Foreword
Economic Census is a joint effort and huge administrative exercise which provides
official count of all establishments irrespective of their size in terms of employment including
those in the unorganized sector. The Economic Census is undertaken with intervals of 5 years
conducted under the technical guidance and support of Ministry of Statistics & Programme
Implementation, Govt. of India.
The report contains information on the total number of establishments in agriculture
(excluding crop production and plantation) and non-agriculture (except public administration
and defence and compulsory social security service) along with the total number of persons
usually working therein.
The present report ”Block wise and Activity wise Establishments, Subarnapur, 6th
Economic Census, 2013, (Provisional)” provides information on characteristics of the national
industrial classification wise enterprises, ownership status etc. in the CD Blocks of the district.
Due care have been taken to consolidate the villages in to Block level from Police Station level.
I, extend my thanks to the Deputy Director and Staff of DPMU, Subarnapur for
providing full administrative support for successful conduct of this detailed exercise. I am
thankful to the enumerators and supervisors who worked under the directions of the officers
and staff of DPMU, Subarnapur and made this Census a grand success.
I, further place on record the tireless efforts of the Sri P. K. Dash, Statistical Officer and
Sri Sarat Chandra Sahoo, Statistical Officer of the Directorate for their efforts for compilation
of data and bringing out the report. I am sure that the report will be useful to administrators,

Preface
The 6th Economic Census was conducted in Orissa at the instance of Central Statistical
Organisation (CSO), Government of India. The Directorate of Economics & Statistics executed
the gigantic operation throughout the state in collaboration with all block/urban level
functionaries. The sixth economic census used Enumeration Blocks of 2011 population census.
This Census collected information from all establishments (excluding crop production,
plantation, public administration and defence and compulsory social sector). The information
from Handicraft/ Handloom sector have been collected for the first time, establishments
owned by women and the source of finance etc. The district level report ”Block wise and
Activity wise Establishments, Deogarh, 6th Economic Census, 2013, (Provisional)” have been
prepared basing on the district wise unit level data of 6th Economic Census.
I record my appreciations for all the officers and staff of Joint Directors (Statistics)
Northern Range, Deputy Directors of District Planning and Monitoring Unit, Subarnapur for

Highlights
The Sixth Economic Census (EC) covered all the Blocks of Subarnapur
District
The Sixth Economic Census covered all establishments engaged in various
agricultural and non-agricultural activities excluding crop production,
plantation, public administration, defence and compulsory social security.
Data for handicraft/handloom establishments were collected for the first
time.
Enumeration Blocks (EBs) of Population Census, 2011 were used as the
primary geographical units for collection of data.
As per the Sixth Economic Census (2013), out of total 38201
establishments, 32038 establishments (83.86%) were found in rural areas
and 6163 (16.13%) were found to be located in urban areas .
Out of total 38201 enterprises in the district, 7784 (20.38%) are owned by
Scheduled Caste and 2171 (5.68%) are owned by Scheduled Tribe
Categories.
Out of total 2778 enterprises owned by Women 2410 (6.30%) enterprises
are in rural areas, 368 (0.96%) enterprises are in urban areas.
Overall average employment per establishment in Sixth EC was 2.12 in
Subarnapur District.
As per 6th economic census in Subarnapur District out of total 80946
workers are 24021 (26.53%) female workers.
Out of 24021 female workers in the district 21475 (26.53%) are in rural
areas, 2546 (3.15%) are in urban

Chapter - I
Introduction
The first coordinated approach was made by Central Statistics Office
(CSO),Govt. of India by launching a Plan Scheme “Economic Census and Surveys”in
1976. The scheme envisaged organizing countrywide census of all the economic
activities (excluding those engaged in crop production and plantation) followed by
detailed sample surveys of un-organized segments of different sectors of non-
agricultural economy in a phased manner during the intervening period of two
successive economic censuses.
The economic census collects data on distribution of establishments along with
their salient features like location of the establishments, entrepreneurial activity being
carried out by the establishment, nature of operation, type of ownership, number of
persons usually working in the establishments with male-female, hired, non-hired,
power and fuel used etc. The entrepreneurial data collected under the economic census
is highly indispensable for formulation and updationof the industrial policy both at the
centre and at the state level. The data generated under the economic census apart from
other uses forms the basis for estimation of macro level aggregates of various parameters
of industrial economy and for improving the estimation of National Income and related
aggregates from time to time. The follow-up surveys provide detailed sector specific
information on inputs, outputs, investments etc.
The economic census is conducted every 5 years on a State to Country level to
provide valuable data concerning sales, receipts, employers, and employees. Till date
the Central Statistical Organisation has conducted six Economic Censuses, Five
Economic Census have been conducted earlier throughout the country during the year
1977,1980,1990, 1998 and 2005.It is sixth in series and 100% centrally sponsored
scheme of the Ministry of Statistics and Program Implementation, Government of India.
A reliable and updated database is the foundation of organized and proper planning.
The Central Statistics Office (CSO), since its inception, has been instrumental in

creation and updation of database for various sectors of the economy and its periodic
updation so as to meet the requirements of the planners for sound and systematic
planning both at the macro as well as micro levels. Our economy can broadly be
classified into two sectors, namely, Agricultural and Non-Agricultural sectors. Fairly
reasonable database exists for Agricultural Sector whereas such data base for Non-
Agricultural sector is much desired. Keeping in view the importance of the non-
agricultural sector in the economy and non-availability of basic frame for adoption in
various sampling techniques for collection of data and estimation of various parameters,
there is necessity of Economic Census.
With this background, the CSO started Economic Census for preparing frame of
establishments, particularly the ‘area frame’which could be used for various surveys for
collection of detailed data, mainly on non-agricultural sector of the economy and has
been pursuing through its continuous efforts to develop a sound and reliable data base
for this sector.
Economic census is the census of the Indian economy through counting all
entrepreneurial units in the geographical boundary of the country which involved in any
economic activities of either agricultural (except crop production) or non-agricultural
sector (excluding public administration, defence and compulsory social security) which
engaged in production and/or distribution of goods and/or services not for the sole
purpose of own consumption.
Objectives
To provide economic data at lower geographical levels like tehsils /villages in case
of rural areas and towns/wards in case of urban areas that meet the development
needs for decentralized planning required under 73rdand 74thConstitutional
Amendments.
To provide economic data that meets the needs of the Private and Public sectors,
planners, researchers and analysts.
To provide a modern and comprehensive frame to be utilized in all specialized
economic surveys based on sample techniques.

To provide a broad database to be used in carrying out studies and surveys needed
for economic development programmes.
To compare the survey results with the previous economic series in the
measurement of economic growth rates.
To study the size of the employed by gender and by economic activity.
To study the most important indicators of the national economy structure, the
contribution of private sector in GDP and the structure of national accounts.
To provide updated Directory of Establishments employing 8 or more workers for
local level planning purposes and also for using as a “List frame” for conduct of
survey of such establishments in the non-manufacturing/services sector and
To generate information on number of exporting establishments employing 8 or
more workers, activity-wise and area wise in operation
Scope and coverage
The Sixth Economic Census has been conducted in all the States/UTs of India. In
Odisha, the Sixth Economic Census was carried out in all the 30 districts covering all
areas located within the geographical boundaries of the state. All economic activities
(agricultural as well as non-agricultural) except those involved in the crop production,
plantation, public administration, defence and compulsory social security related to
production and/or distribution of goods and/or services other than for the sole purpose
of own consumption are covered. However, like earlier censuses, the following activities
have been kept out of the ambit of the Sixth Economic Census:
i. Establishments of shelter less and nomadic population, which keep on moving
from place to place and camp either without shelter or with make shift-shelter.
ii. Establishments engaged in some illegal activities, like smuggling, gambling,
beggary, prostitution etc.
iii. Domestic servants, whether they work in one household or in a number of
households, drivers etc who undertake jobs for others on wages.

iv. All wage-paid employees of casual nature.
v. Household members engaged in household chores.
vi. Persons doing different types of jobs depending on the availability of work e.g
loading, unloading and helping a mason or a carpenter, doing earthwork for a
contractor.
vii. Household members working for other households and earning some money which
is insignificant.
viii. Households in which none of the members is engaged in any gainful activity i.e,
households depending on remittance, rent, interest, pension etc.
New initiatives
In order to ensure complete coverage, it was necessary to locate and identify each
and every house in Enumeration Block (EB), use of Abridged House list (AHL), layout
Maps (LM) and Charge Registers was made. AHLs, layout Maps, and Charge Registers
of population census 2011 procured from the Census of Odisha. were distributed to all
the field staff through District Planning and Monitoring Units (DPMUs) . The layout
Map (LM) provides the identification particulars i.e, names and codes of State/ District/
Tehsil / Police Station /Development block /Circle /Town/village/ Ward and
Enumeration Block. It also provides a map indicating the boundaries and landmarks of
the EB, location of each house, purpose for which the census house is used such as
residential and non-residential along with a district census house number. For the first
time in the Sixth Economic Census, Ministry of Statistics and Programme
Implementation involved the collection of statistics Act, 2008 to empower the field staff
and induce in them the sense of confidence while facing typically reluctant respondents.
Thus field work of Sixth Economic Census in all the States/UTs has been conducted
under the Statistical Act 2008.
The information on Handicraft/ Handloom establishments has been collected
through the census for the first time in the history of economic census.

Planning and Execution
The Deputy Director, of the District Planning and Monitoring Unit is the District
Census Officer. He has taken the responsibilities for conduct of economic census at the
District level under the overall guidance of the Director, Economics and Statistics who
is the “Census Commissioner” of Odisha. It organized the field work of the gigantic
operation in the District mainly with the help school teachers and with the co-operation
of the block/urban level officers throughout the District. The District Collector-cum-
Principal Census Officer of the district involved in the process to extend all possible
assistance to the census functionaries in district for distribution of schedules, organizing
training camps, imparting training, monitoring the field work and rendering necessary
technical support for completion of the field survey work within the time schedule.
Methodology
Economic Census operation envisages identification of the enterprises through
complete house listing. The particulars about each enterprise unit identified through
house and enterprise listing schedule “6A” and address details of the establishments
having 8 or more workers in schedule “6C” at field level and schedule “6B” was used
to derive the abstract of the result at different level. The schedules and Instruction
Manuals were prepared in local languages to facilitate the census personnel to be
conversant with the concepts and definitions of the census at the field level.
Schedules canvassed
Following three schedules were canvassed in Sixth Economic Census
i) House and Establishment listing Schedule namely Schedule 6A. This main
schedule is meant for listing of all establishments and households available in the
EBs of census 2011 covering both rural and urban areas.
ii) Establishment Abstract6B. This schedule was completed from the entries carried
in House and Establishment listing Schedule. Schedule 6B provided information
regarding total number of different types of establishments working in the EB
including units./establishments associated with the household. This schedule also

provided information regarding number of workers in the establishment with male-
female and hired-not hired breakup along with total number of establishments
having 8 or more workers.
iii) Directory of Establishment, Schedule 6C. Schedule 6C provided information
relating to establishments with 8 or more workers (hired and not-hired workers
taken together) i.e, the name of establishment its address, description of major
activity, source of registration and other details for preparing Directory of
Establishments.
The Sixth Economic Census Schedules were designed and printed as per the
requirement of ICR Technology. Schedule formats of Sixth EC are given at annexure7.
Classification of Activities
On the directions of CSO economic activities are assigned 3-digit codes as per
National Industrial classification (NIC) 2008. The Deputy Directors of the DPMUs have
been made responsible to ensure proper reporting of NIC codes at district level by
training their concerned staff.
Compilation of data
The data under Economic Census are compiled as per the tabulation plan
recommended by the Technical Advisory Group (TAG) keeping in view the
requirements of the Central and the State Governments. Up to 4th Economic Census,
the economic census data were compiled using the data entry software supplied by CSO
at state level. To reduce the time lag of data entry and generation of tables for its
analysis, Intelligence Character Recognition (ICR) technology was adopted for the first
time for compilation of 5th Economic Census data at ORGI at state Level. After field
enumeration of 6th Economic Census the schedules were collected and was scrutinized
by the supervisory staff of the DD, DPMU. For first time Govt. of India decided to
undertake the data entry work centrally at Faridabad and accordingly the filled in
schedules of the District were directly sent to the central data entry house situated at
Faridabad.

Chapter - II
Concepts and Definitions
Concepts and definitions of the important terms used in Sixth Economic Census
are detailed below:
Establishment
An establishment is a unit or an economic entity situated in a single location in
which predominantly one kind of economic activity is carried out such that at least apart
of the goods and /or services produced by the unit goes for sale(i.e. entire produce is not
for sole consumption). The activity may be carried out within fixed premises/ permanent
structure or without having any permanent structure.
Agricultural Establishment
An agricultural establishment for the purpose of this Census is one engaged in
production of agriculture good (other than crop production &plantation by the farmers
or a group of farmers or any agency), agricultural services, hunting, trapping & game
propagation, livestock production, forestry and logging as well as fishing and
aquaculture, where at least some part of the production or services is sold out.
Establishments engaged in activities pertaining to crop production and plantation though
in the agriculture sector were not covered. Thus primarily cultivators themselves were
outside the purview of Economic Census. However, services incidental to crop
production or plantation provided/undertaken by any one individual or a firm or
accompany by charging fee or rent/ compensation e.g. machinery & equipment for
tilling/ cultivation, preparation of field or sowing harvesting/ chaffing, etc. as their
principal activity were included and the establishments engaged in such activities were
enumerated growing of tea, coffee, rubber, tobacco, etc. were not classified as
agricultural establishments for the purpose of this census, however, establishments
engaged in processing of tea, coffee, tobacco etc. were covered.

Household
A household is a group of persons usually living together and taking their meals
from a common kitchen. It includes temporary stay-away (those whose total period of
absence from household is expected to be less than six months) but excludes temporary
visitors and guests (with expected total stay of less than 6 months). There may be a
household of persons related by blood or a household of unrelated persons or having a
mix of both but satisfying above condition of a household. Example of households
having unrelated persons /members are boarding houses, messes, hostels, rescue houses,
jails, ashrams, etc. These are called ‘Institutional Households’
Census House
A census house is a building or a part of building having a separate main entrance
from the road or common courtyard or staircase, etc., used, or recognized as a separate
unit. It may be occupied or vacant. It may be used for residential, commercial or for both
purposes.
Premises
Premise is census house or part of a Census house occupied by a unit /house
hold. If the activity of the enterprise carried out by a unit /household extends beyond
the boundaries of a single house to a group of contiguous houses and in rare cases a
group of houses in close proximity, the entire group of houses is regarded as single
premise.
Worker
All persons (including children under 15 years of age) working on the last
working day prior to the date of field work in the establishment, either as owners,
members of the household working, co-owner or partner or helping the owner in running
the establishment including other persons engaged by the establishment, whether hired
or not, besides regular and salaried employees, casual/ daily wage labourers are
considered as workers for that establishment.

Concepts of Various Types of ownership
Government/Public Sector Undertaking
Establishments which are wholly owned/run/managed by Central or State
governments, quasi-government institutions, local government bodies like Zila/Gram
Panchayat, Zila Parishad, City Corporation, Municipal authorities, autonomous bodies
like Central/State/deemed to be Universities, Education boards, and government owned
institutions like schools, libraries etc. set up by the government, with 100% funding are
usually called Government establishments. Those run with more than 50% share of the
government and remaining share coming from other sources will be treated as
government/ public sector undertaking. All establishments which are not treated as
Government/ Public sector establishments will be treated as Private Establishments and
classified into one of the following:
Proprietary Establishment
When an individual is the sole owner of an establishment it is a proprietary
establishment.
Partnership Establishment
Partnership is defined as a‘ relationship between two or more persons who have
agreed to share the profits of a business carried out by all or any one of them acting for
all’. There may be two or more owners in a firm, belonging to the same or different
house hold, on a partnership basis, with or without formal registration. All partnership
establishments registered under partnership Act, 1932 were also covered in the
Economic Census.
Private Corporate Establishments (Companies)
Those Private Establishments (companies) registered under the companies Act
1956 and carrying out economic activities fall under the category of ‘Private corporate

Establishments’. It includes private limited and public limited companies, as well as
establishments registered under Limited liability partnership ACT,2008.
Non-Profit Institution
Non-Profit Institution are legal or social entities created for the purpose of
producing goods and services whose status does not permit them to be a source of
income/profit or other financial gain for the units that establish, control or finance them.
Co-Operative Societies
A co-operative society is one that is formed through the co-operation of a number
of persons, recognized as members of the society, to benefit themselves. In the process,
the funds are raised by members’ contribution/ investments and the profits generated
out of the society’s activities are shared by the members. Such societies are usually
registered under Co-operative Societies Act1912.
Self-Help Groups(SHG)
A self-help group (SHG) is a financial intermediary usually composed of 10-
20local persons. Members make small regular savings/ contributions over a few months
until there is enough capital in the group to begin lending. Funds are then lent back to
the members or to others in the village for any purpose. Many SHGs are‘ linked ’to
banks for the delivery of microcredit. SHG need not be registered.
Nature of operation
If the entrepreneurial activity is carried on or likely to be carried on (for newly
started establishments) throughout the year more or less regularly, it is treated as
perennial activity. If the activity of the establishment is confined to a particular season
i.e. fixed months of a year, the same is called the seasonal activity. The economic
activity of the establishment which is neither perennial nor seasonal is termed as casual.
In case of casual entrepreneurial activity, it is carried out occasionally depending upon
the availability of time and resources.

Number of persons Employed on the last Working Day
In relation to day of visit the number of persons found working comprising,
hired, non-hired (including family members; unpaid apprentice and owner himself), on
the last working day in the establishment with gender break up: male and female, and
the total had been recorded. Eunuchs& Hermaphrodite workers are added under male.
Regular wage /salaried workers, who are temporarily absent on the last working day
were also counted. In case of working owners /other family workers (i.e. Self-employed
persons), those ‘normally ‘work in the establishment but could not work on the last
working day, were also included.
Handloom/Handicraft Activity
Handicraft describes a craft or occupation requiring skilled use of hands.
Handicrafts are items made by hand, often using simple tools. These items can be
functional, artistic and/ or traditional in nature. The need to enumerate crafts in the Sixth
Economic Census is to understand and reflect the huge contribution artisan communities
make to India’s economy. Thus, to summarise, skill of worker and use of hand are two
prerequisites for handicraft. It must be predominantly made by hand. It does not matter
if some machinery is also used in the process. Handicrafts range from the very simple
(diyas, kulhars) to the very complex (stone temples, enamel jewellery). Certain products
like baskets, brooms, pots, diyas, mats and chiks could range from very simple to quite
complex, but are traditionally considered as handicrafts even in their simplest forms. At
the same time, certain handmade articles are not usually categorized as handicrafts.
Activities involving human labour without skill are usually not included.

NIC 2008 CODES& Its Description
(Sections, Divisions and Groups)
The National Industrial Classification Code (“NIC Code”) is a statistical standard
for developing and maintaining a comparable data base for various economic activities.
This code has been developed with an intent to ascertain and analyse as to how each
economic activity is contributing towards national wealth
A standard industrial classification is essential for developing a proper statistical
system in any country. Such classifications are frequently used in classifying the
economically active population, statistics of industrial production and distribution, the
different fields of labour statistics and other economic data such as national income.
Comparability of statistics available from various sources, on different aspects of the
economy, and usability of such data for economic analysis, are prerequisite for
standardization of a system of classification.
The National Industrial Classification 2008 seeks to provide a basis for the
standardized collection, analysis and dissemination of industry (economic activity) wise
economic data for India. In order to categorized the economic activity NIC 2008 codes
have been used in 6th Economic Census, 2013. The details of the broad structure of NIC

Results at a Glance
Subarnapur District was carved out of the undivided Bolangir District and started
functioning as a separate administrative unit w.e.f 01.04.1993 with Headquarters at
Subarnapur. It is bounded on the north by Sambalpur district, on the south and the
South–East by Boudh District, on the East by Rairakhol subdivision of Sambalpur
District and on the West by Balangir district.
The geographical area of the district is 2284.89 sq. Kms. The population of the
District is 610183 (as per 2011 Census) and the density of population is 261 people per
sq. km. It has two sub-division, 6tahasils and 6 blocks and comprises 962 revenue
villages. It has one municipality and 2 NACs.
As per the results of the Sixth Economic Census, there are 38201 number of
enterprises in the district engaged in different economic activities. Out of which32038
(83.86%) are in rural areas and 6163 (16.13%) number of establishment are in urban
areas.

In Rural areas Dungripalli Block has the highest number of enterprises i.e7197
which is 18.84% of the total number of enterprises followed by Subarnapur Block
having 6085 (15.93%) numbers of enterprises and Tarbha with 5581 (14.61%) number
of enterprises. Binika Block has the lowest number enterprise i.e.3597 which is 9.42%
of the total enterprise in the district.
In Subarnapur district, Retail sale of food, beverages and tobacco in specialized
stores (NIC Code 472) emerged as the main major economic activity with the highest
number of enterprises 8316 (21.77%) largest number of enterprises followed by
Spinning, weaving and finishing of textiles (NIC Code 131) with 6,337 (16.58%)
number of enterprises and Logging (NIC Code 022) is at third position with 5133
number of enterprises which covers 13.43% of the total enterprises in the district.
Wholesale and retail trade andSpinning, weaving and finishing of textiles plays
vital role and main source of income in the economy of Subarnapur District. In the
district retail sale of food, beverages and tobacco, Spinning, weaving and finishing of
textiles and Logging are the major source of income with 19786 enterprises which
consists of 51.79% of the total enterprises in the district. Retail sale of food, beverages
and tobacco and Spinning, weaving and finishing of textilesare the principal enterprises
both in rural and urban area.

The results of the SixthEconomic Census, shows that there are 2778 (7.27%) number of
enterprises in the districtowned by Women out of which Rural enterprise owned by women is
2410and 368 numbers of enterprise in urban areas.The percentage share of rural and urban
enterprise owned by women 6.30% and 0.96% of the total enterprises in the district. In Rural
areas Subarnapur Block has the highest number of enterprises i.e 554 followed by Tarbha
Block having 540numbers of enterprises owned by women which consists of 1.45 and 1.41
percent of the total enterprise in the district. Binika Block has the lowest number of enterprise
213 owned by women which is 0.56% of the total enterprise in the district.
In Subarnapur district, Retail sale of food, beverages and tobacco in specialized
stores (NIC Code 472) emerged as the main major economic activity with the highest
number of enterprises i.e 615followed by Logging (NIC Code 022) with 567 number
of enterprises and Spinning, weaving and finishing of textiles (NIC Code 131) is at third
position with 358 number of enterprises which are 1.61%,1.48% and 0.94% of the total
number of enterprises owned by women in the district. These thee types of women
enterprise comprises of1540 enterprise out of 2447 women owned enterprises with
percentage of 55.43.

Total number of workers engaged in the 38201 enterprise are 80946. Out of the
total workers 67533 numbers are in rural area and 13413 in urban area which consists
of 83.42 and 16.57 percent respectively. The average worker per enterprise in rural area
and urban area are 2.10 and 2.17 respectively.
In Subarnapur district, economic activities in field of Spinning, weaving and
finishing of textiles (NIC code 131) has the highest number of workeri.e14543 (17.97%)
followed by logging (NIC Code 022) with 13975 (17.26%) worker and Retail sale of
food, beverages and tobacco in specialized stores (NIC code 472 with 12873
(15.90%)workers emerged as the main major economic activities in the district.These
three enterprises were employing 41391 persons in 19786 enterprises, with an average
employment of 2.09 persons per Enterprise and 24.43% of total employment. District-

It is revealed that the highest number person employed in Dungripalli Block with
an employment of 15160with an average of 2.11 worker per enterprise followed by
Subarnapur Block with 12976 number of employment with an average of 2.13 per
enterprise whereas Binika Block with employment of 6708 has the lowest average of

1.86 worker per enterprise. In urban area the average worker per enterprise are 2.18.

The total number of women employed under different enterprise in Subarnapur
district is 24021 against 38201 enterprise with an average of 0.63 women worker per
enterprise. Out of total number of women engaged in 6th Economic Census in
Subarnapur District 21475 were engaged in rural areas which was 26.53% of the total
worker where as the women worker engaged in urban areas is 2546 which is 3.15% of
the total worker engaged in 6th economic census. Tarbha Block has the highest number
of women employment i.e 4687 numbers which is 5.79% of the total employment
followed by Ulunda Block 4416 (5.45%) where as Binika Block has the lowest women
employment with 1851 (2.29%) of women employment to total employment.
Logging (NIC Code 022) under Agriculture, Forestry and Fishing ,Spinning,
weaving and finishing of textiles (NIC Code 131) and Gathering of non-wood forest
products (NIC Code 023) are the three major enterprise where the total number of
women worker is 14626 out of total women worker 24021 and 18.07% of the total
worker engaged in the enterprises of the district.

The results of the Sixth Economic Census, shows that there are 7784 number of
enterprises in the district owned by Scheduled Caste out of which 6491 number of in
rural areas and 1293 in urban. The percentage share of total, rural and urban enterprise
owned by SC community is 20.38, 16.99 and 3.38 respectively to total enterprise in the
district. In Rural areas Tarbha Block has the highest number of enterprises i.e1486
which is 3.89% of the total number of enterprises of the district followed by Dungripalli
Block having 1412 (3.70%) numbers of enterprises and Binika block is the lowest
number of SC owned enterprises with 664 (1.74%) enterprise in the district.
The enterprise belonging to Logging (NIC Code 022) with 1722 number of
enterprise followed by Retail sale of food, beverages and tobacco in specialized stores
(NIC code 472) with1380 number and Fishing (NIC Code 031) are the largest SC
dominated enterprise which are the main source of income of the SC community in the
district. These three enterprises together shared 10.72% SC owned enterprises of the
total enterprise in the district.

Figure 6 : Total number of enterprises owned by SC categories under sixth
economic census in the district.
The results of the Sixth Economic Census, shows that there are 2171 number of
enterprises in the district owned by Scheduled Tribe out of which 2065 number of in
rural areas and 106 in urban. The percentage share of total, rural and urban enterprise
owned by ST category is 5.68, 5.40 and 0.28 respectively to total enterprise in the
district. In Rural areas Dungripalli Block has the highest number of enterprises i.e427
which is 1.12% of the total number of enterprises of the district followed by Tarbha
Block having 399 (1.04%) numbers of enterprises and Biramaharaj Pur block is the
lowest number of ST owned enterprises with 113 (0.30%) enterprise in the district.
The enterprise belonging to Logging (NIC Code 022) with 571 number of
enterprise followed by Retail sale of food, beverages and tobacco in specialized stores
(NIC code 472) with 371 and Gathering of non-wood forest products (NIC Code 023
are the largest STdominated enterprise which are the main source of income of the St
community in the district. These three enterprises together shared 55.14 % ST owned
enterprises of the total enterprise in the district.
Retail trade not in stores, stalls or markets, logging and gathering of non-wood
forest products are main source of income in the district.

Foreword
Economic Census is a joint effort and huge administrative exercise which provides
official count of all establishments irrespective of their size in terms of employment including
those in the unorganized sector. The Economic Census is undertaken with intervals of 5 years
conducted under the technical guidance and support of Ministry of Statistics & Programme
Implementation, Govt. of India.
The report contains information on the total number of establishments in agriculture
(excluding crop production and plantation) and non-agriculture (except public administration
and defence and compulsory social security service) along with the total number of persons
usually working therein.
The present report ”Block wise and Activity wise Establishments, Subarnapur, 6th
Economic Census, 2013, (Provisional)” provides information on characteristics of the national
industrial classification wise enterprises, ownership status etc. in the CD Blocks of the district.
Due care have been taken to consolidate the villages in to Block level from Police Station level.
I, extend my thanks to the Deputy Director and Staff of DPMU, Subarnapur for
providing full administrative support for successful conduct of this detailed exercise. I am

of data and bringing out the report. I am sure that the report will be useful to administrators,
Policymakers, researchers, academicians and other stakeholders.
Suggestion in general and consolidation of villages in to block in particular for

Preface
The 6th Economic Census was conducted in Orissa at the instance of Central Statistical
Organisation (CSO), Government of India. The Directorate of Economics & Statistics executed
the gigantic operation throughout the state in collaboration with all block/urban level
functionaries. The sixth economic census used Enumeration Blocks of 2011 population census.
This Census collected information from all establishments (excluding crop production,
plantation, public administration and defence and compulsory social sector). The information
from Handicraft/ Handloom sector have been collected for the first time, establishments
owned by women and the source of finance etc. The district level report ”Block wise and
Activity wise Establishments, Deogarh, 6th Economic Census, 2013, (Provisional)” have been
prepared basing on the district wise unit level data of 6th Economic Census.
I record my appreciations for all the officers and staff of Joint Directors (Statistics)
Northern Range, Deputy Directors of District Planning and Monitoring Unit, Subarnapur for
their concerted effort in the national programme. My special thanks to all Enumerators and
Supervisors involved in the process.
I sincerely acknowledge the guidance of Sri S. Sahoo, ISS, Director, D E&S for enriching
this publication with his valuable technical inputs and insights.
