• St. Louis, Kansas City, Springfield

• TMAs develop application, scoring and project selection criteria

• Most elaborate, intricate detailed scoring based on Metropolitan Transportation Plans

Surface Transportation Program (STP)Small Urban Non-Attributable

– Urban clusters with population between 5,000 – 200,000

• $3.5 million distributed statewide annually• Allocated directly to cities • City leadership selects projects• Normally used for roadway improvements

Surface Transportation Program (STP)Transportation Enhancements• Approx $20 million annually statewide

• 25% used on MoDOT System• 75% Suballocated to TMAs and MoDOT Districts for local competition

• Local Committees develop application process, scoring and project selection criteria

• Used across all categories, but mostly Bike/Ped

• Scored based on Total Emissions Reduction, Cost Effectiveness, Vehicle Miles Traveled Reduction, Land Use/Category- Specific Criteria

Highway Safety Improvement Program (HSIP)Funding set aside through MoDOT funding distribution for

use on MoDOT system• Proactive Measure: Systemwide Solutions• Reactive Measure: Severe Crash Experience• Safety Assessment/Safety Needs Identification

Education, Engineering, Enforcement and Other Policies

State and Community Highway Safety GrantsSection 402 Funding, administered through MoDOT‘s Traffic and Highway Safety Division• Funding can focus on a wide variety of means to

improve safety• Aligned with Missouri’s Blueprint to Arrive Alive

• Heavily involves partners across the state in project selection
