Project / Activity No.: 3(a) (c)

Chronology of EC Process:

EC issued by SEIAA vide letter number SEIAA/GUJ/EC/3(a)/196/2013 dated 17/07/2012

for expansion TMT Bars from 1450 TPM to 12000 TPM (increase by 9550 TPM) and

installation of two numbers of additional Induction Furnaces (each 10 TPH capacity).

Proponent submitted request letter for required amendment on 23/07/2013 regarding change in fuel from Natural Gas to Coal. .

The request for amendment was considered during the meeting dated 13/06/2014. During the meeting, the request was not considered by the committee and noted that environmental clearance was granted to the project after conducting public hearing and considering that use of coal instead of natural gas is likely to increase pollution potential of the unit.

Later on, proponent submitted letter dated 23/07/2014 clarifying that the proposed change of fuel is only for the Preheating furnace of Rolling Mill Plant.

The request for amendment was considered during the meeting dated 26/09/2014.

The project proponent presented that there are two separate sections in their unit viz. melting section and rolling mill section. They explained that they have not proposed any change in Melting section and proposed change of fuel in only for Pre-heating Furnace of Rolling Mill section. Committee did not accept their request considering integrated project involving use of Induction Furnace as well as Pre-heating Furnace.

Project proponent again submitted request for change in fuel vide their letter dated 18/11/2014.

Observations and Discussions:

Project proponent in their letter presented that their plant is divided into two parts, one is steel rolling mill other one is melting furnace (Induction furnace). Further they presented that both the activities are carried out in different sheds and not as an integrated projects. At this, the committee discussed that if steel rolling mill and melting furnace (Induction furnace) are considered as separate activity there is no point in amending the environmental clearance now as the Rolling mill part is not covered in purview of the EIA Notification in present context. However, the project proponent was asked to obtain necessary permissions for the proposed change of fuel from the GPCB.

shall conform to the following standards.a. The minimum height of stack provided with each of the generator set

shall be 11 : tr +0.2 (KVA) r/2, where H:Total stack height in meter, h:height of the building in meter where or by the side of which the

generator set is installed.b. Noise from D.G.Set shall be controlled by providing an acoustic

enclosure or by keating the room acoustically, at the users end.

c. The acoustic enclosure or acoustic treatment of the room shall be

designed for minimum 25 dB (A) insertion loss or for meeting theambient noise standards, whichever is dii the higher side (if the actualambient noise is on the higher side, it may not be possible to check theperformance of the acoustic enclosure/. acoustic treatment. Under such

circumstances the performance may be checked for noise reduction up toactual ambient noise level, preferably, in the night time).Themeasurement for insertion loss may be done at different points at 0.5 mfrom the acoustic enclosure/room, and the averaged.

d. The D.G.Set shall be provided with proper exhaust muffler withinsertion loss of minimum 25 dB (A).

e. All efforts shall be made to bring down the noise level due to theD.G.Set, outside the premises within the ambient noise requirements byproper sitting and control measure.

f. Installation of D.G.Set must be strictly in compliance with therecommendations of the D.G.Set manufacturer.

g. A proper routine and preventive maintenance procedure for D.G.Setshould be set and followed in consultation with the D.G.Set manufacturewhich would help prevent noise level of the D.G.Set from deterioratingwith use.

area at nearby School and suggested location by local revenue authority.

However, unit proposes to develop greenbelt in area of 15300 m2 at

project site.

Process Description

Process for Existing products:

Melting Process:

Scrap Processing:

Scraps are sorted out according to its quality & physical appearance.

Light weight scraps are pressed in bundle press machine to make it high

density bundle. Scraps are transported from scrap yard to melting shop

according to heat plan.

Melting process in Induction Furnace:

Induction Furnace is refractory lined pot where Solid Scraps are charged

to make it liquid.

The energy fuel used for the transformation of state (Solid Scrap to

Liquid) is -Electricity.

Solid Scraps charged and melting furnace.

All Ferro alloys materials are added for charging along with scrap in

required combination.

% Mn at certain level is maintained throughout the heat in order to

maintain lower oxygen PPM.

Almost 5 to 6 Samples per heat are drawn for chemical analysis during

the process. It is done in order to decide the quantity and material to be

added in subsequent processing.

After completion of addition the temperature of liquid metal shall be

raised to certain pre fixed temperature level.

After achieving the temperature, the liquid metal is poured in refractory

bricks lined pot (ladle) for casting.

The liquid metal is transferred to either pit side for casting into ingots or

to billets casting machine for producing billets/blooms.

Manufacturing Process chart

Process for proposed products:

MANUFACTURING PROCESS OF ROLLED-PRODUCTS-TMT BARS:

The process involves converting the shape stock viz. ingots, billets to the

desired finished section in the hot condition by way of passing the material

between a pair of grooved rolls and providing suitable drafts at various

stages. The whole operation is conducted at a particular temperature range

and within a limited span. The stages of rolling operation are comprises of

heating of feed stock to rollable temperature, rolling the feeding stock in

different mill stands, cropping the hot bar during the process of rolling

between mill stands as applicable and subsequently finishing in form of hot

rolled deformed bar in straight length. The hot bar coming out of the last

pass is then conveyed through TMT line and collecting in a cool bed after

shearing. The bars at almost ambient temperature are sheared to

commercial length stored and kept ready for dispatch.
