Job Fair : Market Day (COE) Briefing Session
A briefing session was held at the Audio Video Room, Brunei Maritime Academy (BMA), Maktab Kejuruteraan Jefri Bolkiah
(MKJB) on the Conditional Offer of Employment (COE) process. The Market Day for COE is one of the key EICF activities
during the Job Fair (26th – 30th November 2014). The Market Day for this round is to secure COE for ISQ 3rd intake as well
as Mason & Carpentry trainees. Therefore, the briefing session at MKJB was mainly conducted to confirm the demand,
explain the Market Day processes to participating companies to ensure successful implementation during Job Fair.

Job Fair 2014 The Oil & Gas Sector
A five-day Job Fair officiated by the Minister of Energy at the Prime Minister’s Office, Yang Berhormat Pehin Datu
Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awg. Haji Mohammad Yasmin bin Haji Umar was held at Bridex Halls 1 and
2. In his speech, the Minister thanked the companies for providing opportunities to locals and provide further trainings that
would turn these locals into worthy employees. He also shared some of the achievements under the Energy Industry
Competency Framework (EICF) where a total of 244 trainees from the first ISQ intake successfully graduated in Welder,
Scaffolder, Marker/Fitter and Rigger programs. They are now working with nine (9) companies across the oil and gas
industry respectively. He was also pleased to share for the first time, Brunei Darussalam has produced 24 female welders
with 6G/3G qualifications. The Minister further informed that currently, there are 741 trainees in training under the EICF ISQ
and HNTec Programs whereby 349 of these trainees have been given conditional offer of employments (COEs) by several
companies.
He then shared on the many positive feedback received from
the employers on the quality of the work and dedication of
these graduates and the technical knowledge they possess.
More than 100 companies participated in the Job Fair. EICF
had its own pavilion showcasing the career pathways of each
of the 10 existing programs. Each Registered Training
Organisations (RTOs), both public and private, promoted their
respective programs through the display of relevant equipment
and demonstration by existing trainees including those recently
graduated.

Conditional Offer of Employment (COE) Presentation Ceremony
for ISQ3, BMA and Mason & Carpentry
A COE presentation ceremony was held at Bridex Hall 2 for trainees of ISQ3, Mason & Carpentry and BMA during the last
day of Job Fair November 2014.
There were 10 companies offering COE to the ISQ3 trainees of Marker/Fitter, Welder, Scaffolder and Rigger. Two days
were provided for the companies to interview the ISQ3 trainees prior to issuing COE. The 260 ISQ3 trainees will be
graduating in October 2015.
114 BMA trainees of Deck Rating, Engine Rating, Cook/Steward and Officer-of-Engineering Watch (OEW) received COE
from 10 marine companies. These trainees will start their sea-time training once they passed their Basic Safety Training
(BST) and induction.
A total of 22 Mason & Carpentry trainees were given COE by 7 companies during the presentation ceremony. The Mason
& Carpentry is a bridging construction program. This program includes a two-month institutional-based training (IBT)
followed by a 4-month Structured-on-the-Job Training (S-OTJ).
A total of 349 trainees were given COE during the event. The trainees will secure the jobs when they successfully passed
their program.
Also present to witness the COE presentation ceremony was the Minister of Energy at the Prime Minister’s Office, Yang
Berhormat Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr.) Awang Haji Mohammad Yasmin bin Haji Umar.

Program Khidmat Bakti Negara (PKBN) EICF Briefing Session
An EICF briefing session for the 3rd intake PKBN trainees at Games Village in Berakas. The session was conducted by Head
of Energy Corporate to 77 trainees including 18 women who were currently undergoing 12 weeks of training from 24th
August 2014 to 24th November 2014.
Included in the briefing was the introduction to the Energy Department, overview of Wawasan 2035 and the Energy White
Paper. Details of current EICF programs including entry requirements was also shared.
Also present was Awg Hj Aji Hj Hitam from Brunei Shell Petroleum (BSP) who shared his experience working in the oil and
gas industry.
The session ended with Q&A session where students have shown interest on the EICF Programs and the available
opportunities.

SLP Clarification Session with JPKE for ISQ1 Employers
A total of 8 ISQ1 employers consisted of PetroleumBRUNEI (PB), Sahid Sdn Bhd, PTAS Sdn Bhd, Adinin Works & Engineering
Sdn Bhd, Mashhor General Contractors Sdn Bhd, Syarikat Hj Idris Kalong Sdn Bhd (SHIKA), Aker Solutions Sdn Bhd and
Dandy Jaya Sdn Bhd attended the session which was held at the Prime Minister’s Office with JPKE Representatives led by
Awg Lim Hong Huat.
The objective of the session was to ensure that all companies present are aware of the incentives and process of the Skim
Latihan Pekerjaan (SLP) specifically on the Employees' Trust Fund (TAP) and Supplemental Contributory Pensions (SCP).
Also discussed during the session were the Reasonable Wage, employment start
date and Skills Passport. Present during the session was SUT (Upstream), Puan Hjh
Rosmawatty and the EICF Team, EDPMO who acknowledged the support and
cooperation of the companies to ensure the success of EICF.

Energy Industry Quality Assurance (EIQA)
Basic Audit Workshop
A total of 25 auditors from the EICF-EIQA team comprising of members of the Oil and Gas Industry, Ministry of Education
(MoE) and EDPMO attended the basic audit workshop held at Pusat Latihan Mekanik (PLM). The objective of the
workshop was to explain on the preparation needed when conducting an audit which amongst others include benefits of
auditing, auditor’s ethics, audit phases, guidelines and best practices for conducting an effective and successful audit.
During the workshop, auditors shared their experiences and cleared any doubts about the audit processes.
The objective of EIQA is to manage, monitor and audit the quality process and standard for Registered Training
Organisations (RTO); 7 Private RTOs and 4 Public RTOs which will be audited by the EIQA Monitoring Team who have
varied experiences and background on auditing.

“EIQA is required to maintain high level of standards and quality of the EICF Programs delivered by
RTOs in order to produce job-ready trainees and graduates that will be accepted by the industry
not only locally but also internationally. This becomes more important to ensure conformance of
acceptable quality that links the RTOs to international standards such as The Welding Institute (TWI)
or IIW /AWS for welding, CITB for scaffolding, LEEA for rigging.
The objective of the workshop is basically to provide training for the newly appointed EIQA auditors
on audit preparation, share standard practices and guidelines in order to successfully complete an
RTO audit. From the session, it was hoped that the EIQA auditors will get better awareness about the
audit process and what to look for during the audit visit thereby they will gain confidence by
applying the knowledge.
I have seen successes of first intake of ISQ trainees where they are now being employed. With a
structured approach and high level of commitment & hard work from all parties concerned, the
program can go further form strength to strength. Key differentiator is the EICF program does match
the demand with the quality expected by the industry.”
“My experience in auditing started in 2000 where I worked as Senior Technical Auditor for 4 years. I
was trained by using Shell audit methodology and also managed to get the chance to do financial
investigation, intercompany audit, external parties audit, project audit inside and outside of the
country.
The session was a basic session where a lot of good practices were shared. The session was a start
for the new auditors to learn the audit processes and hopefully the auditors can apply it during
EIQA audit in the future as the only way to learn auditing is to practice it.
With the session conducted, it was hoped that the skill of auditing for the EIQA auditors can be
improved and enhanced. I also hoped that there will be more improvement in audit skill area which
have lots of gaps for example good report writing as it is important so that the finding can be
heard. With the EIQA audit visits to RTOs, it was also expected that the RTOs will have further
conformance and continuous improvement to deliver high quality EICF programs.”

Bridging Program for Mason & Carpentry Induction Session

SEKOLAH Vokasional Nakhoda Ragam (SVNR) welcomed its first intake of 22 trainees to the Bridging Program for Mason &
Carpentry who were accompanied by their parents during the induction session. Present were Deputy Principal for
Administration, Cikgu Hj Abdul Aleem bin Hj Abdullah, Principal for Education and Training, Cikgu Arfah binti Hj Jamil,
Deputy Head of Built Environment and Technology Department, Cikgu Aminurrashid bin Hj Ibrahim, Bridging Programme
Coordinator, Cikgu Noorisman bin Mentarais, hostel warden and teaching staff.
This new programme consist of 2 months Institutional Based Training (IBT) followed by 4 months Structured-On-the Job
Training (S-OJT) which will give opportunities to the trainees to acquire the basic skills and knowledge required in order to
work with the Conditional Offer of Employment (COE) companies in this program.

Courtesy Visit to Mason & Carpentry Trainees First Intake
EDPMO SUT Upstream, Puan Hjh Rosmawatty Hj Abd Mumin and the EICF Team recently visited the first intake of the
Bridging Mason & Carpentry trainees at Sekolah Vokasional Nahkhoda Ragam (SVNR). Also present were the Director of
Human Resource Development Department, Jabatan Perancangan, Kemajuan dan Ekonomi (JPKE), Awg Lim Hong Huat
and team, as well as parents and guardians of the trainees.
The session started with an overview of the Bridging Mason & Carpentry Program by the Program Coordinator, Cikgu
Noorisman bin Mentarais. The session then continued with a briefing on the Skim Latihan Perkhidmatan (SLP) Program by
JPKE Officer, Dayang Norshahidul Roshnizah binti Hj Rosli where she explained the details of SLP program including
allowances and any common issues raised.
Puan Hjh Rosmawatty then gave a motivational talk where she congratulated the trainees and emphasised that they are
not only offered a job but a long-term career. She also advised the trainees to work hard with discipline and to practice
Doa, Usaha and Tawakal. Puan Hjh shared the unemployment data published by JPKE recently which showed that about
12,000 people are unemployed in Brunei. In comparison, the Mason & Carpentry trainees are already able to secure
employment through COEs during the recent Job Fair. She also shared her interesting and exciting career experiences in
the oil and gas industry to further instill their interest.
In the welcoming remarks by Cikgu Hj Abdul Aleem, he
congratulated the trainees for making the right decision to
enroll themselves in the program. He added that the
program requires strong self-discipline and attitude and
emphasized on the importance of attendance during their
training. He further informed that upon successfully
completing the program, they will secure a COE to work
with the companies. He added that SVNR is very supportive
of this program and the trainees will be provided with
coveralls, boots and also hostel.
The number of enrolled trainees is considerably low to match with the demand in the Oil and Gas industry and for the
second intake, SVNR is still looking for dedicated unemployed youths who are willing to work to meet the high demand in
the industry.

ISQ1 Trainees Convocation Ceremony
A convocation ceremony was held for the Institute of Brunei Technical Education (IBTE) students including 244 first intake
ISQ trainees from Marker/Fitter, Rigger, Scaffolder and Welder programs at the Chancellor Hall, Universiti Brunei
Darussalam (UBD).
In his speech, the Director of IBTE, Dr. Chin Wei Keh emphasised on the importance of technical education in the
development of skilled technical workforce. He further revealed that the Energy Industry Competency Framework (EICF)
which was introduced in 2013 had proven to meet the industry needs as majority of the EICF trainees were given
Conditional Offer of Employment (COE) before they even completed their programs. He congratulated all the students
and trainees on their graduation and hoped to attract more people to study in IBTE in the future.
The ceremony continued with a speech by the Guest of Honour, the Deputy
Minister at the Prime Minister’s Office, YM Dato Paduka Haji Ali bin Haji Apong.
He emphasised on the importance of technical education in the 21st century
where he highlighted the public’s perception on technical and vocational as
last ‘resort’ for students who are less academically-inclined needs to be
changed. This is because it has been proven that these skilled people are
needed in the industry.
He also praised that the EICF-ISQ programs will benefit the industry by helping
the country to reduce high unemployment rate as well as decrease
dependency on foreign workers.
The ceremony saw the presentation of certificates to all IBTE students. Best
Student Awards were also presented to the ISQ1 trainees from each program:
Budyman Haji Bujang (Best Rigger), Mohamad Safwan bin Hj Rajiddin (Best
Marker/Fitter), Awangku Mohammad Dzulfiqar bin Pengiran Kamaluddin (Best
Scaffolder) and Mohammad Haffizuldin bin Abdul Rahman (Best Welder). The
best students were selected based on a competition held in October 2014.

IS Industrie Brunei Signing Ceremony
IS Industrie Brunei (IS) is one of the Registered Training
Organisations (RTOs) for ISQ welding programs. Recently, IS signed
the RTO agreement with IBTE, Ministry of Education. MOE was
represented by the Director of IBTE, Dr Chin Wei Keh and the
Principal of Pusat Latihan Mekanik (PLM), Cikgu Sheikh Lukman
Sheikh Abdul Hamid. IS was represented by IS Project Manager,
Jean Phillipe Beraud and IS Brunei Project Coordinator, Hj Wan
Mohd Tambrin bin Haji Suhaili. Also present to witness the event
were representatives from IBTE and the Energy Department, Prime
Minister’s Office (EDPMO).

First Certificate Awards Ceremony for Syarikat PTB Welders

SYARIKAT Pakar Tenaga Bersatu (PTB), a private Registered Training Organisation (RTO), held its inaugural Certificate
Awards Ceremony at Putera Banquet Hall, Freshco on the 21st November 2014 for the First Cohort Welders who graduated
from their six-month technical training program. Guest of Honour at the event was His Excellency, Mr Daniel L. Shields, the
United States Ambassador to Negara Brunei Darussalam.
PTB is Brunei’s first-ever Educational Institution Member to be affiliated with the American Welding Society, the world’s
leading welding standards authority. With this invaluable affiliation, welders qualified from Syarikat Pakar Tenaga Bersatu
are certified as an internationally qualified professionals at both 3G and 6G levels.
At the event, Syarikat PTB’s Operations Manager, Pg Hishamuddin Alli bin Pengiran Jaya Indera Pengiran Haji Mokhtar
Puteh, outlined that it was the company’s vision to give back to the society to develop competent and qualified
professionals for the energy industry. He was pleased to announce that in the first cohort, 27 welders were awarded with
the 3G Welder Qualification Test (WQT) and 24 of them attained their 6G Welder Qualification Test and registered as
Certified Welders from the American Welding Society. The welders are now employed in various local energy industry
companies.
The training undertaken by the welders focused on both technical and professional competencies development. The
welder trainees were given HSE and soft skills development training which included entrepreneurship, motivation,
creativity, presentation skills, leadership, professionalism and team work.
Dr Hjh Mona Yati binti DSLJ Hj Md Kassim, the Principal of Syarikat Pakar Tenaga Bersatu explained that the training
program is in line with the Ministry of Education’s National Entrepreneurship Agenda as the welders in PTB were exposed to
entrepreneurship via workshops conducted on Financial Planning by BIBD and Business Planning by Livewire with the vision
to produce entrepreneurial professionals who may one day set up business endeavours to promote local business
development in Brunei.

Site Visits to ISQ1 Companies and Trainees
The EICF Team visited the ISQ1 companies and trainees working in the Kuala Belait District such as to the Marine
Construction Yard (MCY) in Kuala Belait, Mashhor Training Centre in Seria, Light Industrial Area in Sg Bera, Seria and
COEGEN BLNG in Lumut on 20th January 2015, as well as to PTSC in Muara on the 22nd January 2015.
Also joining the visits were the Director of IBTE, Dr. Chin Wei Keh, Director of Human Resource Development Department at
JPKE, Awg Lim Hong Huat and Deputy Principal of Pusat Latihan Mekanik (PLM), Cikgu Hjh Farizah Norin Haji Jalil.
The aim of the visit was to follow up on the trainees’
progress now that they are officially part of the workforce
as well as provide opportunity for the trainees to share
their concerns and issues faced.
The EICF Team motivated the trainees to work hard and
reminded them to demonstrate good work ethics, comply
with employers’ rules and regulations and to face the
challenges with maturity. Most importantly, the trainees
need to change their mindset that they are no longer
students but are now employees in the Oil & Gas
industry. It was a proud moment to see the trainees who
are now employees, working hard under the sun and
hearing positive feedback from their supervisors and
employers.
During the visit, a brief presentation and discussion was
held with the management of the companies, where the
EICF Team shared the 2014 achievements and what is
next in the journey for EICF in 2015. The EICF Team thanked
the companies for their continuous support since the
implementation of EICF in July 2013 and expressed their
excitement to a more enhanced collaboration this year.
