Introduction to MTC• The Massachusetts Technology Collaborative (MTC) was

established pursuant to Massachusetts General Laws Chapter 40J. MTC is an independent authority of the Commonwealth of Massachusetts. MTC is the legal entity running the procurement for an Owner's Project Manager (OPM) for the MassBroadband 123 project.

• The Massachusetts Broadband Institute (MBI), along with the Massachusetts eHealth Institute (MeHI) and the John Adams Innovation Institute (JAII), is a non-divisible component of MTC. MBI functions as a business division of MTC.

Contracting Entity• MTC is the contracting counterparty to the

entity selected to be the OPM. MTC is the "Owner", as set forth in the definitions section of the Agreement for Project Management Services.

– "OWNER - Massachusetts Technology Collaborative, the entity identified as “Owner” on page one of this Agreement, or its authorized representative."

Project Overview

Mass Broadband Institute (MBI)• In 2008 Governor Deval Patrick signed Broadband

Act to create MBI• First priority is to assess and improve conditions in

unconnected communities• Strategic approach is for public investment to

lower economic hurdles for private investment• MTC has authority to invest up to $40 million of

state bond funds on behalf of MBI into broadband infrastructure to close the digital divide

• MTC was awarded $45.4M from American Reinvestment and Recovery Act (ARRA) and the Commonwealth will provide $26.2M in matching funds

• Will bring a high speed internet backbone to the towns and institutions in western and north central MA that need it most

MassBroadband 123 Overview• 1338 mile network through all western and some

north central MA towns– 1012 new miles (~ 97% existing aerial)– 307 IRU miles– MBI’s I-91 fiber

• Network will be high strand count optical fiber • Network will connect almost 1400 schools,

libraries, hospitals, town halls and other institutions

• Will be complete in under 3 years

• Public right of way• Aerial on existing utility poles (~30,000)• Underground in existing conduit• Minimize setting poles or installing new

conduit

• Act to protect MTC’s interests in ensuring the project is executed successfully
