1.Influencinggovernmentforpolicychange

In 2017 and following our work in fighting discrimination, especially against RomaCommunities, EAPN Portugal developed a national campaign in partnership with theSecretariat of State for Citizenship and Equality named #direitoaseremoquequiserem(#righttobewhatevertheywant).

This campaign was one of the good practices presented in Dublin during the visit to theinitiativeTravellersandRomaCommunitydevelopmentand rights,organizedbyPaveePointTravellerandRomaCentre(www.paveepoint.ie)andalsointhe11thMeetingoftheEuropeanPlatformforRomaInclusion.BothpresentationsmadebySérgioAires.

In 2017 EAPN Portugal brought together the basic conditions for the establishment of aNationalObservatorytoFightPovertyandSocialExclusion.Thisactivityfollowedtheworkandtheintentionalreadyexpressedinthedocument“CompromissoparaumaEstratégiaNacionaldeErradicaçãodaPobreza” (“Commitment foraNational Strategy forPovertyEradication”).

OneofoureffortstoinfluencethedefinitionofaNationalStrategytoFightPovertyandSocialExclusion.

In 2017 EAPN Portugal continue its work on FEAD, in particular the follow-up of theOperationalProgramtoSupporttheMostDeprivedPeople,bypresentingaformalanswertothe public consultation on FEAD (with the support of some of our national members) andorganisingaNationalSeminarwithmembersofEAPNPortugaldirectlyandindirectlyinvolvedwithFEAD.ThisSeminarresulted ina final reportandarecommendationspapersent tothenationalAuthority.

During 2017 EAPN PT continued its work on following the European Semester and theEuropeanPillarofSocialRightsorthroughtheparticipationinevents(nationalandEuropeanlevel)orthroughtheelaborationor/andcontributiontodocumentsincollaborationwithEAPNEurope.

-ParticipationintheCapacityBuildingsessiondevelopedinDublin(19/20October).

EAPNPortugalalsocontinueditsactiveparticipationinsomekeyworkinggroupsandentitiesatnationallevel,liketheNationalCommissionfortheProtectionofChildrenandyoungpeopleat risk; the Inter-ministerialGroupformonitoringandevaluationof thenationalstrategy fortheHomeless Inclusion, thecoordinationof theLisbonObservatory toFightPovertyandthepresidency of the Non Governmental Forum for Social Inclusion (FNGIS). In 2017 EAPNPortugalhasalsolaunchedtheNationalObservatorytoFightPovertyandSocialExclusionandin December EAPN Portugalwas received by the President of the Portuguese RepublicwhopresentedhiscommitmenttoasocialmobilizationfortheconstructionofaNationalStrategyto Combat Poverty and the readiness to attribute its High Sponsorship to the NationalObservatory.

IntermsofinfluencingGovernmentit’salsoimportanttoshowthatEAPNPortugalsubmittedananswertothepublicconsultationonFEAD(April);producedapositionpaperonthesocialsituation in Portugal (making use of the assessment on the Country Report and NationalReform Program) (April); submitted an answer to the public consultation on the NationalStrategyforActiveandHealthyAgeing2017-2025(August);producedanAppealforthelocalelections(September)andarecommendationsreportfollowingthenationalseminaronFEAD(December).

2. Participation of people in poverty in internal and external workings of theNetwork

EAPN Portugal continued its work with the National and Local Councils of Citizens. Thesegroups are composed by citizens that lived or are living in situation of poverty and socialexclusionandhaveasmainaimstogivethemvoiceinthemattersthataredirectlyrelatedtotheirsituation.

During2017EAPNPortugalpromoted:

• 4 meetings with the National Council of Citizens (NCC): this NCC is composed by 1representativeofeachLocalCouncilofCitizensandhasitsownworkingplan.

• 181localmeetingswiththeLocalCouncilsofCitizens(LCC):thesemeetingsareorganizedatlocallevelbytheregionalnetworksofEAPN.EachLCCaredifferentnotonlybecauseofthe number of the members but also because of the profile of each member. Thesemeetingsalsocontributefortheworkdevelopedatnationallevel.

• 3regionalmeetings(Beja,SantarémandVianadoCastelo):thesemeetingsgatherLCCbyregions,ie,thoseLCClocatedatnorthofthecountrymeetatregionallevelandthesameforthose locatedatthecenterandsouth.This isawaytoexchangepractices, ideasandenhancetheircommitmenttoeachotherandalsowithEAPN.Theseregionalmeetingsarethematic. This yearwere dedicated to human rights, citizenship, immigrationVs nature,cooperationandpromotionofprojectsthroughlocalcouncilswork.

• European Meeting of PeopleExperiencing Poverty: the delegationthat attended the Meeting was, onceagain,selectedamongthemembersofLCC. The Portuguese Delegationparticipated in the Meeting with thefollowing message: Betting on dignityatworkistofightpoverty!!!

• Training on Human Rights incollaborationwithFRA.

• Seminar on Participation and SocialInclusion(18thOctober)

• Meeting with the President of thePortugueseRepublic(11stDecember)

• IXNationalForum(withtheparticipationofallthemembersoftheLocalCouncils).

Intermsofmaterialsproducedduringthisyear:

• It was finalized and disseminated the Guide “Poverty and Social Exclusion: first personlook”

• ItwasproducedaVideoonParticipationwith thevoicesof somemembersof theLocalCouncils

• Itwasproducedby all theCLCof centralregionaCampaignonstereotypes:“UndressPrejudice.WearInclusion”.

• It was produced and published a Book about theworkdevelopedduring theseyearswithLocalCouncilsofCitizens: «Juntos por uma sociedade diferente_o percursodos Conselhos Locais de Cidadãos na EAPN Portugal»(Together for a different society_the way of the LocalCouncils of Citizens within EAPN Portugal). This booksummarizes some of the work of Local Councils andgathers 18 practices/examples of this work in all thecountrydistricts.

Concerningprojects,EAPNPortugalcontinueditsworkonProjectClickwhoseareaofworkisthe employability of vulnerable target groups and the employers' social responsibility.(http://click.eapn.pt/).

In the scope of project EMIN1 it wasdeveloped two sessionsonMinimumIncome issues mainly addressed tocitizens (some of them members ofthe Local councils). The firstonewasdeveloped in Vila Real (12 October)and the second one in Sesimbra (2November).

In 2017 EAPN continued its work with Roma Communities, not only developing workingsessionswith adultmembers of these communities (likewomen and parents) but alsowith

young people and children (inside schools). In this year it was quite relevant the Campaign(#righttobewhatevertheywant),previouslypresented.

EAPN Portugal, in partnership with other entities, organized and developed a “Week onInterculturality”. In 2017 more districts have joined this initiative: Viseu, Castelo Branco,Coimbra, Porto, Guarda, Santarém and Portalegre. Roma issues continued to be the mainfocusofthemajorityoftheactivitiesthatweredevelopedinthisWeek.

Considering the involvement of citizens is also important to indicate that EAPN Portugalfollowing itsworkonageingdeveloped in2017,32ParticipativeForums(in9districtsof theCountry)withpeopleover the ageof 55. The aimwas to listen these citizensonwhat theywant for their own ageing and gather a set of recommendations to improve ageing. It wasproducedanddisseminatedanationalreportwiththemainconclusionsoftheseForums.Fightpoverty and improve minimum income schemes were some of the important subjectsdebated.

3.Networkdevelopmentandgrowth(incl.training,growthetc)

TrainingisoneofthekeyareasofEAPNPortugalintervention.EAPNPortugaliscertifiedinthefollowing thematic areas: Personal Development; Management and Administration;Organization/CompanyFrameworkandSocialWorkandOrientation.

In terms of the annual training plan 837 training hourswere promoted, 69 training actions,involvingatotalof1180trainees.Accordingtotheevaluation,therequestsfortheyear2017were oriented to specific subjects like: intervention with families, coaching, elderly (mentalhealth and palliative care), management conflict, professional stress, human performanceassessmentinOrganizations).

Following the previous years, EAPN Portugal had developed 3 internal training sessions fortheirownstaffon the following subjects: EuropeanPillarof SocialRights, FEADandCitizensForum.

4. Good governance and strong internal democracy (including finances,management,statutorygovernance)

In 2017 EAPN Portugal organized its annual National Members Meeting with an importantfocusonFEAD.EAPNPortugalunderstoodthatanimportantpartofitsmembersaredirectlyand indirectly involved in FEAD implementation and due to the significant delay of theProgram at national level the Organization considered that it was important to understandsome of the obstacles in the implementation and gather some recommendations to theimprovementoftheProgram.AsaresultofthisworkitwasproducedareportandasummaryofthemainrecommendationsontheProgram,thatwerealsosenttotheNationalAuthorityresponsiblefortheProgram.
