change?

Vision What is the nature and quality of the place that we are trying to create? How does it respond to larger strategic ambitions set out in development plan?

Brief Be clear about the principles

Leadership Set out and maintain vision throughout the process

Partnership working Guide and collaborate in the process

Not trying to make masterplanners!

Challenge the notion of ‘masterplan by others’ …

Important leadership role of the public sector - set out a vision and defining principles to guide masterplanning process

Be able to take part in a conversation about masterplanning (at different stages - briefing; preparation; evaluation; stewardship)
