Introduction
Te Millennial generaion is he larges, mos diverse, and mos progressive
generaion in American hisory.1 Young Americans beween he ages 12 and 29
comprise he Millennial generaion and, as o his year, represen a ull quarer
o he voing-age American public; in oal, 46 million Americans are considered
Millennials.2 In 2012 hey surpassed he 39-million-srong bloc o voers older
han 65, and by he 2020 elecion, when all Millennials will have reached voing
age, hey will oal 90 million eligible voersor 40 percen o he elecorae.3 In
he 2012 elecions he groups naional urnou o roughly 50 percen mean heir18-percen share o he elecorae surpassed he 16-percen share o he elecorae
or hose voers older han 65. Tis also demonsraes he signican work ha
remains o be done o ensure more han hal o Millennials voe in he uure.4
Millennials have already begun and will coninue o shape Americas increasingly
diverse culure, wih 44 percen ideniying as people o color, according o a
recen Campus Progress analysis.5 Addiionally, 44 percen o young Americans
consider hemselves liberal or progressive, as opposed o 28 percen who ideniy
as conservaive or liberarian.6 Even hose who ideniy as young Republicans
demonsrae a more progressive oulook han older members o he same pary.
Tis progressivism is visible in a wide range o issues, rom he broad debaes sur-
rounding he role o governmen and he economy o issues such as immigraion,
marriage equaliy, and womens healh and righs.
Liberarians in paricular are well-posiioned o win over young supporers on
social issues and make a renewed argumen regarding he role o governmen.
Coverage o he 2012 elecions has included numerous young conservaives
expressing relie ha hey can rese he [Republican] parys values around
race and sex.7

Clearly conservaives recognize ha Millennials are increasingly assuming a larger
role in choosing our leaders and deermining he issues ha dominae our poliical
dialogue. Long-erm policy debaes will hinge on he perspecives and engage-
men o he Millennial generaion as he group coninues o make up a larger share
o he poenial voing elecorae. As Millennials power wihin he elecorae
grows, conservaive organizaions will increasingly inves in young people in ordero shape heir ideology and build a sronger conservaive base wihin he genera-
ion. Wih he 2012 elecions now behind us and he inuence o younger voers
deciding oucomes rom he presidency o ballo iniiaives, conservaives are
likely o expand youh invesmen and adop new sraegies in an atemp o win
over young voers.9
Conservaives are no new o his eor. Tis is clear in he number o conserva-
ive groups aimed a young aduls, such as he Young Americas Foundaion and
Collegiae Nework, and he resources wih which hese groups are provided,
including nancial suppor. Conservaives have invesed heavily in long-erm leader-ship developmen organizaions ha provide rainings, inernships, and ellowships
o conservaives saring in college and coninuing hrough pos-graduae lie.
As evidenced in he recen 2012 elecions, he progressive movemen already
boass a huge advanage wih Millennial voers, wih 60 percen o young vo-
ers supporing Presiden Barack Obama compared o Republican candidae and
ormer Massachusets Gov. Mit Romneys 37 percen. Young voers also made he
dierence in deciding numerous progressive ballo iniiaives such as Proposiion
30 in Caliornia, which raised axes on he wealhy o und public higher educa-
ion.10 Bu he batle over ideology will only grow more inense as he youh elec-
orae expands. Allowing conservaives o ouspend, oupace, and oumaneuver
when i comes o young aduls could lead o irreversible, cosly, and easily preven-
able losses or progressives in he uure.
Tis repor is based on he examinaion o public ax records and oulines he
asses, spending, and personnel dierences beween conservaive and progres-
sive youh organizaions. We pulled Public 990 ax orms or he pas our years
or conservaive and progressive organizaions and used hem o deermine all
he nancial inormaion in his repor. Only organizaions exclusively ocusedon youh were examined. Addiionally, esimaes on sang, inernships, and el-
lowships were based upon inormaion ha organizaions posed publicly on heir
websies, unless oherwise noed. Te research ocused primarily on organizaions
ha were nonparisan and geared oward young people, and he caegorizaion

people o mouh Republican alking poins, inuences debaes-and impression-
able sudens-on college campuses, and provides journalism raining, publicaion

Led by organizaions such as he Leadership Insiue, Young AmericasFoundaion, Young Americans or Freedom, he Heriage Insiue, and he well-
unded College Republican Naional Commitee, conservaives have done heir

The conser vative money machine
A he hear o he conservaive movemen are ve large oundaions: he Scaie
Foundaions; he John M. Olin Foundaion (which closed down in 2005); he
Bradley Foundaion; he Koch Family Foundaions; and he Adolph Coors
Foundaion (and is oshoo, he Casle Rock Foundaion). Since he lae 1960s,
hese oundaions have bankrolled mos o he conservaive inrasrucure in he
Unied Saes, providing money or organizaions like he Heriage Foundaion,
he premier conservaive hink ank, as well as hundreds o oher groups dedicaed
o promoing conservaive principles such as less governmen, lower axes, and

Fundraising, assets, and spending
Te conservaive movemen recognizes ha odays youh are omorrows leaders
and hus spend a considerable amoun o money on he uure generaion o con-
servaives. Bu his unding isn jus an invesmen in young leadersis also an
invesmen in he uure o conservaism. Tis is eviden in he broad undraising
base or conservaive youh organizaions.
From hundreds o oundaions doling ou grans o broad low-dollar undraising
programs, he enire conservaive movemen has invesed heavily in developing
is young leaders.13 Young Americas Foundaion, or example, disclosed in heir
annual 990 ax orm ha hey spen $1.4 million in 2010 on direc mail undrais-
ing ha ended up raising $4.7 milliona ne reurn o $3.3 million. Tese inves-
mens are no simply made o raise unds bu also o culivae and mainain loyaly
rom a broader conservaive base.
Wih movemen-wide nancial suppor, conservaive youh organizaions have
increased heir asses on an annual basis and made longer-erm invesmens, such

o spend more money overall, while spending a higher percenage o heir ime
and resources on programming. Wih larger budges and ewer overhead expenses,
is a naural resul ha conservaive organizaions will be larger han heir liberalcounerparseven i here are more progressive youh organizaions overall.

on he broader progressive movemen.
From unding sources o unding levels, here are clear signican nancial dier-
ences beween progressive and conservaive organizaions. Wha is key, however,
is he impac o such dierences. So les look a litle more closely a he organiza-
ional srucure and missions o conservaive youh organizaions and heir long-erm invesmens in individuals.

ions since more han hal o progressive youh groups are eiher subprograms o
larger organizaions or were ounded afer 2009, which means heir annual non-
pro disclosures have no ye been released publicly. For analyical purposes, hisresuls in ewer youh-specic budges o compare o conservaive budges. From
an organizaional perspecive, i also highlighs an imporan dierence beween
he conservaive and progressive youh inrasrucuresdedicaed resources.
As separae eniies mos conservaive youh organizaions have a greaer degree
o conrol over programming and areas o ocus. Teir programs end o be cen-
ered on conservaive or liberarian valuesTe Federalis Sociey, or example,
consiss o conservaives and liberarians ineresed in he curren sae o he
legal orderinsead o on specic issues, as are many progressive groups such
as Gay, Lesbian, and Sraigh Educaion Nework (ocused on gay righs), ChoiceUSA (a pro-choice organizaion), Sierra Suden Coaliion (an environmenal
group), or Unied We Dream (ocusing on immigraion). One reason or his may
be ha he righ ries o seer clear o he exremely progressive sances ha mos
Millennials have on specic policy areasor example, gay righs, aborion, he
environmen, and he DREAM Acand preers insead o ocus on broader op-
ics, including limied governmen and scal conservaism.
Tis also means, however, ha conservaive organizaions have buil core compe-
encies in broad programmaic areas geared oward ingraining conservaive values
in young people, ollowed by rainings on acivism and journalism o ensure
ha young people have he skills needed o implemen heir values. Examples
include programs such as he Collegiae Nework o help rain young conservaive
journaliss or ohers ha embed young conservaives hroughou he res o he
movemens inrasrucure such as he Koch Insiue.
While he ve conservaive organizaions wih he larges expendiures in 2010
he Young Americas Foundaion; he Federalis Sociey; he Fund or American
Sudies; he Insiue or Humane Sudies; and he Leadership Insiuehad a

servaive values and developing uure leaders. Meanwhile, mos progressive orga-
nizaions are narrowly ocused on eiher a specic group among Millennial youh,
such as immigrans, or on a specic issue area, such as aborion or he environ-
men. While many young people care more abou specic issues han abou broad
ideology, groups on he lef mus srenghen he connecion beween issues andprogressive values o mee he conservaive atacks and o build a healhy, long-
erm progressive inrasrucure. Ulimaely, he progressive movemen isel ends
up wih less o a core inrasrucure or an inenional movemen-wide leadership
pipeline han he conservaive movemen.
Long-term investment in individuals
Perhaps he movemen-building naure o he conservaive youh inrasrucure
is mos eviden in heir leadership pipeline, which carries young conservaiveshrough heir 20s and early 30s, wheher i be college, pos-college, graduae
school, or employmen ocused on poliics or policy. Beginning in college, many
sudens are exposed o programs specically geared oward conservaism and
libery ha have been backed by invesmens rom he Koch brohers and oher
conservaive unders.14

repor by Young People For, a progressive organizaion ha rains young leaders in
civic engagemen, examined similar daa and had similar ndings.19 While inves-
men on boh sides has increased since he 2006 repor, he gap beween he wo
sides in spending sill exiss and is coninuing o grow.
From 2003 o 2004 progressive youh organizaions spen a oal o nearly $11
million, while conservaive groups spen nearly $50 million. In 2010 his spend-ing gap beween conservaive and progressive groups spikedrom $39 million
o $48.5 millionas spending by youh groups jumped o $28.8 million on he
lef and $77.3 million on he righ. As he Young People For repor concluded six
years ago, Progressive orces have no mached he growing presence o he Righ
on campusesand i is criical ha we do so.

he 2008, 2009, and 2010 Form 990s available on GuideSar.org, a 501(c)(3) non-
pro ha provides inormaion on nonpros ha advance ransparency. Daa rom
2011 have no ye been ully repored, hereore we excluded i rom his repor.
For each organizaion wih daa lised, daa were compiled rom he Form 990s
led iniially or ha year. Annual expendiure daa were gahered rom he oal
expenses cell, ypically line 18. Annual asse daa were gahered rom he oal
asses cell, ypically line 20. Propery value was calculaed by combining he
disclosed value o boh land and buildings in Schedule D, Par VI. Te number o
naional youh-specic sa in 2012 was based on he number o naional employ-
ees lised on each organizaions websie as o Ocober 2012. Inernship and el-
lowship inormaion was based on a combinaion o specic gran disclosures and
applicaion daa available online. Organizaional and program descripions werebased on he publicly lised mission o he organizaion. Te ax saus o each
organizaion is based on is Form 990, Secion I (ax-exemp saus). Te designa-
ion o organizaions as conservaive or progressive is based heavily on original
research conduced by Lindsay McCluskey. Designaion as Youh Organizaion,
