Mission Statement
Applied Measurement Professionals, Inc. (AMP) is a private stock corporation located in the greater Kansas City area. It was incorporated in the state of Kansas in 1982 as a wholly owned subsidiary of the National Board for Respiratory Care, Inc. AMP’s corporate mission is to provide certification organizations, governmental agencies and private industry with assessment, management, communications and technology services that meet the highest professional and ethical standards; tailor these services to fulfill the unique requirements of each business partner; and personalize the delivery of these services by providing innovative and accessible professional and managerial staffs serving business partner organizations throughout all phases of the program.

We count ourselves as fortunate to work in a vibrant industry that invests in people and supports the growth of many professions. It truly motivates me each day to know we have the privilege to assist some of the world’s most dedicated organizations improve the quality of the workforce and protect the public. I bet you feel the same way.
Working daily to build and administer credentialing programs and/or manage the affairs of non-profit associations has been very rewarding and has provided us unique insight into the strength, devotion and success of more than 100 professions. A number of surveys have been done recently to evaluate the value of certification, including a couple that we conducted with our business partners. While the specific results for each survey and profession are slightly different, there are almost universal attributes for the value of certification:
Enhances personal enrichment and self-esteem
Provides greater recognition from peers and supervisors
Improves career advancement opportunities
Increases the profession’s image with practitioners, employers and consumers
I think we can all agree, these are solid motivators to move a profession and the people in it forward. From a more personal perspective, I can relay a few examples of what creating and managing professionally sound credentialing programs in the respiratory care community has accomplished. The National Board for Respiratory Care (NBRC), AMP’s parent company, was created in 1960 to evaluate the professional competence of respiratory therapists. Since then, the NBRC has issued over 350,000 professional credentials to more than 210,000 individuals, and it currently tests nearly 40,000 candidates annually. One of the respiratory therapy examinations is now the standard for licensure in the 49 states that regulate the profession. We believe this effort has played a significant role in establishing credentialed respiratory therapists as key members of the interdisciplinary healthcare team and thereby improving patient care.
The theme of this year’s annual report is “Moving Professions Forward.” In it, we take a look at a few of the professions we have been fortunate enough to serve over the years. We comment on the current status and recent trends within the Real Estate, Healthcare, Fitness and Environmental Protection markets, and highlight some of our valued business partners within those industries and how we have worked together to move these professions forward. Make no mistake, we are not trying to take credit for any growth within these professions or the significant accomplishments of our business partners. We’re just pleased to have provided a helping hand as these fine organizations fulfill their mission and vision for their profession.
Finally, as is our tradition of corporate transparency, we discuss our own current financial position. We are pleased to say that, due to the trust you have shown us, we remain on solid financial ground. We hope this report finds your organization and profession flourishing. It is also through your loyal support that we are able to give back to our com-munity and support worthy causes that we believe make a difference in our world.

The real estate market is full of surprises! One minute it is full speed ahead, the next the market is spiraling downward due to varied and complex issues within the real estate, lending and appraisal fields. Adding to the complexity of these fluctuations are the increasing need to monitor online practitioners, the resurgence of self-practice using online resources, reciprocity across jurisdictions and new terminology and roles to redefine the traditional salesperson and broker dynamic. It is difficult for professionals in the field to stay abreast of trends, timing, laws and best practices – let alone the public citizen looking to hire a real estate professional to buy or sell property. For these reasons, regulation in the real estate field is as important as ever. AMP has been assisting states protect their real estate consumers since 1989. Our national examinations for real estate salespersons and brokers are accredited by the Association for Real Estate License and Law Officials (ARELLO) – ensuring they accurately and fairly assess professionals licensed to serve the public in those capacities. In fact, AMP is the first vendor to have received ARELLO accreditation and reaccreditation. We are also the only vendor using a practical simulation to assess Brokers (or Managing Brokers) at the higher levels of informa-tion gathering and decision-making where they need to operate.
Everyone in the real estate profession, as well as most property owners, are thrilled with the recent turn around in the real estate market. In 2013, home sales rose to the highest level since 2006. While this effect began to taper at the end of 2013 (and into 2014) in part due to slowing job growth, entry into the profession remains strong. Candidate volumes are up more than 40% over the previous several years. We are on alert at AMP, helping new professionals schedule and complete their examinations in a convenient, stress free environment so they can move into practice and join this vibrant industry.
AMP is proud to represent 13 states in their goal of protecting the public and ensuring the highest standards in real estate practice. Our examinations are used in Alabama, Georgia, Illinois, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, South Dakota, Vermont, Washington and Wyoming. We are pleased to assist each of these jurisdictions with their dedication to licensing real estate professionals in a fair and expeditious manner.
The most recent jurisdiction to begin using our real estate examinations is North Carolina. Since their transi-tion, we have been thrilled to support their dedication to sound psychometric principals and the highest quality measurement. The partnership between the North Carolina Real Estate Commission and AMP has truly been a great addition to the state and to AMP’s national program. Licensees in North Car-olina can rest assured that they are being evaluated and assessed fairly and deliberately. Likewise, consumers in North Carolina can feel confident that their real estate representative has shown competence in both national and state real estate laws and standards of practice.
On the flip side, one of our longest standing partnerships is with the State of Georgia. While profes-sionally sound and legally defensible examinations have always been a top priority with the Georgia Real Estate Commission as well, we’ve been pleased to extend our services to the state over our more than 20 years of partnership. We have written and maintain a proprietary Core Licensing System (CLS) that allows the state to convey a license the same day a candidate passes the examination. In this way, we help them meet another important need – getting people in the workforce as soon as possible. Successful candidates no longer have to wait days or weeks for their license to begin earning a living.
Our years serving the real estate industry have certainly seen many changes and challenges. Hats off to the many dedicated state employees and real estate professionals who work to maintain the industry’s high standards of practice and compliance.

If there is any industry with more change and upheaval than real estate, it is certainly healthcare. While healthcare certification tends to hold steady even in troubling economic times, the entire healthcare arena is currently facing turbulent times. If you consider the long term dynamics of the healthcare world, such as ever-changing technology, advancing standards of practice, an aging population, shortages for certain professionals (e.g., nurses), recent epidemics (e.g., obesity, resistant infections), and the growth of privatization, and mix in the recent healthcare reform with its many versions and interpretations, the result is an industry racing to redefine itself and find a firm foothold in a new world.
We believe this only increases the importance of certification. Ensuring high standards of practice and pro-tecting public safety is never more important than when people’s health and lives are on the line. While AMP’s role is a small one in the vast landscape of healthcare, it is an important one. Our services and guidance allow many healthcare organizations to offer and promote voluntary certification and licensure as one important step in this pro-cess of ensuring competent practice and public safety. From job analysis research to empirically define each specialty area of practice, to ensuring quality item and test construction, to providing fair and standardized testing opportunities to all candidates, including those with documented disabilities requiring special accommodations, AMP strives to be the foundation of quality certification for our esteemed healthcare partners.
One such partner, the Association of Pulmonary and Critical Care Medicine Program Directors (APCCMPD), has been working with AMP since 2006. APCCMPD was created to foster excellence in training and mentoring for educators in pulmonary and critical care medicine. APCCMPD initially contracted with AMP to provide test development and web-based test administration for the Pulmo-nary and Critical Care Medicine (PCCM). In 2010, APCCMPD also selected AMP to provide test development and web-based test administration for the Critical Care Examination (CCE). APCCMPD’s programs are unique in that they are in-service examinations for fellows enrolled in programs that provide training in pulmonary and critical care medicine specialties. Fellows are tested at commencement of fellowship and at the end of their first, second and third year of training. Examination results give valuable feedback to the individual physicians and to the program directors for potential curriculum changes. It has been a privilege to work with APCCMPD and observe the trends as physicians improve their examination performance as training time has increased. With the rapid changes to patient care and healthcare systems these days, it is gratifying to see a profession adequately prepare physicians and subsequently increase levels of patient care.
While many healthcare professionals are focused on prevention and cure, another AMP partner, the National Board for Certification of Hospice and Palliative Nurses (NBCHPN®) is focused on providing expert care in serious illness. The purpose of NBCHPN®is to promote delivery of comprehensive palliative nursing care through the certification of qualified hospice and palliative care professionals.
As practice in hospice and palliative care has grown in recognition over the years, NBCHPN® has been diligent about identifying sub-specialty areas of practice with contained and specific bodies of knowledge. AMP has assisted NBCHPN® in bringing many of these to fruition as voluntary certification programs that include the Advanced Certified Hospice and Palliative Nurse, Certified Hospice and Palliative Nurse, Certified Hospice and Palliative Pediatric Nurse, Certified Hospice and Palliative Licensed Nurse, Certified Hospice and Palliative Nursing Assistant, Certified Hospice and Palliative Care Administrator and the Certified Professional in Perinatal Loss Care. Each is based on sound research, strict adherence to industry standards and collaboration from esteemed subject-matter experts and experienced psychometric leaders. AMP’s vast experience with nursing certification boards allows us to help our clients quickly react to industry needs. Across their current seven programs, we have many staff from a variety of departments at many levels involved in the ongoing maintenance for NBCHPN®. Any of them will tell you what a dedicated and inspiring group of professionals exist within the NBCHPN® organization and their industry.

The number of individuals working diligently behind the scenes to protect our environment is astounding. Our intricate world relies on many layers of safety to protect our food and water sources, agricultural industry, and varied habitats. Complex, ever-changing government regulations and impacts of first-world lifestyles continually alter the landscape for those serving on the front lines of environmental protection. Additionally, fluctuations between local and federal oversight and transportability of certifications and licenses across jurisdictions can limit the mobility of workers.
Take water and wastewater management for example. It is sometimes hard to remember, but the impact these professionals have on public safety is immense. The professionals that run water filtration machinery and monitor water quality are at the forefront of ensuring safe drinking water for our world. Now, they also have the burden of playing a key role in protecting our most valuable resource from potential terrorist threats. Wastewater transmission and treatment play a similarly important role in ensuring a clean, safe environment.
The Association of Boards of Certification (ABC) is dedicated to protecting public health and the environment by advancing the quality and integrity of environmental certification programs. ABC has been assisting states and provinces with environmental certification programs since 1972. Their membership consists of more than 100 certifying authorities representing more than 40 states and 10 Canadian provinces, as well as several international and tribal programs, who certify more than 240,000 water and wastewater operators, laboratory analysts, and backflow prevention assembly testers. Approximately 80 certification programs currently utilize ABC examinations to test more than 30,000 candidates annually.
ABC faces many unique needs as a conglomerate of state certifying boards. They continually strive to meet individual members’ needs while advancing practice and industry certification as a whole. AMP’s role in assisting ABC has certainly grown over the years. Since 2004, we have provided secure, standardized computer-based testing (CBT) to a growing number of ABC’s member jurisdictions and currently serve 23 jurisdictional programs. Recently, we’ve been fortunate enough to expand our role and become an even greater partner in ABC’s goals. As ABC renews its pursuit of standardizing practice, facility ratings and cross-jurisdictional certification in 2014, AMP will be conducting job analysis studies for each level of certification and providing additional psychometric and organizational consulting. We are proud to be part of the future of water/wastewater certification. ABC’s ongoing dedication to improving the industry and public safety is inspiring.

Fitness is “hot” right now, with rapidly changing fads and trends. While exciting, it can be difficult for consumers to cut through the malaise to identify and practice safe, healthy workout and lifestyle
changes. Whether it be a professional athlete needing to improve performance, a new mother hoping to lose weight, or a senior citizen trying to prevent injury, consumers are increasingly looking to exercise
professionals to safely and successfully guide their journey. The stage for fitness and exercise profes-sionals has changed as well – no longer simply tied to sports arenas and gyms. Healthcare facilities,
retirement complexes, corporations, and tele-franchises are providing new employment oppor-tunities and offering new ways for a variety of consumers to interact with these professionals.
This further increases the need for professional regulation and accountability of practitioners working in the fitness/exercise industry.
AMP has been truly fortunate to work with the National Strength and Conditioning Association (NSCA) for more than 24 years. They stand out among the many fitness
certifying agencies as one maintaining a high standard for the credentialing pro-cess for personal trainers and strength and conditioning specialists. Through our
partnership over the years, we have assisted NSCA in setting itself apart by insisting on the highest quality and legal defensibility of its examinations.
The focus is on scientific practice by using videos to create a real world assessment. Through these processes, we have witnessed NSCA staff
and experts’ true love of physical fitness and their desire to share its benefits with the greater population.
The hurdles NSCA faces are many and varied, such as globalization, fly-by-night online “certifications,” and promoting true and lasting fitness in
light of ever changing fads. We plan to continue partnering with them in the years to come to produce quality examinations with industry leading enhance-
ments for NSCA candidates.
Through our contacts with NSCA, we have also entered into a new partnership with the Coalition for the Registration of Exercise Professionals® (CREP). CREP is a not-for-
profit corporation composed of organizations that offer NCCA-accredited exercise cer-tifications. Membership currently includes the American Council on Exercise, the National
Strength and Conditioning Association, the American College of Sports Medicine, the National Council on Strength and Fitness, the National Exercise Trainers Association, Pilates Method
Alliance, and The Cooper Institute. CREP developed and maintains the U.S. Registry of Exercise Professionals® (USREPS), an internationally recognized online registry that allows exercise facilities,
healthcare providers, health advocacy organizations, insurers, and consumers to easily identify exercise professionals in their local communities who are certified by the most respected, reputable organizations
in the field and verify all of his/her credentials in real time. AMP’s management services division serves as CREP’s management firm. We created and help maintain the USREPS registry and CREP website.
With the launch of USREPS, CREP is taking the much needed step of providing users with an efficient and accurate means to identify professionals who have been validated against a uniform standard for their role as an
exercise professional. The secure, sophisticated infrastructure provides only the information necessary to clearly iden-tify professionals and verify if they hold a current exercise professional certification. The fact that many organizations,
some with competing programs, are partnering to promote quality, shows their dedication to protecting the public and advancing the profession.
The emphasis on third-party accreditation by the National Commission for Certifying Agencies (NCCA) mirrors AMP’s core belief that by following industry standards of accurate, reliable assessment and secure, standardized administration, volun-tary certification plays a vital role in public protection. We are proud to be part of both these organizations’ efforts.

While the economy may not be fully recovered, we are encouraged by positive indicators and a slowly strengthening job market. We are hopeful these trends will continue and provide fertile ground for our business
partners’ and our own growth.
Fairly consistent with US GDP growth, our total revenue went up 3.8% in 2013. However, our expenses also climbed by 4.4%, so net income before taxes and bonuses remained flat. To be sure, we are still pleased
with our financial ability to provide much of our net income back to staff in the form of profit sharing and bonuses, helping to retain the quality of staff required to provide the very best level of service. This pos-
itive return also provides the resources to increase and improve our equipment, infrastructure and the AMP Assessment Center Network.

Whether we believe the economic times are better or not, AMP always strives to increase our cash position and remain free of long-term debt. As the Balance Sheet indicates, we were able to do that again in 2013. We fully understand the importance of continuous improvement and enhancement of resources, as well as prudent financial management. In 2013, we purchased $730,000 worth of new equipment to better serve our clients and were able to pay for these improvements through current cash flow.
We are pleased to once again increase stockholders’ equity by over 9% and the debt-equity ratio (measure of financial leverage) continued to be strong at .67. The current ratio (ability to meet short-term obligations) remains excellent at 2.4. As a privately held company, we leverage this strong financial position to invest wisely in our current and future ability to best serve our business partners.

Our staff show a determined dedication to moving professions for-ward by supporting the initiatives and goals of our clients. This determination is
mirrored in their commitment to offer a helping hand to those who need it. AMP also realizes that successful businesses thrive in healthy communities, so we are
committed to serving and growing our local community.
AMP and its staff supported several philanthropic events and fundraisers in 2013. Thousands of dollars were donated for charities like Braden’s Hope
for Childhood Cancer, Pulmonary Fibrosis Foundation, Olathe Mayor’s Christmas Tree Fund, Salvation Army, American Heart Association,
and Johnson County Community College. Throughout the year, staff collected food items for our local Harvesters Food Bank
and clothing and personal care items for the Care of Poor People organization. Our Green Transportation program
also rewarded staff who took efforts to make our planet a better place to live by walking or bicycling to work, carpooling, utilizing public transportation, or driving an
EPA SmartWay designated vehicle.
It is undeniable that a company is only as good as the people that make it run. And we have great people! Our employees are
passionate about what they do, and it is with pleasure that AMP rewards these efforts with opportunities that support the social and
work/life balance needs of our staff.
From fitness goals to culinary delights, 2013 offered a full gamut of activi-ties. Staff were able to let loose and socialize with an afternoon gathering at
the ice cream truck and turned up the heat with a Cinco de Mayo salsa contest. They got moving with new pedometers and fitness challenges and committed to
a safe workplace with CPR/First Aid training. Our families gathered for a county-fair style company picnic complete with food trucks, games, photo booth, face painters
and a magician. And in true AMP fashion, when the rain came, everyone pitched in to bring the fun indoors.
Our focus on quality work and good citizenship, with just the right amount of fun sprinkled in, once again made 2013 a success.
