Project Name: Academy/Vanguard Drive
Amount: $635,646
Description of amendment:
Add the Academy/Vanguard Drive project to the 2023 Capital Improvement Program Public Works Department list.
This project is in the TIP 2019-2022 through Amendment #2.
RDY00013 Academy Drive/ Vanguard Drive Area Traffic Circulation Improvements [Brayton Drive to Abbott Road] – Project would improve and align Academy Drive and Vanguard Drive west of Abbot Road. Project would include non-motorized improvements and consider adjacent land use.
The Proposed CIP Plan misses an AMATS funded project that has match funds through a recent bond. This is the road work on Vanguard from Academy Drive north to Abbott. This project cannot be delayed as it must precede or match the State of Alaska project that will bring 10,000 cars per day to Vanguard at Academy.
This is project RDY00013 in the 2019-2022 TIP

PROPOSED AMENDMENT Add New Project Change Existing Project

Project Name: Academy/Vanguard Drive
Amount: $1,000,000
Description of amendment: Add the Vanguard Drive from Independence to Academy Drive project to the 2022-2027 Capital Improvement Program Public Works Department list under Non-NHS Roadways. This would add pedestrian facilities to Vanguard Dr south of Academy Dr to Independence Dr and traffic calming particularly to prevent cut through traffic in Patriot Park. Intersections with Vanguard at Cannoneer and Courage should get special attention to prevent cut through traffic and to lower speeds in the neighborhood. The AKDOT project connecting Scooter Dr with Academy Dr is expected to increase traffic on the stretch of Vanguard by over 30%. Vanguard includes large apartment complexes but no sidewalk and already experiences problems. A recent planning study, DRAFT DESIGN STUDY MEMORANDUM DECEMBER 2019 PM&E Project No. 09-04, estimated $700,000 to add pedestrian facilities. The additional $300,000 is to cover required traffic calming. This project is supported by the Abbott Loop Community Council. Funding Source: Note funding source(s) in appropriate year for amendment:

A RESOLUTION ADVOCATING FOR TRAFFIC CALMING AND PuBLIC SAFETY
IMPROVEMENTS T0 THE ACADEMY DRIVE / VANGUARD DRIVE AREA
TRAFFIC CIRCuLATION IMPROVEMENTS PROJECT
WHEREAS, the Abbott Loop Community Council is the voice for all Abbott Loopresidents and actively works to improve the quality of life in the Abbott Loop area, and,
WHEREAS, the Abbott Loop Community Council desires walkable, pedestrian-andbike-friendly neighborhoods comprised of Complete Streets; and,
WHEREAS, the Abbott Loop Community Council recognizes the need for the AcademyDrive / Vanguard Drive project improvements to accommodate increased vehicular,pedestrian, and bicycle traffic generated by the Alaska Department of Transportationand Public Facilities' (ADOT&PF) Seward Highway: O'Malley Road to DimondBoulevard Project, and,
WHEREAS, the Abbott Loop Community Council considers the speed and volume oftraffic along Vanguard Drive to be a current public safety issue; and,
WHEREAS, the volume of traffic traveling on Vanguard Drive is projected to more thandouble with the completion of this project; andL
WHEREAS, the increase in traffic will greatly exacerbate the traffic and public safetyproblems which currently exist along Vanguard Drive; and,
WHEREAS, the Abbott Loop Community Council believes that the community'sconcerns regarding the Academy Drive / Vanguard Drive project are legitimate andmust be addressed; and,
WHEREAS, the Abbott Loop Community Council believes that through
1. the inclusion of Vanguard Drive, from Independence Drive to Academy Drive,into the project scope, and,
2. the installation of traffic calming measures and pedestrian facilities alongVanguard,
the increase in traffic from the O'Malley Road to Dimond Boulevard Project can beaccommodated while maintaining and/or improving the safety of vehicular, pedestrian,and bicycle traffic, as well as the quality of life of nearby residents; and,
WHEREAS, the Abbott Loop Community Council has held numerous communitymeetings on the Academy Drive / Vanguard Drive project and has identified the traffic

calming and public safety measures most preferable to the community; and,WHEREAS, the Abbott Loop Community Council strongly advocates for the inclusion ofthose traffic calming and public safety measures Into the proposed Vanguard/AcademyRoad project, as listed below in order of preference, to ensure the safety of vehicular,pedestrian, and bicycle traffic, as well as the quality of life of nearby residents:
1. Wide (7ft -8ft) asphalt sidewalks along the east side of Vanguard Drive fromIndependence Drive to Academy Drive,
2 A neckdown where Vanguard Drive abuts Academy Drive,3. A choker at the Intersection of Vanguard Drive and Courage Drive,4. A choker at the intersection of Vanguard Drive and Cannoneer Circle,5. A fire gate where Courage Drive abuts Vanguard Drive; and,
WHEREAS, the Abbott Loop Community Council believes that without the inclusion oftraffic calming measures, this project will adversely impact the quality of life and safetyof residents who live or travel through the area.
NOW THEREFORE ABBOTT LOOP COMMUNITY COUNCIL ADVOCATES FOR
TRAFFIC CALMNG AND PuBLIC SAFETY IMPROVEMENTS LISTED ABOVE TO THE
ACADEMY DRIVE / VANGUARD DRIVE AREA TRAFFIC CIRCULATION
