Vol. 20 : October 2011 - March 2012
H ap p y New Y e a r t o A l l !
Many of us have enjoyed long holidays during the festive season. Glimpsing back, the past year has passed
with numerous things out of momentum. World economy was generally in the doldrums. Natural calamity
hit hard several parts of the Earth in massive quantum. This resulted in the global trade ticking unfavorably
in light of no favorite factors in favor.
Shipping industry like the mainstream could not avoid such situation. NYK Line HO, as well as the majority
of the carriers, is foreseeing unlikely to live up to the bottom line at the end of the fiscal year. Fierce compe-
tition, rate undercutting, overtonnaging etc were among the culprits of such distress. Our company/NYK
Line (Thailand) could manage well with business performance surplus the target in 1H. The severe floods
held us back in 3Q and we are now striving to attain the set target. It is positively expected that we should
be able to achieve the desired objectives; needless to say, this could not be made possible without taking
into account the good support of cost saving efforts as collaborated by all.
Heavy floods widespread many parts of our country. About half a hundred of our staff were impacted by the
disaster; their houses inundated. Several of us also faced with difficulty in commuting to work. Dedication in
mind, with integrity and intensity, most attended to work dutifully. This is a good exemplary and apprecia-
tive by the company.
To help Thai, NYK HO transported 12,000 of bottled water to replenish supply of drinking water for staff of
NYK Group in Thailand as well as donated 53 life jackets to TV Channel 3 for their further use/distribution to
help the needy. Other boon activities have additionally been made individually and by the company. More-
over, our company has devised and is exploring some schemes to alleviate the affected staff. BCP drill is an
activity of praiseworthy. Our system should be regarded as one of the almost perfect enabling business to
run usually under conditions - unusual.
FY 2012 may be another difficult year for Liner industry; nonetheless, I ask all of you to continue cost saving
and make improvement in work processes.
Wishing you and your family good health and prosperity.

A terrible year - hard hit by natural disasters; economic inhospitality, viz. earthquake/tsunami in Japan, worst
-ever flooding in Thailand, financial crisis in Europe, shaky economy in the US, as well as slow-down in China
and India - has finally gone. We are now in a new feeling, new refreshing spirit, New Year, new things.
During such a crisis year, we/NYK Line Thailand had exerted its best efforts in generating extra revenue and
simultaneously strenuously to realize the cost reduction in operation which I cannot find out the suitable word
to express and appreciate enough thanks to all of you.
In spite of myself generally a very optimistic person, I do observe and feel that this year should be another
tough year for NYK Line (Thailand) and its group companies since we have not yet recovered from post-
flooding predicament and the situation is tending to persist at least until 1Q or 1H of this fiscal year.
Notwithstanding, with our unified and relentless efforts and wisdom, I strongly believe that we shall overcome
and still can contribute a lot to the prosperity of NYK Liner business.
I wish you and your family a very best and prosperous year.
In the old Japanese saying: Ame Futte Ji Katamaru (langjark fontok, tuk khon dii khun) meaning "After rain-
ing, everything should become better."
Global trade has long been and will
continue to mainly count on maritime shipping, using container box as a means of transportation because it is the
most economical and efficient way of moving cargo.
In the past, the vast majority of the containers were delivered end-to-end rarely subjected to scrutiny on the way.
After 9/11, circumstances changed considerably, there have been increasing concerns that containers might be
another channel exposed to transport terrorists or terrorist materials to a country undetected, especially the US.
As a precaution, the US government has initiated several security programs, such as Customs-Trade Partnership
Against Terrorism (C-TPAT) for supply chain, the International Ship and Port Facility Security (ISPS) Code for vessel
and port operations, 24-Hour Rules for advance manifest declaration/submission, Container Security Initiative (CSI)
for container pre-screening, etc.
As far as containerized cargo is concerned, CSI is introduced with an aim to safeguard and
ensure high-risk cargo being examined or scanned beforehand - preferably at the port of
departure which is similar to other security measures. And, to cooperate, Thai customs
implemented container X-ray in July 2004 and radio-active in March 2009 respectively.
This practice was firstly made on US-bound cargo yet it was later extended to all other
destinations including imports.
Presently, container X-ray is conducted - on a random basis - for all in-coming and out-
going boxes moved through both Laem Chabang and Bangkok Ports. Besides, spot checks
for "import shipment" can also be made at Lat Krabang ICD. On radio-active, scanning is
"compulsory" for all in- and out-bound cargo routed via Laem Chabang Port solely.

AMENDMENT NO. 35/10
I M D G C O D E
To keep pace with the expansion and development of sea transport, there was a change made to the International Maritime
Dangerous Goods (IMDG) Code, which is a mandatory framework for handling dangerous goods and marine pollutants. Its pre-
sent edition is the amendment no. 35/10 and will come into force January 1, 2012.
Apart from the general guidelines of IMDG Code, carriers may have some different in-house requirements in acceptance of the
goods. Also, laws and regulations in handling DG cargo at respective ports can be varied as deemed appropriate by each indi-
vidual country. For the shipment to/from Japan, this amendment has been voluntarily applicable since January 1, 2011.
A summary of the significant changes is as follows:
No UN numbers are deleted.
16 more items are kicked in, total UN numbers now stand at 3496 with explosives going up to 0509.
UN 3166 and 3171 (vehicles) no longer have SP960 (not regulated). They have SP961 - exempt if on vehicle decks, but
otherwise they are regulated according to SP962. They need not be labelled, marked or placarded, but they must be on
the DGN (Dangerous Goods Notification). Fuel cell powered engines and vehicles are now names under UN 3166.
A new chapter 5.5 covers provisions for UN 3359 now called a FUMIGATED CARGO TRANSPORT UNIT.
UN 1748, 2208 and 2880 no longer have a possible corrosive subrisk. There are new UN numbers 3485-7 (Calcium Hy-
pochlorites) for these.
UN numbers 1391, 1649 and 2031 no longer have a possible subrisk 3 for the cases the flashpoint is below 60. There
are new UN numbers 3482-4 for these.
Limited quantity packages need no longer be marked with the UN number. There is a new diamond label for LQ packages,
or a version with a Y inside if consigned under the limited quantity requirements for air transport. This is also the design
of the placard-sized mark for CTUs (Cargo Transport Units) containing only LQ, replacing the 'LTD QTY' mark, the details
are in chapter 3.4.
Extremely flammable substances such as UN 1131 Carbon Disulphide are no longer prohibited on ships carrying explosives.
They just require a segregation value of 4. The exemptions for 1.4S, articles for life-saving purposes, 10Kg of G articles
except fireworks, etc. are no longer required.
Paragraph 5.4.1.5.1 explicitly says the number, type and capacity of the inner packaging is not required.
A new paragraph 5.4.6 requires the consignor and the carrier to retain Dangerous Goods documents for 3 months.

Executive M.B.A. Students Visit LCB Port
On July 21, 2011, NYK Line (Thailand) in cooperation with Hutchison Laem Chabang Port - C1, welcomed a group of E.M.B.A. students from the Frank G. Zarb School of Business, Hofstra University, New York.
The purpose of the visit is to learn about global business issues. There were 18 visitors joining in the trip comprising 16 students and 2 PhD professors - one of them, Dr. Songpol Kulviwat, was a former NYK Line Thailand staff who pursued and earned a doctorate degree in the US after left the company. The presentation made the audiences known more about maritime industry - covering the port, the terminal, the operation and facilities at Laem Chabang Port. They also made brief visits to some certain facilities.
The international trip is part of the program for students to complete the course's requirement. The Executive M.B.A. Program is a graduate course designed for those individuals, who hold the middle- to senior-management positions in private, government and the not-for-profit sectors, to enrich and further pursuit for higher education.
This arrangement was a good opportunity for us to showcase NYK as a mega- and top-class shipping line in Thailand and in the world.
