On March 21, 2017, Ministry of Health, Embassy of Japan to Liberia and

JICA jointly hosted: “Leadership and Management workshop in

Health sector” with more than 80 participants under the theme: “How

to build strong and sustainable health system through leadership and

management enhancement”. The workshop conducted in Liberia was one of the

series of Dispatch Lecturers Programs under the Embassy of Japan, which was

followed by Kenya and Zambia. A special guest speaker, Prof. Tomohiko Sugishita

from Tokyo Women's Medical University in Japan, 6 speakers from Ministry of

Health (MOH), USAID/Collaborative Support for Health (CSH) program, JICA

project, Montserrado County Health Team (MCHT) and Duport Road Health

Center, presented their activities and challenges related to health system

management and leadership in their organizations/projects followed by a

breakout session with MCHT and District Health Teams (DHTs) in the afternoon.

Prof. Sugishita offered a presentation about the Global Health

Landscape and Japan's Commitment in the Era of SDGs with emphasis on the

quality of a good leader and the importance of commitment from all the

stakeholders for building a resilient health system. He also expressed the necessity

of health system transformation from one-sided approach (patients go to

hospitals for the treatment) to inverse approach that healthcare workers visit communities to nd and resolve the root cause of

diseases. Mr. Justine A. Korvayan (ex-participant of JICA training program), Director of Governance and Decentralization

Department, Ministry of Health presented the government's decentralization policy and updated the progress and its

challenges in the heath sector. Dr. Floride Niyuhire, Deputy Chief of Party of USAID/CSH program provided the overview of their

activities implemented in Lofa, Nimba and Bong Counties and shared their achievement as well as lessons learned especially

in the area of health system strengthening.

Ms. Naomi Okada, Chief Advisor of Management Capacity Development for Health Services Project outlined its

JICA project which is implemented partner with MCHT/DHTs to enhance its governance and accountability capacity and how

the seed money program (to provide small fund to activities implemented by MCHT/DHTs) can contribute to enhance their

capacity in project management. Dr. Yatta Sackie-Wapoe, Montserrado County Health Ofcer, highlighted the importance

of continuous efforts with all the relevant stakeholders to improve the MCHT's health system by creating a strong management

team as well as ensuring the health services utilizing the resources despite the many challenges that they are facing. Lastly, Mrs.

Oretha K. Liberty, OIC of Duport Road Health Center presented the challenges and expectations regarding the coordination

with MCHT/DHTs on regular meetings, supervision and feedback system. In the breakout session with MCHT/DHTs facilitated by

Prof. Sugishita, they discussed and shared their group work on what kind of health services they want and how they can contribute to make a better health system using

their own talents and work together as one team.

Hon. Yah Martor Zolia, Deputy Minister of Planning Research and Development, Ministry of Health (ex-participant of JICA Training Program in January 2017)

provided the opening and closing remarks and actively played the role to give valuable feedback and comments on each presentation as well as sharing the knowledge

and her experiences gained during the training in Japan, which greatly motivated participants. Post-workshop survey showed that more than 90% of the respondents

evaluated the workshop satisfactorily. All the participants keenly contributed to the workshop, which was successfully impacted to their leadership and management

capacity enhancement. Since leadership and management are one of the most important drivers to make the foundation of strong health system, JICA is continuously

working for the capacity development in the health sector of Liberia.
