Institutional Development Plan (IDP) Launch
DABD is the nodal office for implementing IDP.

(Education) & National Director, NAHEP, ICAR,
New Delhi inaugurated the programme on
Saturday, 21st September, 2019 Discussions were
held between DDG and entrepreneurs and
members of start-ups at the Directorate of
Agribusiness Development. Application of Virtual
Reality for enhancing learning outcome and Block
chain for managing FPO’s was demonstrated by
industry experts for enhancing learning outcome.
Tamil Nadu Agricultural University has been
awarded the Institutional Development Plan on
“Enhancing the Learning Outcome,
Employability and Entrepreneurial Skills of Farm
Graduates through Excellence in Education” for
a period of 24 months(Aug 2019 to July 2022) with
a budget of Rs.2486 lakhs from Indian Council of
Agricultural Research (ICAR), New Delhi under
National Agricultural Higher Education Project
(NAHEP). The State Government would contribute
Rs.500 lakhs for the IDP.
Objectives of the IDP (TNAU)
1. To improve learner centric environment by adopting innovative pedagogy and academic reforms
2. To promote student and faculty diversity, competence, entrepreneurship, skill development and
international outlook
3. To enhance education management by leveraging alumni network, technology and partnership

Centre), TNAU to discuss about TNAU
varieties for Breeder Seed Production on
30.07.2019.
Training Programme on “Opportunities for
value addition in Agriculture Produce” was
conducted from 06.08.2019 to 09.08.2019 for
Agrepreneurs under Agri-Clinics and
Agribusiness Centre’s.
Three Days Training Programme on “Managing Agribusiness Incubation Centre” was conducted
from 26.08.2019 to 28.08.2019 for CEOs, Business Managers and Assistant Business Managers of
BIFs.
Two batches of Five Days Training Programme on “EDP on Agricultural Export & Import Training”
were conducted 19.08.2019 to 23.08.2019 & 26.08.2019 to 30.08.2019.

TECHNOLOGY COMMERCIALIZATION
MoU between TNAU and M/s Proline Seeds, New Delhi for
COH (M) 8 Commercialization signed on 04.09.2019. It is a
medium maturity (90-95 days), single cross (UMI 1201x UMI
1230) normal hybrid, grains bold, orange yellow in colour with
semi dent type. Highly stable high yielding hybrid (irrigated
7500-8000 kg/ha & rainfed 5000-5500kg/ha) and wider
adaptability across the states in India. It has multiple disease
resistance and moderate resistance to stem borer.

Shining Start-ups by top retailers in India
Big retailers have been expanding their venture through startups for bridging with farmers. One such
exemplary startup onboard is the Ninjacart. The online grocery platform plans to strengthen its supply
chain by embedding the tracking and tracing mechanism of fresh fruits and vegetables in their supply
chain from farm to fridge. The Food Supply Chain Company is supporting farmers to boost their
agricultural income up to 20%.

Cloud Kitchen : A gleaming business platform
Cloud kitchen is providing food online delivery in big cities and towns. The reason for its success are :
easy access to discounts through apps being developed and service by the prominent players. According
to DataLabs (Inc42 estimates), the projected market size of Cloud kitchen is expected to reach $1.05 Bn
by 2023.

NITI Aayog
NITI Aayog with Institute for Competitiveness as the knowledge partner released the India Innovative
Index (III) 2019. Karnataka is the most innovative state in India followed by Tamil Nadu, Maharashtra,
Telangana, Haryana, Kerala, Uttra Pradesh, West Bengal, Gujarat, Andhra Pradesh, for the remaining top
ten major states respectively. The index shows that the innovative ecosystem of the country is strong in
south and western parts of India. The India Innovative Index (2019) would create synergies between
different stakeholders in the innovative ecosystem and India would shift to competitive good governance.

MSME
The Ministry of Commerce and Industry has proposed to reduce fees for various intellectual property
rights like patents and designs for Micro, Small and Medium Enterprises (MSMEs) and startups to
promote innovations. As per the proposal, fees for micro, small and medium enterprises (MSMEs) and
startups for filing of patent applications will be reduced from Rs 4,000 or Rs 4,400 to Rs 1,600 or Rs
1,750. For design applications filing, fees for MSMEs and startups will be reduced from Rs 2,000 to Rs
1,000.

Government e- Marketplace (GeM), Department of Commerce, Ministry of Commerce and Industry has
signed an MoU with Small Industries Development Bank of India [SIDBI] to benefit MSMEs, women
entrepreneurs, Self Help Groups (SHGs), Women Self Help Groups and various loan beneficiaries under
MUDRA and Stand-up India scheme. This is yet another step towards its growing partnership with
financial institutions to enable growth of MSMEs and Start-ups in the country.

Export & Import - News
Overall Agri, processed food exports raised by 7 percent in Financial Year 2019
Overall exports of agri and processed food rose to Rs 1.28 lakh crore in financial year 2019 from Rs 1.20
lakh crore in the 2017-18 fiscal according to Agricultural and Processed Food Products Export
Development Authority (APEDA). Export of Basmati rice rose to Rs 32,806 crore from Rs 26,871 crore in
2017-18, but that of the non-Basmati varieties slipped to Rs 20,903 crore from Rs 23,437 crore. Wheat
exports dropped to Rs 369 crore from Rs 624 crore. A glut in global wheat production made prices of
Indian wheat uncompetitive. Dairy products saw a 72% increase to Rs 3,376 crore from Rs 1,955 crore,
while pulses went up a little over 22% to Rs 1,795 crore from Rs 1,470 crore.

Govt eases input tax refunds for exporters
In a major relief for the export sector, the customs authority has directed tax officials not to insist on proof
of realisation of exports proceeds for processing of input tax refunds. The new directive from the Central
Board of Indirect Taxes and Customs (CBIC) follows assurance from Honorable Finance Minister to the
industry on easing of compliances. The circular makes it clear that tax authorities will not insist on proof
of realisation of export proceeds for processing of refund claims related to export of goods as it has not
been envisaged in the law.

Indian rice exporters need certification of inspection to export to European Union
India exports about 3 lakh tonnes of basmati rice to the European Union. The European Commission had
brought down in basmati rice the maximum residue limit (MRL) level for Tricyclazole, a fungicide used by
farmers against a disease, to 0.01 mg per kg from 0.03 mg earlier. Therefore Indian rice exporters have
to get a certification of inspection from Export Inspection Council/Export Inspection Agency located at
Mumbai, Kolkata, Kochi, Delhi and Chennai to ship both the basmati and non-basmati varieties to
countries of the European Union (EU).
