Semiconductor Business

As the leading manufacturer in semiconductor production equipment, our accumulatedtechnical knowledge has enabled systemization of chip making processes. Comingtogether with the miniaturization of semiconductor devices there has been increasingdemand for improved precision in machining technology for chips. At Tokyo Seimitsu, we provide equipments for production lines designed to improve the quality andproductivity of processes such as wafer probing machines, wafer dicing machines andpolish grinders, offering optimal systems for automation and process management, aswell as providing support.

Our wafer edge grinding machines, such as “W-GM-5200,” chamfer the edges of wafers to removemicro cracks on the wafer edge and improvefracture strength. These products are highlyappreciated by our customers and command topglobal market share. Combining the technologicalexpertise built up by Tokyo Seimitsu in precisionmeasuring equipment and semiconductorproduction equipment, our “ChaMP” Series of CMPsystems satisfy process requirements in design rulesbeyond 90 nm and are able to keep up with themost advanced volume-production fabs. Our waferinspection systems, including the “WIN-WIN 50,” arebased on state-of-the-art technology such as ourunique optics, a high-speed image processingsystem and an extraordinarily precise wafer stage.Our wafer probing machines, such as the“UF3000EX,” enable phenomenal levels ofthroughput, world-class load capacity and highprecision, as well as excellent contact via an optimalstructural design that reliably eliminates changes inflatness due to positioning. Further, our polishgrinders, including the “PG300RM,” offer integratedsolutions for thinner wafers and damage removalrequired for various IC cards, system-in-packageproducts, and 3D mounting technology whileeliminating wafer damage in transport. TokyoSeimitsu wafer dicing machines, such as the “A-WD-300TX,” realize superior cost of ownershipthanks to high throughput and high process quality.Our “MAHOHDICING MACHINE” is the world’s firstlaser dicing machine to cut silicon wafers using anon-contact method to ensure zero damage to thewafer surface.

Metrology Business

Our metrology business is comprised of multi-purpose measuring instruments and automaticmeasuring instruments. In multi-purpose measuring instruments, Tokyo Seimitsu has a long-established partnership with Carl Zeiss in the field of high precision measuring instruments andis collaborating in manufacturing and sales. High precision measuring instruments are used inthe precision measurement room or the measuring booth partitioned in the machine processline, such as 3D coordinate measuring machines, surface texture and contour measuringinstruments and cylindrical form measuring instruments. The enhancement of environmentalresistance and the automation of the operation of Tokyo Seimitsu’s high precision measuringinstruments are progressing in response to the need for higher precision of parts and short-time data feedback to manufacturing processes.

Our 3D coordinate measuring machines, such asthe “UPMC-CARAT Ultra ACC,” provide high-precision support for increasingly high-precisionparts, while Active Scanning technology and AIfunctionality enable high throughput and easyoperation. “SURFCOM5000DX” and other surfacetexture and contour measuring instruments satisfyconflicting demands for high speed, high accuracyand low vibration, achieving unparalleledperformance. Roundness and Cylindrical ProfileMeasuring Instruments, such as “RONDCOM76A,” are compact and boast high precision andrigidity. We also provide the most advancedtechnology for production line measurements atthe shop floor with measuring instruments thatpossess superior environmental durability,supporting automation of measurements. Our“Pro” series of coordinate measuring machines forcar body are extremely effective for processmanagement and error analysis of car bodymeasurement, especially when building prototypes.Meanwhile, Tokyo Seimitsu’s automatic measuringinstruments, such as “PULCOM V10” and “V11,”provide unequaled reliability, uptime and qualitythrough real-time control using in-process gauges,feedback control and a feed-forward system. Ourmachine control gauges, including “PULCOM”Measuring Heads, feature extremely high precision,supporting processing engineering as it becomesmore precise.

Business conditions and results for fiscal 2008During the fiscal year under review, the semiconductorproduction equipment (SPE) business faced a severebusiness environment as semiconductor manufacturersdecreased or postponed capital investment mainly due tothe drastic decline in DRAM prices based on theunbalanced situation of demand-supply forsemiconductors. Meanwhile, wafer dicing machines andpolish grinders for back-end processing aptly metcustomers’ needs and sales of these products increasedover the previous year.

In the metrology business, demand from automobile-related manufacturers and machine tool producers wasrelatively steady and both orders and sales expanded as aresult of the efforts to secure orders by addressing

customers’ needs. Notably, sales to overseas marketsposted a steady rise.

Capital investments for future growthWe continued to invest aggressively in capital projects toraise quality and pursue production reforms. Capitalspending was mainly allocated to our production facilities atTsuchiura (for measuring instruments) and Hachioji (forSPE) and to subsidiary Tosei Engineering Corporation. Anew assembly plant for measuring instruments was finishedin May 2008. Construction of a new SPE manufacturingfacility on the Hachioji site began in June 2008 and is dueto finish in April 2009. Work on the new Kita-Kandatsu Plantat Tosei Engineering was completed in February 2008.

Business outlookWe expect business conditions in the SPE sector to remainharsh in fiscal 2009 ending March 2009. However, weexpect demand to rebound starting in fiscal 2010. To takeadvantage of this recovery and boost our market share, weplan to have new products that match customerrequirements ready to launch in the near future. Until then,we will continue promoting cost-reduction programs andproduction reforms for higher profitability. Since the business

environment is expected to remain extremely tough this fiscalyear, we will make the utmost effort to lessen the impact onprofits while preparing for the recovery period and furthergrowth from the following fiscal period.

Although the global economic slowdown is likely toimpact customers in the automobile and machine toolindustries, metrology business will endeavor to maintaingrowth in sales and profits in fiscal 2009 and beyond. Weare targeting sales growth in overseas markets where ourshare is still low. Since growth is matured in the market, wewill implement initiatives to secure new orders by offeringcustomers products that closely match their requirements,and strive to expand sales overseas through our alliancewith Carl Zeiss.

Seeking continuous growthEven when times are tough, we constantly seek to grow byleveraging our unique strengths. To achieve this, we buildmutually beneficial bonds with companies and individualsworldwide with the common goal of generating globallysupreme products. Behind all our efforts is the goal ofbeing a truly global company. By creating “WIN-WIN”relationships with customers, business partners,shareholders, employees and all other stakeholders, wecan drive sustained long-term growth.

Returning profits to shareholdersOur primary mission at Tokyo Seimitsu is to grow corporatevalue by supplying the world’s most advanced products inboth SPE and measuring instruments sectors. We view theongoing return of profits to shareholders as a supremelyimportant management issue.

Decisions to pay dividends from retained earnings arebased on a number of considerations, includingconsolidated performance, financial position, theinvestment capital required to fund future businessexpansion and the long-term perspective of shareholders.Specifically, we try to maintain a consolidated payout ratioof 30%. Our current target is to pay minimum annualdividends of ¥30 per share, even if our major markets are ina cyclical downturn.

We effectively use retained earnings to fund spendingon R&D along with investments in production and othercapital facilities, both of which are essential for our growth.

For fiscal 2008, we paid an interim dividend of ¥30 pershare and declared a final dividend of ¥40 per share,bringing total dividends for the year to ¥70 per share. Infiscal 2009, we expect business conditions to remainexceptionally harsh in the SPE sector. In light of thissituation, we expect to declare ordinary dividends of ¥30per share for the year, plus a special dividend of ¥10 tocommemorate the 60th anniversary of the company’sfounding. Of total projected dividends for fiscal 2009 of ¥40per share, the interim dividend will be ¥15 per share.

Toward SustainableGrowth

Q. How do you view results for thefiscal year 2008?

A. Consolidated revenue andearnings in fiscal 2008 were down onthe previous year at every level. Wecan only apologize to everyone forthis poor result. The picture wasdifferent, however, on a businesssegment basis. Thanks to efforts tostrengthen products and salesactivities, the metrology business justmanaged to mark its fifth consecutiveyear of record sales and profits amida difficult environment. In thesemiconductor production equipment(SPE) business, however, sales andprofits declined significantly overalldue to the downturn in capitalinvestment for semiconductors in linewith a slump in DRAM prices. We donot expect market conditions to turnaround quickly in fiscal 2009.Nonetheless, more positive signs areexpected in the second half in accordwith recovery in DRAM prices andadvancing industry reorganization.We are strengthening our internaloperations to increase productionefficiency with a view to meetinganticipated strong demand from fiscal2010 onward.

Q. What do you see as the problemareas and the way forward in thewake of this result?

A. I think one of the conclusions to drawfrom our fiscal 2008 results is that waferprobing machines have a significantimpact on our overall performance,reflecting the fact that they account fora substantial proportion of sales andprofits in the SPE business. In mymind, this underlines the need forTokyo Seimitsu to develop threeseparate earnings pillars — namely,probers, semiconductor back-endequipment, and metrology business. I believe that this would help tostrengthen our business and enable itto achieve sustainable growthindependent of market volatility.

At the moment, our metrologybusiness continues to expand steadilyrelative to the SPE business.Accordingly, we aim to speed up thegrowth of semiconductor back-endequipment business.

Q. What specific actions is TokyoSeimitsu taking to achieve this?

A. While we are confident that thetechnological superiority makes our

products the best in the world inspecialized fields, translating thiscompetitive edge into sales takestime. Since my appointment to thisjob, I have spent time analyzing oursituation. My belief is that ourchallenge lies in linking our cutting-edge technology to customer needsmore closely.

To address this situation, in fiscal2007, we set up the TechnologyDevelopment Group (TDG) and gaveit the general direction to developelemental technologies. In fiscal2008, we established within eachproduct group new marketingsections to assess market needs,along with new technology sectionsto coordinate development of specifictechnologies. At the same time, weare expanding the Hachioji Plant siteso that we can put all of these peopletogether on one floor as a way ofaccelerating the flow of informationbetween development groups. Theseorganizational changes will ensurethat customers’ feedback is reflectedquickly in our technologicaldevelopment programs. I expect thebenefits to start emerging next year.

With the tough environment set to continue,we will strengthen product development forboth business segments with more enhancedfeatures by leveraging the cohesive strengthof the entire organization.

lines so that we can apply our leadingtechnologies in more settings andgenerate higher sales. By broadeningthe range of applications for eachnew product, we aim to enhance ourpresence in each market segmentwhere we compete. For instance, weneed to extend our range of probersbeyond the market for memory chips,which is the main sector, andaggressively launch optimumproducts in other markets. Withdicers, too, we plan to developproducts for peripheral areas such asthe LED market. This is the pathtoward more stable growth, I believe.

Q. Do you see the metrologybusiness continuing to growsteadily?

A. Although the business environmentremains extremely tough, I wouldhave to say yes. The automobileindustry is increasingly concernedwith product quality, which is creatinga trend toward the adoption of in-linemeasuring instruments that use high-precision measuring equipmentdirectly beside the production line.Growth is particularly good in the

field, where we are introducing anumber of products with theirpotential. There is also considerableroom for our business to grow inoverseas markets, where the benefitsof our products are yet to be fullyunderstood. At the moment, we aretargeting higher sales in theautomobile sector in Europe and themachine tool market in China. We aredefinitely making inroads into theEuropean market.

In the metrology business, our aimis to move forward by upgrading theservice that we offer our customers.During fiscal 2009, we will complete anew facility in Tsuchiura that providesa showroom and training courses aswell as a demonstration space forworkpiece measurement. This facilityis a place where we can showcaseour world-beating technology in frontof customers. We expect it tocontribute to the creation of a globalbrand in the future.

To generate higher growth of thisbusiness segment going forward, ourmajor challenge is that of developingproducts for new markets unrelatedto the automobile industry. After all,given the increased urgency to tackle

global environmental issues, at thisstage, it is not clear what, if anything,will succeed the internal combustionengine. So we are looking to applyour measuring technology to newbusiness fields.

Q. Tokyo Seimitsu has been tryinghard to reduce manufacturingcosts. How do you see the futuretrend in terms of your productioncost base?

A. Cost reduction is a never-endingchallenge. The key issue we currentlyface is that of cost management atthe development stage of eachproduct. It is vital that we involvecontrol and production staff as wellas development teams in applying ourcollective wisdom to this issue.Reducing the manufacturing cost of aproduct once it has been developedis extremely hard, and it’s alsowasteful to some extent. The key is to optimize cost of production fromthe outset.

We are also tackling this issueanother way by expanding the floorspace at the Hachioji Plant. This willprovide additional freedom in creatingproduction lines, alleviating someconstraints and boosting overallproductivity in the process. This willhelp to reduce production costs.

Q. What other key issues impingeon Tokyo Seimitsu’s business?

A. There are three key areas that weare addressing: “health and safety,”“quality” and “the environment.”

First, we consider employee’shealth and safety as essential to ourcorporate existence, as well as asocial responsibility. Accordingly, wepromote meaningful health and safetyactivities based on cooperationbetween workers and management.As a result at the Tsuchiura Plant, we

Our challenge lies in linking cutting-edge technology to customer needsmore closely. The organizationalchanges we have made will ensurecustomer feedback is reflected quicklyin our technical developmentprograms, with the benefits expectedto start emerging in fiscal 2009. Bybroadening the range of applicationsfor each new product, we also aim toenhance our presence in each marketsegment where we compete.

Q. What are the main issues facingthe Tokyo Seimitsu Group?

A. Looking back at our corporatehistory, the air micrometer was theproduct that helped Tokyo Seimitsuto grow and establish a successfulbusiness. Tokyo Seimitsu was thefirst company in Japan to industrializethe air micrometer, which can makemeasurements by using air flowchanges, in 1953. The second phase

have maintained an unbroken recordof zero work-related accidents formany years. We believe that a bright,fun and healthy working environmentis paramount.

Second, Tokyo Seimitsu is alwaysseeking to boost the quality of itsoperations and products. Ourguarantee of quality begins from thedevelopment stage and runs throughto procurement, production andshipment. We have instituted a qualityassurance system in which weincorporate customer feedback onquality into future product developmentefforts. Each individual and departmentis dedicated to raising the level ofquality in their work, which in turn willlead to higher quality in products andthe company overall.

Third, recognizing environmentalprotection as a critical issue, TokyoSeimitsu has made environmentalpreservation an integral element of allproduct development, design,production and service activities. Webelieve that tackling environmentalissues in all areas of our operationswill benefit the future of humankind,while also having the added benefit ofincreasing product and corporate

Investing for Future Growth

Aiming to boost production efficiencyfurther, Tokyo Seimitsu has startedbuilding a new wing at its HachiojiPlant. It has also completed theconstruction of two wings at theTsuchiura Plant, while an existingwing is currently being transformedinto a measuring center. The center,based on the concept of “contributingto advancement in the metrologymarket by supporting the needs ofcustomers,” will include space fortraining sessions and seminars. Theaim of the capital investment programis to maintain sophisticatedtechnologies and products andprovide reliable services to customersin a sincere manner.
