• New Town Project conceived in F/Y 2067/68

• 10 New Towns (NTs) have been selected

• Both Planning & implementation in parallel

2nd Phase

Scope of consulting work for LP projects

• Choose one of the site among 4 feasible sites

• Area in each NT should not be less than 20 Ha

• Work has been categorized in 3 stages

• Out of minimum targeted 205 Ha, 279.13 Ha has been initiated

for LP.

Conclusion from Land Pooling in NTs

• Feasibility studies for LP sites were conducted with low

awareness to the landowners.

• LP has been started as one of the core activities of NT in parallel

with the land acquisition (land banking).

• It was assumed that approval stage is more complex than

planning & implementation one.

• No standard has been fixed for the minimum infrastructure to be

provided in the project.

Conclusion from Land Pooling in NTs

• No time frame has been set for taking consensus from the land

owners.

• Most of the sites are at present dominantly in agricultural use.

• Dilemma whether to continue or drop out the LP in Phidim,

Burtiwang & Patan.

• What difference in 4 NTs of which LP block plan being approval

stage & others not clear???

Recommendation for further LP Projects

• Criteria for selection of site should be developed &

Normal time frame should be fixed for 51% consensus.

• Cost for site visit for certain % of land owners to best

practices should be included in planning cost.

• LP whether for planned urban development or mere

housing provision should be made distinct.
