European Test Bed (ETB)
Overview
ETB is a missile defense training and warfare development event
designed to raise the bar for US missile defense of Europe
Initiated by action officers at US Naval Forces Europe’s
Commander’s Task Force (CTF) 64 and US Air Forces
Europe’s 603rd Air Operations Center (AOC)
Improve current operational TTPs by providing a venue to
examine current warfare concepts.
Allows real-time procedural updates for immediate testing
and analysis
Raises the baseline level of knowledge and proficiency for
key IAMD players
ETB is designed to be executed with a compact schedule and
maximum flexibility to adjust to the needs of the operators

European Test Bed (ETB) 17-2
Conducted 17-20 July 2017
Operators from 603rd, CTF-64, Aegis Ashore RO, USS
DONALD COOK, and MDA filled positions as: RADC,
IAMDO, UTCO, AAMDS RO, DDGs and THAAD
Originally scheduled as a four day event that included
operator training and 17 runs of various scenario
Value of hot wash-up as a group following each run
recognized early and extended to 45 minutes
reducing number of runs to 14

Playbook provided to operators included ETB
objectives, defense designs, and Pre-Planned
Responses (PPRs)
Each scenario tested various components of defense
design and PPRs which helped develop a better
understanding of inputs to SPINS
PPR were tailored later in the week with operator
feedback from RADC down to firing units

European Test Bed Lessons Identified
Discussion Point 1: Test and verify a new set of TTPs.
Details: TTPs should be as simple as possible, based on clear PPRs, and should be
consistent throughout engagements.
Recommendation: Tacticians and operational planners should avoid complex
coordination schemes and on-the-fly shifts of responsibility of firing policy.
Discussion Point 2: Test and verify a new set of PPRs.
Details: IAMD System is most effective when employing PPRs based on permissive ROE.
Recommendation: Ensure new PPRs are aligned with permissive ROE.
Discussion Point 3: Discover limiting factors when engaging credible and legitimate threats.
Details: Introduction of a complex threat suite of countermeasures, raids and debris.
Recommendation: Design more rigorous and highly challenging scenarios.
Discussion Point 4: Contribute cross-service solutions to integration challenges.
Details: Challenges exist with joint, coalition and multi-national integration.
Recommendation: Incrementally integrate BMD/IAMD capable partners into future ETBs.
