174.RESERVATION FOR SC/ST- CIRCULATIONOF THE RESERVATION ROSTER :

The reservation roster is not a confidentialdocument and therefore there can be noobjection in principle to the roster being shownto any individual/associati

on. It is therefore,considered that if any Govt. servant/recognisedservice association want to see the reservationroster there can be no objection to the

rosterbeing shown to them, if need be, through theliaison officer.(DOP & Trg. No. 8/1/93-JCA, dt. 5-1-93) 175.UNFILLED VACANCIES

OF OBCs SHOULDNOT BE DESERVED BUT CARRIEDFORWARD:

It has been decided that the vacancies reservedfor other backward classes which remainunfilled should not be dereserved but shouldbe carried forward as such for

a period of threerecruitment years or till the vacancies are filledby OBC candidates whichever is earlier.(Dept. of Per. & Trg. OM No.

36012/22/93- Estt, dt. 30-12-93) 176.RESERVATION IN ADHOC PROMOTION :

Since adhoc promotions can be

made onlyagainst vacancies of more than 45 daysreservation is to be followed. However there isno need to have a separate roster for thispurpose. A separate register

called 'AdhocPromotions register' may be maintained to notedown particulars of all adhoc promotions made.This is to facilitate reversion of

such promoteesstrictly in the order i.e. the junior most candidatebeing reverted first. This reversal order will befollowed strictly and there is no preference

forSC/ST candidates in reversion.(DP & AR ON No. 36011/14/83-Estt(SCT),dt. 30-4-83 & 30-9-89) 177.SC/ST/OBC

CANDIDATES SELECTED ONTHEIR OWN MERIT MERIT NOT TO BEADJUSTED AGAINST

RESERVEDVACANCIES:

In cases of direct recruitment to vacancies, theSC/ST/OBC candidates who are selected ontheir own merit without

relaxed standards,alongwith candidates of other categories, willnot be adjusted against the reserved share ofvacancies. The reserved vacancies will be filledup

separately from among the eligible SC/ST/ OBC candidates who are lower in merit thanthe last candidate on the merit list but otherwisefound suitable for

appointment even by relaxedstandards, if necessary.(Dept. of Per. & Trg. OM No. 36012/22/93-Est (SCT) dt. 8-9-93) 178.RELAXATION FOR SC/ST

IN QUALIFYINGEXAMINATION:

If qualifying examination is prescribed forpromotion on the basis of seniority cum fitnessin any

case, relaxation in the standard for SC/ ST candidates should be made to the extentdecided on such occasion taking into account(i) the number of vacancies reserved

(ii) theperformance of candidates, general as well asSC/ST candidates (iii) the minimum standardof fitness for appointment to the post and (iv)the overall strength of

the cadre and that ofSC/ST.(DP & AR OM No. 36021/10/76-Estt. (SCT),dt. 21-1-97) 179.(I) WHEN ONLY A SINGLE VACANC

YARISES IN A YEAR :

When only one vacancy occurs in the initialrecruitment year and the corresponding rosterpoint

happens to be reserved for SC or ST,the vacancy should be treated as unreservedand filled accordingly. The reservation shouldbe carried forward to the subsequent year.

Ifin that subsequent year also only one vacancyarises it will be treated as reserved against thecarried forward reservation.180.RESERVATION ROST

ERS NOTDETERMINING SENIORITY :

Reservation rosters are meant for determiningthe number of vacancies to be reserved forSC/ST

and not for determining the order ofactual appointment or for the purpose ofdetermining seniority.(DP & AR OM No. 10/52/73-Estt (SCT),dt. 24-5-74)

ROSTER ATDIVISONAL LEVEL BY THE SERVICEUNIONS REGARDING

As per chapter IV rule 6 of Swamy'scompilation on Reservations & concessions forSCs/STs (corrected upto 93) the reservationroster is

out a confidential document and canbe shown to individual officials/association andif necessary through the Liaison officer.In case of any such requests from the

serviceunions, the Divisional Superintendents mayconsider as per the above orders and they maybe permitted to peruse the Roster once a year.

TRANSPORT TOOFFICIALS IN NEED OF URGENT MEDICALCARE WHILE ON DUTY.

It has been decided that departmental vehicleto the extent available, should be provided tosuch officials who may need emergent medicalattention while on duty for moving them

tohospitals, dispensaries etc.In the event of such an arrangement not beingimmediately possible, maximum possibleassistance/aid should be provided

and theofficial moved to hospital by engaging othertransport, if necessary, at the cost of the Govt.(DG, P&T No. B 27011/5-80-WL, dt. 19-10-82) 

187.FAILURE OF FAMILY PLANNINGOPERATION :

Laproscopic operation is method of sterilisationunder the Family Welfare

Programme and incases of failure, the incentive increment shouldbe withdrawn from the deemed date ofpregnancy. It may, however be waived in caseeither of the

couple undergoes sterilisationoperation again.(O.M. No. 23011/4/87/Ply, dt. 20-5-87) 188.RATE OF INCENTIVE

INCREMENT BEGRANTED EVEN IN THE SCALE OF THEOFFICIATING POST HELD ON

ADHOCBASIS AT THE TIME OF FAMILY PLANNINGOPERATION:

It may be clarified that an employee holding alower post

regularly and officiating in a higherpost on adhoc basis is also entitled for theincentive increment at the rate of increment inthe scale of the post held at the

beallowed the incentive increment subject tofulfilment of all the other conditions ascontained in this Ministry's OM No. 7(51) - E-III/85 dt. 16-12-85.

officers, to give prior intimation to beconcerned officials and also details about theA.O.R.(Chief PMG T.N. No. AP/7-80/89-MS,dt. 23-4-91) 

192.SUPPLY OF UNIFORMS TO SORTINGPOSTMEN

All the Sorting Postmen whether

performingindoor or outdoor duties may be supplied withsame uniforms as are supplied to Postmen asper Rule 737 of P&T Manual Vol. II and letterNo. 30-43/58-M II, dt. 15-12-60.

CEA shall be admissible to a Govt. Servantwho on transfer from one station to another, iscompelled to keep his child/children studyingin the final

196.PROPOSAL TO GRANT OF TA/DA TOCASH/MAIL OVERSEERS ORDERED TOWORK AS

BPM IN STOP GAP ARRANGE-MENT

The proposal has been carefully examined andit has been decided not to

grant TA/DA to cash/ mail overseers while functioning as BranchPostmaster within their own territorial jurisdiction. Whenever need arises for

lookingafter the duties of Branch Postmasters by cash/ mail overseers, arrangements may be madefor regular branch postmasters, at the earliestand no such

extra attraction be provided formail/cash overseer to continue in such stopgap arrangement for prolonged period.

(i)For finding out commutation value, the'age next birth day'

should be taken for account.Hence if an official who is retiring onsuperannuation and also his date of birth willbe in the second fortnight, may go on voluntaryretirement

before completing his 60th age. Ifso, he may get more commutation amount thanon superannuation.(ii)The availability or otherwise of EL has nothingto do with the grant of

LND because there isno such restriction not to grant LND when ELis available.(iii)The maximum amount attachable in the caseof Court attachment is as

follows :(a)For maintenance decree : 2/3 X (Grossemoluments- all allowances)(b)For decree other than maintaince : 1/3

X(Gross emoluments - exempted allowances) -Rs. 400/-.(c)All kinds of TA, Conveyance Allowances, HRA,CCA, CEA, Medical

reimbursements and likesimilar allowances are exempted from courtattachment.(iv)Even an official who has been on EXOL forone year will fetch the credit of

10 days of HPLduring January and July respectively.(v)When a departmental official is required by thePolice, officers for interrogation,

invariably asenior official like ASP/SPI/PRI (P) shouldaccompany the official and he should remaintill the interrogation by the Police is over with aview to giving protection to the
