MEANING (Why study a language?) All students will have the opportunity to develop

languages acquisition and intercultural skills to enable them to participate more actively in NZ’s diverse multicultural society and in the global community. (Synthesis -NZ Diversity Forum, Auckland, Aug 2008)

MANDATE (Requirements) All schools with students in years 7 – 10 should

be working towards offering students opportunities for learning a second or subsequent language (p 44 NZC 2007). This includes te reo Māori in English Medium Schools.
