EMBR4A conducts its
Environmental
Summit for CY 2018
The event also served as a platform to update and
share the accomplishments of the EMB R4A on its mandates
and functions in advocating Solid Waste Management. The
highlights presented by RD Paranada were on the financial
assistance awarded to the LGUs within CALABARZON to con-
tinuously enable them to effectively implement RA 9003 and
support the closure and rehabilitation of open dumpsites. RD
Paranada said during her speech that the said financial assis-
tance will hopefully aid in “establishing facilities that will bring
significant contribution to sustain mandatory waste diversion”
Mr. Rommel DL Peneyra, ESWM, MENRO of
LGU Carmona, Cavite also delivered an inspirational message
in behalf of Hon. Roy M. Loyola, Representative of 5th District,
Cavite. Emphasis of the message was on the importance of
education and incorporation of the methods and knowledge
gained into action. He said “Together let us continue working
not only on preserving the beauty and natural balance of our
ecosystem but also on changing the attitude of those inhabit-
ing the environment“ and added that the LGU plays a big part
in shaping the attitude of their constituents. Hon. Loyola be-
lieves that a strong solid waste management will spring from a
strong cooperation among the people in the community.
Effective Solid Waste Management is still an existing
problem all over the country that pose a serious threat in peo-
ple’s health and the environment. From 2012 to 2016, waste
generation in the Philippines grew from 37,427.46 tons per day
to 40,087.45 tons per day – most of these coming from Metro
Manila with 9,212.92 tons per day due to its population and
modernized lifestyle, followed by Region 4A (CALABARZON
Region) contributing 4,440.15 tons per day or 11.8% of the
40,087.45 tons of waste generated due to its rapid industrial
development and population increase. CALABARZON Region
is practically set up to be the next major metropolis and thus
the Environmental Management Bureau (EMB) for Region 4A
tirelessly commits to be proactive in addressing the needs of
proper solid waste management as part of its mandate.
And so, last July 24, 2018, EMB CALABARZON con-
ducted its Annual Environmental Summit with the theme
“Sustaining Cooperation and Partnership” at Taal Vista, Hotel,
Tagaytay City, Cavite. The said event was attended by various
industries & Local Government Units (LGU) within the region
showcasing their Best Environmental Technologies (BET) and
Best Available Practices (BEP) being done for the continuous
protection of the environment and its resources especially on
proper solid waste management. Some of the attendees also
prepared their exhibits with for a more interactive approach.
Aside from the sharing of Best Practices and Technol-
ogies, partners coming from both the private and public sector
all over CALABARZON were also awarded with a plaque of
appreciation to acknowledge their efforts and likewise inspire
them as well as other industries to continue on developing envi-
ronmentally sustainable programs and projects.
“We at DENR EMB R4A continue to commit to give our
best job to impact our environment… .We believe we can make change happen as long as we
remain united in our passion to protect mother earth.
- RD Noemi A. Paranada

Waste Management Commission (NSWMC) presented on the milestones and challenges
regarding Ecological Solid Waste Management. Part of his presentation was on the com-
pliance of the LGUs on the provisions of RA 9003. According to him as of June this year,

the 142 LGUs in the Region, the remaining SWMP of 53 LGUs subject for approval while
a remaining 5 LGUs still required for submission. Updates on Solid Waste Management
were also discussed such as Policy issuances, on-going studies to support policy devel-
opment, as well as existing and upcoming SWM plans and programs.
This was followed by the inspirational message of the OIC, Assistant Director for
EMB, Engr. Vizminda A. Osorio who encouraged all the participants to be part of the solu-

among the barangays that showed exemplary practices qualifying them as the top 3 re-
