PREFACEIT IS obviously a great honor that the island of Bali is sti ll

trusted to be the host of the 8th ASEAN Ministerial Meeting on

Transnational Crimes (AMMTC).

This meeti ng is a form of trust of Internati onal community

that we should hold in order to achieve bett er relati onships and

more intensive cooperati on in the future ti me.

We have done a lot of preparati on in terms of security

matt ers long ti me before the event held, and even we have

conducted coordination with Indonesian National Police

headquarters to support us to secure this great event. We have

also conducted cooperati on with other related insti tuti ons such

as Nati onal Army (TNI), local government as well as enti re sides

and community involved.

This total security preparati on is solely intended to create

condusive conditi on and public order so that all agenda in the

meeti ng would run well, smooth and successfully as what has

been planned before.

We do hope that this meeting will be quite beneficial

to all participants, so that a better diplomatic relationship

can be achieved and improved, and we all have a common

understanding, problems identification dealing with trans

nati onal crimes we face in our region.

Finally, we would like to say welcome and then have a

pleasant journey back home to all delegates. May this meeti ng

will lead us all to great success and bett er future.

Those Police will be deployed in several strategic points such as; airport, hotels and places or areas that will be passed by the VIPs, state representati ves and delegates of AMMTC.

Head of Public Relations of Bali Regional Police, Kombes Pol Drs. Hariadi, SH said that Bali Police have made a lot of security preparati on to give safety to all delegates of this meeti ng since long ti me ago.

Bali Regional Police will conduct security measures in several areas berfore the delegates arrive, while the meeti ng in progress, unti l the events fi nish, and all delegates and guests leave Bali. Bali Police always hold show off force and conduct a number of routi ne Police operati ons to create condusive atmosphere in Bali before the meeti ng held.

All delegates and participants of AMMTC will be escorted from the airport to their hotel in Grand Hyatt Nusa Dua.Kombes Pol Drs. Hariadi further said “We are featuring Intelligent acti viti es in this operati on in order to create condusive security and public order situati on. This is intended to ensure that all meeti ng agendas run smoothly and successfully”.

By the time delegates arrive in the hotel, the surrounding areas have alrady been sterilized from any possible threats and are ready to be used for AMMTC. Police personnels involved in this operati on called “Puri Agung 2011”, are deployed in hotel Grand Hyatt and its surrounding areas.

Internati onal Airport, meeti ng venue, hotels, dinner venue, exhibiti on area, trip route and also some shopping center. Those areas would be the focus of the security done by the Police.

The other security focus conducted by Bali Police are the acti viti es such as; meeti ng agenda, welcome dinner, spouse program as well as certain acti viti es done. The Offi cer in charge will make report of daily acti viti es.

“We apply this measures in order to keep this event safe and smooth. Therefore, Bali Police offi cers will always be ready to secure this meeti ng professionally”.

Bali Police also mobilize a number of equipments to support the security of this event, such as; 78 unit of motor cycles, 62 units of Police cars, ambulances and anti riot vehicles. This Police operati on is also supported by Police vessels to watch along beach area in Nusa Dua.

All delegates and parti cipants consisti ng of chairman of AMMTC or high offi cials (Ministerial level), Chairman of

SOMTC, ASEAN General Secretary, Aseanapol Secretary, Chairman of Aseanapol, and a number of Police Chiefs

will get full protecti on and escort during their stay in Bali to att end the meeti ng.

Bali Police also conduct coodrinati on with TNI (Indonesian Nati onal Army) to secure this event. This is done in order to synergize security cooperati on with other related insti tuti ons. “We are also grateful to the community who take part in securing this event”.

Besides, We would like to thank to all Police personnels who have conducted their duties and provided the best service. Kombes Pol Drs. Hariadi, SH also said“We have already got many experiences before, dealing with how to secure Internati onal events held in Bali”.

Bali Regional Police would also express its thankfulness to all delegates who have taken part in the success of this 8th meeti ng. Bali Police also hope that further meeti ng would be held again in Bali with the feeling of friendship and familiarity.

TWO days before the beginning of AMMTC, which is planned to be opened by the President of Republic of Indonesia DR. Susulo

Bambang Yudhoyono, and held at Hotel Grand Hyatt Nusa Dua, SOMTC leaders throughout southeast Asia began to arrive to the Island of Bali through Ngurah Rai Internati onal Airport on Sunday 9 / 10.

On the fi rst day of October 9th 2011, leaders of the ASEAN SOMTC from Brunei Darussalam, Myanmar, Singapore landed at Ngurah Rai Airport by plane with flight number SQ 946, and also leaders from Thailand arrived by plane with flight number TG 431 at 14.00pm (local ti me) unti l 19.10pm.

The arrival of SOMTC

leaders was greeted by a Bali local government officials, officials from Indonesian National Police, which was initi ated by giving garlands to all delegates, signifying a tribute.

When the delegates of SOMTC proceeded from Ngurah Rai Internati onal Airport to their hotel in the area Nusa Dua, they got police escort that had been prepared well in advance, in order to anti cipate troubles, barriers and security problems during the trip.

AMMTC leaders of China, Japan and Republic of Korea as well as the General Secretary of ASEAN for the 8th AMMTC, arrived in

Bali on the second day through Ngurah Rai Internati onal Airport, by using a boeing aircraft with fl ight number SQ 946, GA 857, SQ 948 and GA 410, from 19.10 pm ( local ti me) unti l 21.35 pm , monday 10 october 2011.

Besides the arrival of AMMTC leaders to Bali, on Monday the 10th of October 2011, it was also the registrati on ti me for delegates to the preparatory of the 8th AMMTC, which was located in the Grand Ballroom of BNDCC Nusa, by wearing official dress of respective

AMMTC leaders.preparatory of SOMTC has also been

carried out for the 8th AMMTC, which was att ended by leaders of ASEAN SOMTC in the Grand Ballroom 3 BNDCC. In order to make the opening and closing ceremonies of AMMTC ran well and smooth, the committ ee have conducted several ti mes of practi ce / rehearsal to anti cipate the occurrence of errors during the event.

On the second day at 19:30pm unti l 20:30pm, AMMTC committee held a welcome dinner for the leaders AMMTC, from China, Japan and Republic of Korea, leaders of ASEAN SOMTC, SOMTC leaders from China, Japan and Republic of Korea with wives, and the enti re delegati ons

in Grand Ballroom Garden of the Grand Hyatt Hotel Nusa Dua.

AMMTC was att ended by several countries such as Philippines, Thailand, Cambodia, Myanmar, Laos, Vietnam, Singapore,

Malaysia, Brunei Darussalam, China, Japan, Korea and Indonesia. besides that, there are also several ministers and wives who were present, they were, from s Brunei Darussalam, Laos, Singapore, Vietnam, Japan.

The opening of the meeti ng was initi ated by nati onal anthem of Indonesia and then conti nued by a welcome remarks from the leader of Indonesian AMMTC, Police General Drs. Timur Pradopo, followed by offi cial speech of the President of Republic of Indonesia DR. H. Susilo Bambang Yudhoyono, and ended with the hitti ng of the Gong (traditi onal bell) as a sign that AMMTC conference begins.

Aft er the opening ceremony of AMMTC, President of the Republic of Indonesia proceeded to the Grand Ballroom 3 for photo session, followed by AMMTC leaders, leaders of China, Japan, and Republic of Korea, General Secretary of ASEAN, leaders of ASEAN SOMTC, leaders of SOMTC from China, Japan and Republic of Korea. And before enjoying their lunch, the persident and all delegates visited the exhibiti on site ASPACPOL.

THE fi rst meeti ng of the 8th AMMTC was attended by AMMTC leaders, General Secretary of ASEAN, leaders of ASEAN SOMTC as well as all ASEAN delegates,

and held in two venues, namely Grand Ballroom

1 and 2 on Tuesday, October 11th 2011.The meeti ng which was started before the

coff ee break ti me, at 13.15 pm (local ti me) unti l 15.00 pm discussed 10 agenda, then at 15.20 pm unti l 17.00 pm, there was also a meeti ng of AMMTC leaders to discuss agenda 11, which was att ended by AMMTC leaders and General Secretary of ASEAN in Klungkung Room Grand Hyatt Hotel Nusa Dua.

Then at 17.10 pm until 17.40 pm, the meeti ng was conti nued to discuss agenda 12 to 16, att ended by AMMTC leaders and General secretary of ASEAN, ASEAN SOMTC leaders, and the delegates in Grand Ballroom 1 and 2.

Closing the acti vity on October 11th 2011, a dinner was held for the leaders of AMMTC, leaders of China, Japan and Republic of Korea, ASEAN SOMTC leaders, ASEAN General Secretary,

leaders of SOMTC from China, Japan and Republic of Korea with wives and all delegates in Pasar senggol (Night Market) in Grand Hyatt Hotel area.

IN ORDER to keep Bali as a safe place for anyone to visit, special security service should always be given to the tourists. Police will always monitor and secure

every tourist objects all over the island. These are done in order to ensurethe tourist that they will enjoy their stay in Bali without any fear and troubles.

Under the leadership of Police Inspector General Drs. Totoy Herawan Indra, S.H., M.M., Bali Regional Police are intensifying the security measures towards its jurisdicti on. The presence of uniformed police offi cers are always featured in notonly strategic area in the city, but also in remote rural areas to ensure there is no crime in Bali.

In certain tourist areas such as in the area of Kuta , Sanur, Nusa Dua beaches and others, special Police postsare placed for tourist security. The Police offi cers guarding the post are trainedto master three foreign languages namely English, Chinese,

and Japanese. Itspurpose is to facilitate their communication with foreign tourists.

Polda Bali has proven its ability in uncovering crimes, ranging from minor criminal cases such as cases of theft to terrorism. Disclosure of the perpetrators and the masterminds of the Bali Bombing case I and II, is a proof thatBali Regional Police offi cers are skillful andwell trained in investi gati ng extra ordinary crimes.

From the disclosure of terrorism acts that occurred on October 12th 2002 and October 1st 2005, there were dozens of suspects had been arrested and are undergoing punishmentprocess. Even the trio of Bali Bombers: Amrozi, Imam Samudra and Muklas were executed (dead sentence) on Sunday, November 9th 2008 at 00:15 in the morning.

crimes, but also of the danger of narcoti cs abuse. There were already many internati onal narcoti cs syndicates that were caught trying to smuggle drugs into Bali.

Drugssyndicates who was recently caught were the ones from Iran. Some of the suspects have been undergoingtheir punishment, one of them is Rouhollah Serish Abadi Bin Samad. In 2010 he was arrested by the Ngurah Rai airport customs offi cers because of carrying sabhu sabhu (crystal meth) of 1.047 kg in weightwith a value of 2,2 billion rupiahs.

The arrest of the Iranian named Rouhollah Serish Eternal Bin Samad, was one of the greatsuccess of Bali Police eff orts in combati ng drugs traffi ckings. Previously, some Iranians were also detained in Bali Police cell because they wereinvolved narcoti ccases. Almost all the perpetrators fallen as they passes inspecti on area of Ngurah Rai Airport, Tuban. The Iranian citi zens, they are; Daryoush Omid Ali, Bahman Mirzaei, Mehdi Alinejad Goleston, Alierza Safarkhanloo, Saied Soltani Nabizadeh, Masoud Soltani Nabizadeh and Mohammad Argasi.

Their acti on mode in smuggling narcoti cs is by swallowing the package that contains sabhu sabhu (crystal meth). From the stomach the perpetrator, the offi cers found 476 capsules containing sabhu sabhu worth around 7 billion hsrupia. The drugs courier entered Bali by air passing through the route ofTurkeyIstanbul – doha-kuala lumpur-Denpasar and the last desti nati on was Jakarta. BALI

The accuracy, alertness and hard work of Bali Police offi cers in overseeing the package delivery of internati onal drugssyndicates are the base ot preventt he coming Mafi a drugs leaders into this island of the gods.

At this ti me, Bali Regional Police has a number of police personnel of 12,659 people,spreaded out all over Bali. The number of Police personnelsare mostly concentrated in Denpasar PoliceResort, with the number of 1884 personnels, and they are in charge in some sub district areas such as Sanur, Kuta, Denpasar and Nusa Dua. While the number of personnel stati oned atBadung District Police, subordinati ng some sub district Police, namely Canggu area, Mengwi and othershas a numberof 806 personnels.

The number of Police personnels inGianyar DistrictPolice are 1342 persons, the number of Jembrana District Police personnelsare 997 persons, and 1305 officers are placed in Buleleng District Police, while hundreds of other personnels deployed in several citi es in Bali.

In order to maintain the reputati on of Balias an internati onal tourist desti nati on,thousands of Police offi cers were alerted to keep Bali safe, comfortable and beauti ful. Bali Police have a major role in maintaining and guarding the security in Bali.

Condusive situati on in Bali can not be achieved without support and coordinati on with the nati onal police headquarters. Besides, cooperati on is also carried out with some countries both in terms of security and development of tourism. Close cooperati on is also done parti cularly in form of ASEAN, Asia, America,Australia and European countries.

PADANG PADANG BEACH

This is a white sandy beach, and its locati on is hidden behind the rock cliff s on the northern island of Bali. This beach is exactly located in the region Pecatu. It is also oft en known by the name Suluban beach.

The hidden location of this beach is may be the cause why

this beach is less known to many people. However, this beach had ever been used as one of Hollywood movie shooti ng place, starred by Julia Roberts, enti tledEat Pray Love. The sparkle of its beauti ful white sand makes this beach comfortable for sunbathing. The wave on the beach is also very good for surfi ng,and it has become the choice beach for surfers from foreign countries.

The distance of this beach from Denpasar city is about about 35 kilometers, or about 40 minutes drive. When we arrivein this beach, We will immediately be able to see a beauti ful stretch of beach seen from above. From the bridge we can look down directly to Padang Padang Beach.

To go down there is only way, namely a narrow passage that can be passed one by one person only. There is no other way to get to this beach. So if wewant to be there we have to wait for the following to go up and vice versa, because this exoti c and beauti ful white sand beache is surrounded by steep cliff s.

This beach is usually crowded by foreign tourists for sunbathing, swimming and surfi ng. If the ti de is high, the surfers will come to this beach because it has good waves for surfers. Although this beach is located in a remote area, standard public faciliti es are available such as showers, toileta, and also lifeguards.

KINTAMANITourism potency of this

region is the view of the mountains which are very unique and amazing. After approximately 2 hours drive from Denpasar City, we will arrive in the region, precisely at a place called Penelokan, which is in Balinese language means the place to look. It is the most strategic locati on to enjoy the natural scenery in the area. Penelokan located in Kedisan village.

From Penelokan we could see spectacular scenery. combinati on of Mount Batur Lake Batur and black rocks with a blue crescent-shaped in a caldera. Many tourists said that is the most beauti ful caldera in the world. Penelokan have already had good suchtourist faciliti es as hotels and restaurants.

TRUNYAN VILLAGEThis village is located in

Kintamani sub district. It is a village that is famous for its authenti city customs. Trunyan village is situated on the shores of Lake Batur. To reach this village, we must cross the lake and takeabout 15 minutes by boat that has been available

for rent. One unique, interesti ng and mysti cal thing of this village is the way of bodies funeral which is diff erent from other community in Bali. In the village of Trunyan, corpses are propped against a tree or simply placed on the ground without burial, but there is no putrid odor from the corpse, because it is believed that the smell have been absorbed by a large tree called Menyan tree.

UBUDIf you want to have vacati on while enjoying the genuine

cultural atmosphere with the beauty of its art, Ubud which is located in the Gianyar district is a wise choice.

Nusa Penida which is located in Klungkung regency, is an island in the south east part of Bali and is separated by badung strait from the mainland of Bali.
