ear Clean Cities Stakeholders:

Summer is nearly over, but it wasn’t that long ago when I stood among the more than 700 friends andsupporters of Clean Cities at the Fifth National Conference and Expo in Louisville, Kentucky. It was anaction-packed few days, complete with panel presentations, table talk sessions, exhibits, and ride and drives—with a little taste of Louisville’s unique flavor in between. I would like to personally extend mythanks to Melissa Howell and the Kentucky Clean Fuels Coalition, as well as the city of Louisville, for theirhelp and support in making the Fifth National Clean Cities Conference an unparalleled success. I thinkeveryone left Louisville richer in contacts and friendships, and with a wealth of information to help propelthe alternative fuel industry forward. You’ll find all the excitement from our days in Louisville in this special conference issue. Please take a look.

Although the Clean Cities Conference has drawn to a close, the momentum for the program is strongerthan ever. As the summer ends and we look forward to fall, we will welcome four new coalitions to theClean Cities network, each representing a different region of the country. We will head first to the south-west, for the designation of the Metropolitan Tucson Clean Cities Coalition. Next it's Northeast Ohio, for a designation that is expected to include Secretary of Energy Bill Richardson. We will then move on toManhattan...Kansas, that is, for the designation of the “Little Apple.” And Florida is our final destination,where we will celebrate the designation of the Florida Space Coast, in a ceremony that is also likely to fea-ture Secretary Richardson. Stay tuned to AFN for details on each of these important designation events.

As usual, enjoy the issue. It’s not too soon to begin thinking about how we will celebrate this year’s successes at the year 2000 National Clean Cities Conference in San Diego.

Anyway you say it, the 5th National Clean CitiesConference was a hit. It could have been the big welcomebanners the Clean Cities participants saw when theystepped into the Louisville International Airport. It couldhave been the graceful elegance and southern hospitalityof the host hotel, the Seelbach Hilton. And it could havebeen the sheer excitement and anticipation in the air aseveryone awaited the start of the Fifth National CleanCities Conference and Exposition. But as more than 700 conference attendees descended on the streets ofLouisville, Kentucky, it was plain to see that everyone wasready for an action-packed week of Clean Cities activities.

The Kentucky Clean Fuels Coalition and the city ofLouisville played perfect hosts, providing attendees with a sample of the unique Louisville experience. Clean Citiescoordinators mingled as they cruised along the Ohio Riverat the DaimlerChrylser riverboat reception. Clean Citiesstakeholders cheered their favorite steeds to the

finish at Churchill Downs, then celebrated their victoriesat the Kentucky Derby Museum reception, sponsored bythe Ford Motor Company. Everyone sampled “A Taste of Kentucky” at the U.S. Postal Service reception held atthe Louisville Gardens. And General Motors “kept thedream alive” (if only for a few hours) with a reception atthe Louisville Slugger Museum and a special visit frombaseball great, Kirk Gibson.

The conference officially started, appropriately, with the“Call to the Post” from the official Kentucky Derby and

Churchill Downs Bugler, dressed in the tradi-tional black riding hat and long red coat. Thekeynotes, panel presentations, and table talksessions that followed provided conferenceattendees with a look back at the successes ofthe first 5 years of the Clean Cities Program,and a preview of the opportunities ahead, asClean Cities coalitions “race to new markets” inthe new millennium. Just a couple of blocksaway from the Seelbach Hilton was theLouisville Gardens Arena, which housed theClean Cities conference exhibits. Attendeespassed through the doors of the gardens into analternative fuel information extravaganza—from automakers and equipment manufacturersto fuel suppliers and industry resources.

Keeping with Alternative Fuel News confer-ence coverage tradition, we’ve captured someof the conference highlights in the following“top ten” list (in no particular order).

The Gracious Hosts

What’s it like to host a Clean Cities conference?According to Melissa Howell, Executive Director of the Kentucky Clean Fuels Coalition/Central KentuckyClean Cities Program, it takes a lot of time and hardwork, but it’s well worth it. “I had no idea (when I first found out in September of 1998 that we had beenselected to host the conference), how much work, howmuch fun, and how much success would result.”

Here are just a few of the outcomes:

• Increased visibility for the Kentucky Clean FuelsCoalition/Central Kentucky Clean Cities Program.The alternative fuels effort in Kentucky was showcased in the media as a result of the conference(ten video hits, a radio spot, and ten local and regional news articles).

• Increased Kentucky Clean Fuels Coalition membership. The conference and additional press cov-erage opened doors to new projects. For example, in the wake of excitement after the conference,Yellow Cab in Louisville—previously apprehensive about making the AFV choice—now plans topurchase 25 dedicated CNG Crown Victorias.

• Formed new partnerships. The automakers were extremely pleased with the success of the con-ference, and Ford has selected Louisville as one of the recipients of two propane-poweredExcursion vehicles to be used on a trial basis. Howell is also working in partnership with GeneralMotors to develop new marketing strategies for alternative fuels and AFVs.

What better way to start the Fifth National Clean CitiesConference than with a live performance of “Call to thePost,” from the official Kentucky Derby and ChurchillDowns bugler? Immediately following was a warm“Welcome to Kentucky,” address by the Executive Directorof the Kentucky Clean Fuels Coalition and CentralKentucky Clean Cities Coordinator, Melissa Howell.Howell introduced the founder of the coalition, LieutenantGovernor Stephen Henry,who presented KentuckyColonel awards to DOE’sDan Reicher and ShelleyLauney, and KentuckyAdmiral Awards to DOE’sTom Gross and ColonelGeorge Edwards, GarrisonCommander, Fort Knox, whoserved as one of the keynotespeakers. The Lt. Governorproudly acknowledged twoimportant state leaders: theMayor of Louisville, DavidArmstrong, and the Judge ofJefferson County, RebeccaJackson. Lt. Governor Henryand Judge Jackson pro-claimed the first 1999 CleanCities Conference Day inJefferson County andLouisville. Further, they hint-ed at their intention to movetoward a 100% alternativelyfueled fleet for the state ofKentucky. As Lt. GovernorHenry said, “If the vehiclesare there, we will buy them.”

Next, the new director of the National Clean CitiesProgram, Shelley Launey, took the stage to welcome atten-dees to the conference. Launey gave an overview of the1998 Clean Cities designations, and introduced a keynotepresenter, Donald Rheem. Rheem, Senior Vice President inICF Consulting Group’s communications practice, had theaudience check under their seats to see if they had one ofthe surprise candy bars. Very few in the room of more than700 were lucky recipients of the chocolate. Using this exer-cise, Rheem dramatized how only one in hundreds wouldever get his or her story published. In fact, he continued,reporters' interest must be grabbed quickly —with just afew seconds available, it is critical that the delivery of a pre-cise, prepared, and consistent message be created amongthe more than 70 Clean Cities Coalitions nationwide.

Bernard Bulkin, BP Amoco’s Vice President ofEnvironmental Affairs, shared his message that “personal

mobility canbe consistentwith Clean Cities.”Even though environ-mental improvements have beenmade, issues such as ozone alert days, more vehicle milestraveled, and global climate change remain. Bulkin sug-gested that “we do better with what we have,” specifically

referring to tightening emis-sion standards for currentvehicles and using the AFVscurrently available. In thetrue spirit of Clean Cities,Bulkin closed by saying,“effecting change is moreabout partnerships than technology.”

Following Bulkin wasColonel George Edwards,Garrison Commander, FortKnox. Edwards showed avideo depicting the qualityof life for family members ofthe military. Edwards' objec-tive at Fort Knox is makingmilitary life the best it canbe—which includes keepingthe air clean by using AFVs.He stressed the concept of“total quality management”to reach this objective, whichincludes building the fort’sfleet of compressed natural

gas (CNG) vehicles, as well as the infrastructure to supportthem. Implementing the objective also entails an activerole in the Central Kentucky Clean Cities Coalition. Part ofthe plan to achieve Edwards’ total quality managementgoal is to get leaders to publicly commit to the programs,and to maintain balance between progress and change.

Dan Reicher, Assistant Secretary for DOE’s Office of Energy Efficiency and Renewable Energy, urged theconference attendees to “keep challenging yourself, andstay the course,” specifically referencing last year’s chal-lenge of 100% niche market success. Reicher then present-ed a special Clean Cities National Partner Award to MartinZimmerman, Ford Motor Company’s Vice President of Government Affairs. In his acceptance remarks,Zimmerman pointed out that Ford has 12 different AFVmodels—the largest and most extensive AFV portfoliooffered by any original equipment manufacturer. By nextyear, Ford will offer 15 different AFV models, includingthe F-Series pickup trucks, which will be low-emissionvehicles. Zimmerman also noted that Ford is committed

DAN REICHER’S “Stay the Course” keynote speechbegan by acknowledging Ford Motor Company andGeneral Motors for their advertisements of Clean Citiesand clean vehicles. Ford published a full page advertori-al in USA Today covering the Clean Cities Program andits National Partner Award winners. General Motorsplaced a billboard along the highway leading from theairport to the hotel, announcing to all of Louisville that“Clean, Green, Driving Machines” are here!

Reicher presented the National Partner Awards (see page 7 for National Partner Awards) and gave anupdate on the status of the Clean Cities Program. “Thefiscal year 2000 budget request has increased for CleanCities,” he said, and continued to note further progressin the number of AFVs on the roads. There are 34,000AFVs in the federal fleet, and DOE will acquire 700more in 1999. The U.S. Postal Service (USPS) has 6,000natural gas vehicles and 10,000 E85 vehicles. In addi-tion, a new “Federal AFV User Program” is being imple-mented, which targets six cities: San Francisco, SaltLake, Albuquerque, Denver, Minneapolis/St. Paul, andthe Melbourne-Titusville-Kennedy Space Center area inFlorida. The program is designed to increase federalfleet AFV acquisitions in each selected area in an effortto increase local public refueling station throughput and foster further AFV market development.

Congress has made further progress on alternativefuel legislation. Reicher specifically noted two bills thatwere introduced by Senator John Rockefeller (D-WV),and Representative Sherwood Boehlert (R-NY). TheRockefeller bill (S 1003) would boost the use of AFVsthrough tax-based incentives, and would help alterna-tive fuels compete in the fuel market. The Boehlert bill,referred to as the Airport Air Quality Improvement Act,

would direct the Secretaryof Transportation to pro-mote the use of low-emissionvehicles at airports, andencourage infrastructure devel-opment to accommodate thosevehicles. This bill has been incor-porated into the larger AviationInvestment and Reform Act (AIR-21),sponsored by Senator Harry Reid (D-NV).

Reicher noted that it's time to evaluateEPAct’s 30% oil displacement goal by 2010. Aspart of this evaluation, it's important to determine ifDOE’s proposed public and private fleet rulemaking(watch for the official announcement) is necessary tomeet EPAct requirements. According to Reicher, DOEfaces the following questions related to the proposedrulemaking:

• Will the light-duty AFV market survive without the private and local government fleets?

• Can we meet the oil displacement goals withoutincluding private and local government fleets?

• Can we draft a rule that is practical and flexible?• Can we ensure AFVs will actually use alternative

fuels?

Reicher also provided a glimpse of the future direc-tion of the Clean Cities Program. He said that althoughClean Cities coalitions should continue to develop themarket for AFVs, they should also start thinking aheadto promoting advanced technology vehicles.

to increasing infrastructure, and through the Ford “CNGChallenge,” the company has committed $3 million to sup-port marketing efforts, CNG vehicle purchases, and fueluse in several selected cities.

To close this packed agen-da of dynamic presenters,U.S. Representative AnneNorthrup (R-Kentucky)shared a few words. TheKentucky Congresswomanemphasized that “change isdifficult,” and that theremust be a balance betweentransportation use and airquality. She expressed herhope that DOE will receiveincreased funds that allowresearch to be elevated to a higher level. In closing,Northrop said, “Americans must buy into the Clean CitiesProgram—we can’t impose what they are not ready for.”

Although his physical presence was missed,SECRETARY OF ENERGY BILL RICHARDSON was able toaddress Clean Cities Conference attendees viavideo from Washington, D.C. The Secretary wel-comed the 72 Clean Cities coalitions and theirprospective partners. Referring to Clean Citiesas “innovative and forward thinking organiza-tions,” he applauded their efforts to promote theuse of AFVs. He continued by saying the coali-tions’ “strong commitment to using and pro-moting alternative fuels is paving the way forfurther integration of alternative fuels into themarketplace, creating a cleaner environmentand stronger economy in numerous communi-ties across the country.” The Secretary assuredthe audience that under his leadership, DOEwould continue to support the efforts of CleanCities, and the expansion of alternative fuels.

2 Clean Cities National Partner Awards

Another hallmark of the National Clean Cities Conference is the pre-sentation of the National Partner Awards, which recognize outstand-ing alternative fuel and vehicle contributions made by companies,organizations, cities, states—and this year, for the first time—veryspecial individuals. National Partners are not only celebrated at theconference, but are also ceremoniously inducted into the “CleanCities Hall of Fame,” which was established in 1997.

Ford Motor CompanyFord offers the largest line of AFVs, which includes 12models of cars and trucks powered by electricity, ethanol,natural gas, and propane. Ford also offers incentive moneyfor infrastructure development, funding for fleet managerworkshops, and has announced a $3 million program tosupport the CNG marketing efforts of 12 Clean Citiescoalitions.

H.E. Butt Grocery CompanyH.E. Butt (H.E.B.) is one of the largest private supermarketchains in the nation, and a shining example of a successfulniche market fleet. The company remains an active mem-ber of the Greater Houston Clean Cities Coalition, and sofar, has converted 18 of its 60-vehicle fleet in Houston toliquefied natural gas. Once complete, these conversionswill prevent the release of 69,000 pounds of pollution eachyear. H.E.B. is also expanding its efforts in Houston bybecoming an active member in two other Texas CleanCities—the Alamo Area Coalition in San Antonio, andGreater Coastal Bend Coalition in the Corpus Christi area.

New York State Energy Research andDevelopment Authority (NYSERDA)NYSERDA champions the development of alternativetransportation products and AFV deployment throughoutNew York; provides technical information through itsClean Cities Sharing Network, aknowledge and exchange forumfor nearly 400 Clean Cities stake-holders; and supports legislation,which has included New York’sClean Water/Clean Air Bond Act.Passed in 1996, the Act resultedin $55 million designated forclean fuel projects, including anincentive program for alternativefuel buses thatNYSERDAnow manages.

Pierce TransitPierce Transit is a long-standing alternative fuels advo-cate and an exemplary niche market fleet. The Tacoma,Washington-based fleet was one of the first public trans-portation fleets in the nation to convert—in 1986—to alternative fuels. At present, 117 of Pierce Transit’s 172peak-pull buses (those which operate during the heaviesthours of the day) run exclusively on CNG. Plans call forthe entire fleet to operate on alternative fuels by 2003. As a Puget Sound Clean Cities stakeholder, Pierce Transit pro-motes its environmentally friendly buses through outreachand colorful bus designs that denote the CNG buses as“Clean Machines.”

Southern Company and its subsidiary,Georgia PowerSouthern Company has taken extraordinary measures topromote the use of electric vehicles (EVs) in its home stateof Georgia. Its subsidiary, Georgia Power, a stakeholder inClean Cities–Atlanta Coalition, has loaned EVs to morethan 100 companies in an effort to familiarize decision-makers with AFV technology and encourage them toincorporate EVs into their fleets. Georgia Power also offersa reduced-cost EV leasing program to its employees. All ofthese efforts are increasing the number of EVs on the roadand propelling the Peachtree state to the forefront in EVmarket development.

Tulsa Public SchoolsTulsa Public Schools has been championing alterna-tive fuels since 1988 and, as an active member of theTulsa Clean Cities Coalition, has steadily built itsalternative fuel fleet. Last year, the school districtpurchased 104 new AFVs, bringing its AFV fleet to atotal of 190 vehicles. The Tulsa Public Schools’ CNGfleet, which now includes 147 school buses in addi-tion to maintenance and driver education vehicles,represents one of the nation’s largest alternative fuelfleets. The school district's crew of 32 certified AFVtechnicians maintains all of Tulsa's AFVs.

Yellow Cab CompanyYellow Cab Company, another successful niche marketfleet, is a participating member of the Capital Clean Cities of Connecticut Coalition (designated June 21, 1999).Through its partnership with Connecticut Natural Gas andManchester Honda, Yellow Cab has purchased 31 naturalgas-powered Honda Civic GXs. Not only do the new vehi-cles significantly reduce emissions, compared to the gaso-line vehicles they replaced, but their “AFV choice” is alsosaving the company money on fuel and maintenance costsand setting an example for other fleets to follow.

Jim MooreUnder the leadership ofJim Moore, the LoneStar Energy Companyhas led the develop-ment of the alternativefuels market in Texas,specifically in theDallas/Fort WorthArea. Moore, whoretired as President ofthe Alternative FuelsDivision at Lone Star,has been instrumentalin developing and com-mercializing a naturalgas refueling infrastruc-ture that supports CNGand LNG applicationsfor both public and pri-vate sector customers.Lone Star, either direct-ly or through partner-ships, has designed,built, and continues tooperate 30 refuelingstations. The companyhas also convertedmore than 4,000 vehi-cles to natural gas.

the automakers’ panel, “Meeting the TransportationChallenges for the New Millennium.” After a short debateover the correct pronunciation of the word “niche,” (refer-ring to specific markets ideally suited for AFVs), Foltzintroduced the first speaker, Stephen Ellis, from AmericanHonda Corporation. Ellis discussed several of Honda’sAFV efforts, including the CNG Civic GX demonstrationprogram, theBudget EV RentalCar partnership,Clean Cities coordi-nator training,Yellow CabCompany CNGexpansion, and apartnership withFuelMaker, Inc.

Ellis teased the audience with hints of a rollout for the newHonda, previously code-named “VV,” which has sincebeen officially named “Insight.” On the last day in theexposition hall during the Honda-sponsored lunch recep-tion, the shiny hybrid-electric car was unveiled. option. The E85 flexible-fuel minivans are the best-sellingAFVs on the road today. The CNG vans and wagons allmeet super ultra low-emission vehicle standards. And theelectric minivans (available only in California and NewYork in limited quantities) are becoming more viablebecause the range has increased and the battery cost isgradually decreasing.

Larry Robin of Ford Motor Company presented animpressive list of AFV offerings—the longest list of any orig-inal equipment manufacturer—which includes 12 differentlight-duty vehicle models in a variety of fuel types. Robinalso noted Ford’s 30 years of experience in the alternativefuel business. The new propane-powered Ford Excursion,which seats nine people, on display in front of the KentuckyDerby Museum, was a hot topic during the week.

Mark Warren spoke of the General Motors (GM) AFVProgram, and shared GM’s broad range of alternative fuelaccomplishments, which include natural gas, propane, and electric vehicles. Warren expressed that teamwork isimportant to make alternative fuels successful, saying thatthe Clean Cities coordinators need a team and, “you’re inthe driver’s seat.”

"This is the year of the coming-out party,” added MarkPerry of Nissan, referring to the Nissan Altra four-passen-ger wagon vehicle that runs on lithium ion batteries. TheAltra recharges using the inductive charging system, andhas a range of 80-85 miles. Nissan employees and utilitycustomers currently drive 30 Altras in California, and bythe end of calendar year 2000, another 100 will be in place.

Ed LaRocque pointed out that Toyota’s largest U.S.manufacturing plant is right here in Kentucky. He alsoannounced that the RAV4 was the top-selling EV in 1998.More than 400 EVs have been leased since November 1997.The CNG Camry, which was on display in the exhibition

hall, will beavailable later in 1999. Anddon't forget thehybrid-electricPrius, whichwill also beavailable soonin the UnitedStates.

Ride and DriveConference attendees hit the streetsof Louisville behind the wheel of theAFV of their choice, and this year,there were more choices than everbefore. Vehicles available for test dri-ves included the Nissan Altra EV,Toyota’s hybrid-electric Prius andRAV4 EV, Honda CNG Civic GX, aCNG Ford Expedition Checker cab,DaimlerChrysler’s CNG Dodge Ram van, GM’s EV1, and more. The EV1was in high demand among the test drivers—the waiting list spannedthe entire day.

In a first time Clean Cities appearance, Planet Electric showcased sev-eral of its zippy recreational vehicles. EVs available to test-drive includ-ed a Ford Model T replica, a top-of-the-line golf cart available throughthe Sharper Image catalog, and the “Raptor,” a high-performance utili-ty vehicle. The golf cart has a range of 60 miles, and a top speed of 40miles per hour.

For the second year in a row, the table talk sessionswere a huge success. What are table talks? It's a simpleconcept that has proven to be successful and beneficial for conference attendees. Table talks were introduced atlast year’s Clean Cities Conference to give attendees theopportunity to interact personally with experts in differentareas of the alternative fuel arena. If you were curiousabout how to become a Clean Cities Coalition, you couldattend the table talk entitled, “From the Ground Up!Starting your own Clean Cities Coalition.” Twenty-sixtable talks on the first day and 18 on day two coveredissues from airports to national parks, buses to bikes, and

The Tuesday morning plenary session kicked off with aquestion posed by medium- and heavy-duty vehicle panelmoderator, Cliff Gladstein, President of Gladstein andAssociates, “How can our industry focus on what maxi-mizes reduced emissions and petroleum displacement?”The answer was quite clear to the panel members—allenthusiastic users of alternative fuel trucks and buses, whowere eager to share their experiences. The first presenterwas Michael Moynahan, Transportation Systems Managerfor H.E.B. Grocery Company based in Houston, Texas.Moynahan said alternative fuels have a positive impact on the environment and air quality, but that patience isrequired because this is an emerging industry. His drivers,who were won over by the increased power and reducednoise level in the cab, have supported the success ofMoynahan's heavy-duty truck fleet. Moynahan stronglyencouraged developing relationships with the drivers togain first-hand knowledge of the vehicles’ performancewhen running on alternative fuels.

Michael Andre, Supervisor of Transportation, LowerMerion School District, Pennsylvania, shared his experi-ences with the 94 CNG school buses in the school district,and announced they recently drove their one-millionthmile. Andre shared five lessons learned that he believesare key to success: 1) strong leadership, 2) a focused objec-tive, 3) the commitment of the entire organization (person-nel that believe in the program), 4) vehicle investment(based on commitment of manufacturer), and 5) fueling(quality, not cost). According to Andre, “the bus driverssupported the program from the beginning and are thebiggest advocates of the CNG buses because the buses are clean, quiet, and non-intrusive."

David Clark, Manager, Vehicle Maintenance Operationsand Programs for the USPS, spoke about the USPS AFVs,which total more than 18,000 vehicles. The fleet has hadsuccess trying new technologies, decreasing emissions,

facilitating infrastructure requirements, and meeting EPActand CAAA requirements. Clark stated that USPS projectssignificant AFV purchases in the future, which will helpthe agency to meet its mission: “to deliver mail on time, all the time!"

Traffic in the metropolitan Washington, D.C. area isamong the worst in the nation—second only to that in Los Angeles. That’s one of the reasons why BrancoVlacich, Fleet Services Coordinator for MontgomeryCounty, Maryland, made the alternative fuel choice.Vlacich noted the benefits of using CNG to power thecounty’s vehicles, which include buses: high-occupancyvehicle (HOV) lane access, ready availability of fuel,increased vehicle life expectancy, and cost. He also notedthe many future opportunities on the horizon for CNG,such as federal and state tax deductions, partnerships,manufacturer incentives, and more.

The big white box sat on the registration desk decoratedwith nothing but a big black “?”. Conference attendeesdropped their questions into the box, questions that wouldbe submitted for the first Clean Cities Town Hall Meeting.The meeting was hosted by DOE’s David Leiter, PrincipalDeputy Assistant Secretary for Energy Efficiency andRenewable Energy, and David Rodgers, Director of theOffice of Technology Utilization. The “town hall” forumpresented an open question-and-answer venue that allowed

members of the audience to actively engage in dialoguewith the DOE representatives. The two Davids fieldedquestions on AFV legislation and regulations, DOE’s fiscalyear 2000 budget request, funding for AFV projects, statusof the P-Series as an alternative fuel, B20, Tier II emissionsstandards, hybrid vehicles, and much more.

David Leiter started the discussion with an update onthe various pieces of alternative fuel legislation that havebeen introduced in the 106th Congress. He specificallymentioned Representative Boehlert’s Airport ImprovementAct, and Rockefeller’s tax incentive package for alternativefuels and vehicles. David Rodgers presented a regulatoryupdate on EPAct requirements, recent announcements onbiodiesel and P-Series fuels, and the municipal and privatefleet rule under development. Audience questions includ-ed the Department of Transportation’s final guidance onthe clean fuel formula grant program, federal agencies’ useof alternative fuel to power bi-fuel vehicles, Clean CitiesCoordinator funding, measures of success for the CleanCities Program, EV charging infrastructure, emission cred-its under EPAct, and the official status of hybrid electricvehicles as AFVs under EPAct. The town hall meeting wasa useful “vehicle” for promoting conversations betweenDOE and the Clean Cities Conference attendees.

everything in between. The high energy levels and inquir-ing minds that filled the Seelbach Hilton Grand Ballroomreflected the importance of the issues being discussed.

Exceptional interest was paid to sessions on fuel cells,publicity 101, transit buses, and EPAct. Greg Dolan,American Methanol Institute, and Patrick Davis, U.S.Department of Energy, teamed up to lead the table talk enti-tled “Fuel Cells: Looking Beyond the Internal CombustionEngine.” They were bombarded with questions regardingfuel cell technology development, infrastructure needs, andpotential barriers to the fuel cell technology.

The table talk, “Publicity 101: How to get yourPartnership in the News,” was filled with people wantingto know how to make their Clean Cities stories newswor-thy. Coordinators seek to publicize the program effectively,

but many do not have the necessary tools. Donald Rheem,ICF Consulting Group, hosted this discussion by sharingsome insight from his years of experience as a reporter andjournalist. Rheem gave helpful tips on how to develop amessage that catches the interest of the media, and how toget that message out quickly and effectively (see keynotepresentations, p. 5).

DOE’s Ken Katz led the “EPAct Update” table talk, andanswered many questions about the upcoming municipaland private fleet rulemaking. This table talk also includeddiscussions on the Interim Final Rule on the biodiesel fueluse credit that was published in May. This rule establishesprocedures for fleets to obtain credits for specified quanti-ties of biodiesel fuel usage. From there, the discussionsturned to a Final Rule for the P-Series fuels, which addsthe three specific P-Series blends (pure regular, pure pre-mium, and pure cold weather) to the regulatory definitionof “alternative fuel.”

The CNG transit bus table talk, facilitated by BrancoVlacich and James Rippeon of the Montgomery Countygovernment in Maryland, also drew a lively crowd. The twoexpanded on Vlacich’s earlier panel presentation, fieldingquestions and discussing challenges, costs, and expansionplanning associated with operating CNG-powered buses.

These are just a small sample of the 2-day, action-packed sessions. The ballroom was vibrant with intenseand lively discussions running the gamut on alternativefuels. There were no bathrobes this year, but DOE’s DeputyAssistant Secretary for Transportation Technologies, TomGross, was a hit with his impression of “The Thinker” inthis year’s conference opening video. The video, whichpremiered Monday morning, kicked off with a whirlwindtour of Louisville's most famous attractions, including astatue of the city’s namesake, King Louis, and a replica ofRodin’s famous bronze statue, “The Thinker.” The statuethen transposed to become Tom Gross, his head resting on his hand, deep in thought.

According to Gross, there's a lot to think about when it comes to alternative fuels. Our nation’s oil imports con-tinue to reach historic highs. The United States continuesto send one billion dollars somewhere else for oil eachweek. Transportation accounts for a substantial portion of our country’s air pollution, and by next year, the trans-portation sector will have become the fastest growing and single largest contributor of U.S. greenhouse gas emissions. But, Gross said, think about this: “We can help reduce pollution, reduce our dependency on foreignoil, and create our own economic opportunities by makingthe alternative fuel vehicle choice.” It’s an important mes-sage for everyone.

On Tuesday, Gross again took the stage with a multi-media presentation entitled, “Meeting the TransportationChallenges for the New Millennium: Full Speed Ahead.”In it, he described the situation we face—our nation’sgrowing petroleum consumption in the transportation sector, urban pollution problems, and the perceived threatof global climate change. The captivated audience experi-enced a demonstration of these concerns firsthand, as thelights dimmed, storm clouds gathered on the screen, andthunder rumbled in the distance. Gross continued paintinga picture of rising U.S. dependence on petroleum, as worldoil reserves are depleted and consolidated in OPEC

nations. As the skygrew darker and thethunder boomed,Gross took shelterin an ark, as he con-tinued the analogyby saying that thealternative fuelsindustry is buildingan ark that willcarry our nation tosafety, should theimpending stormstrike. Next, theaudience was trans-ported to a wood-shop. With the

sounds of hammers and saws behind him, Gross suggest-ed that the raw materials for this ark are the technologiesthat Clean Cities stakeholders are working to develop andpromote. He pointed out how the keel of the ark has beenbuilt through the successes of Clean Cities partnershipsacross the country. The continued efforts of coalitionsthroughout the Clean Cities network will guarantee safepassage through storm clouds we face in the future.“Partnerships are the key to our success,” he said.

The conference also offered an opportunity for CleanCities stakeholders to meet the program’s newly appoint-ed director, Shelley Launey. She made her Clean CitiesConference debut on opening day, with the welcomingremarks and introduction of special guests. On Tuesdayafternoon she presented “Clean Cities Today andTomorrow.” Launey, who was also the very first CleanCities Program Director, provided a unique perspective onthe accomplishments of the program in the past 5 years.The number of Clean Cities continues to grow, as doespublic interest and the number of people exposed to theprogram and the benefits of AFV use. She reported on theavailability of the Advancing the Choice tools derivedfrom the Clean Cities Game Plan, specifically the PreferredFleets Database and the AFV Fleet Buyer’s Guide, and thenew publications that are also at the fingertips of anyoneinterested in purchasing an AFV. Launey spoke to whatlies ahead for Clean Cities as we look toward the new mil-lennium. Most important will be a renewed focus onincreasing the number of AFVs on the road in Clean Cities.And accompanying increased AFV use, of course, will bealternative refueling station development.

Other hot topics on the horizon for the Clean CitiesProgram, according to Launey, will be an effort to increasethe use of AFVs in national parks, as well as in other nichemarkets. Clean Cities stakeholders can also look forwardto the arrival of Clean Cities, Inc. (see funding workshopsection, p. 14 for details). And 1999 will mark the forma-tion of a new partnership with EPA to increase StateImplementation Plan credits for AFVs, along withimproved Clean Cities Coordinator surveys and designa-tion guidelines. Launey unveiled the Clean CitiesMemorandum of Understanding (MOU) renewal process,which will affect those cities with MOUs nearing expira-tion on their 5-year anniversary as a coalition. She alsointroduced the idea of bringing advanced technology,high-efficiency vehicles into the Clean Cities portfolio.

The Clean Cities Coalition awards pay special recogni-tion to local programs that have excelled in a particulararea of the Clean Cities arena, such as AFV acquisition,infrastructure development, stakeholder recruitment, orfundraising. The awards selection is based on the informa-tion collected from the annual Clean Cities coalitionreports (an added incentive for on-time submission) andhelps to showcase many of the successful efforts that othercoalitions may wish to duplicate in their own communi-ties. Marcy Rood, National Clean Cities Program DeputyDirector, presented the 1999 Coalition awards during aspecial general session held Tuesday afternoon.

1999 CLEAN CITIES COALITION AWARD WINNERS

Eager Beaver Award—best new Clean Cities program plan

Capital District Clean Communities (Albany, NY area)Stakeholders from the Capital District coalition demon-strated a clear commitment to AFV market developmentwith their detailed program plan, which earned designa-tion approval quickly. The Capital District plan outlinesspecific stakeholder commitments to nearly double thecurrent number of AFVs and to build a system of 17 addi-tional refueling facilities to support vehicle purchases. Theplan rests on a strong base of support, with stakeholdersincluding the state of New York, local government, utility,and university fleets, as well as several niche market fleetsalready operating AFVs.

Empire Award—awarded for successful new stakeholderrecruitment

San Diego Regional Clean Cities Coalition

Recruiting new stakeholders for a Clean Cities coalitionis a little like building an empire to fortify current AFVmarket development efforts. In 1998, the San DiegoRegional Clean Cities Coalition added 19 new stake-holders to its coalition.

A Few Good Fleets Award—for the highest number of“niche market” fleets

In his now famous “Starbucks” speech presented at theThird Clean Cities Conference in Long Beach, DOE’sTom Gross described how all it takes are just “A FewGood Fleets” (niche market fleets) to jumpstart AFVmarket development. Kansas City Regional Clean Citiesincludes more than just a few of those good fleets,which include delivery companies, taxis, car rental companies, and shuttle services.

Gold Star Award—for successful refueling/recharging infra-structure development

Los Angeles Clean Cities Coalition

Another main objective of the Clean Cities Program is tobuild the refueling infrastructure necessary to supportthe growing number of AFVs. Under the Quick ChargeL.A. Program, Los Angeles developed an extensive

network of 200 electricrecharging sites.

Legal Eagle Award—twoawards for successfulefforts to promote AFVlegislation

Clean Cities—Atlanta

The state of Georgianow issues speciallicense plates to helpdistinguish AFVs fromother vehicles andallow their use in HOVlanes, regardless of thenumber of passengers. In addition, thanks in part to thecoalition’s efforts, the state now provides a $1,500 taxcredit for AFVs that are certified low emission vehicles.

Chicago Area Clean Cities Coalition

The coalition played an integral role in the approval ofIllinois SB 1840, a bill that provides rebates for AFVbuyers of up to $4,000 per vehicle.

Madison Avenue Award—for the most outstanding publicoutreach effort

Colorado Front Range Clean Cities Coalitions

This year, the Denver, Colorado Springs, andWeld/Larimer/Rocky Mountain National Park CleanCities Coalitions coordinated a joint public outreach effortthat included a corridor newsletter; a market develop-ment plan; recruitment programs to increase stakeholdernumbers; a monthly legislative ledger; an alternative fuelexposition and other AFV events; a corridor alternativerefueling station map; ads at Denver InternationalAirport; billboard signage; and local press coverage in local newspapers, magazines, and on television.

Movers & Shakers Award—for the greatest increase in AFVnumbers

Maricopa Association of Governments Clean CitiesProgram

Increasing the number of AFVs on the road is the majorpriority for the Clean Cities Program. In 1998, Maricopastakeholders added more than 1,000 AFVs to theirfleets, including 826 CNG vehicles, 25 LPG vehicles,and 155 LNG transit buses.

Rain Maker Award—for the most successful fund raisingeffort

One of the important benefits of Clean Cities is the part-nerships fostered by the program that help to organizeAFV efforts and effectively leverage funds from manydifferent sources. In 1998, Los Angeles Clean Cities wasawarded more than $2.5 million in grant funding tosupport local AFV efforts.

Looking in on the fundraising workshop, no one wouldhave guessed it was the third and final day of the confer-ence. The room was packed with Clean Cities stakeholders,eager to learn how they could get their piece of the pie.And according to the panel of speakers, it’s a big pie. DougHowell, Transportation Director at the Environmental andEnergy Study Institute, served as panel moderator.Following his introductory remarks and a brief, but enthu-siastic discussion of the funding available for clean busprojects, he introduced the first speaker, Peter Wolk.

Wolk, Executive Director of the National Center forNonprofit Law, unveiled a new way for Clean Cities coali-tions to tap into the $6 billion in foundation funding that is awarded annually to environmental, educational, andhealth-related organizations. It’s called Clean Cities, Inc.,and is a new national platform for Clean Cities fundingopportunities. Before Clean Cities, Inc., coalitions seekinggrant money from private foundations were required toincorporate and file for 501(c)(3) nonprofit status with theIRS. With the inception of Clean Cities, Inc., coalitions willnot have to go through the process of applying for 501(c)(3)status with the IRS. “Clean Cities, Inc. provides immediate501(c)(3) status for any coalition that follows the criteria tobecome a chapter,” said Wolk. Any coalition that is incor-porated may become a chapter of Clean Cities, Inc., andreceive fundraising assistance. Affiliation with the nationalorganization also gives chapter coalitions more credibilityand fundraising ability, including eligibility for nationalfunding not available to individual coalitions. And it’sready to go now. According to Wolk, “Clean Cities, Inc., isnow recognized by the IRS as a 501(c)(3) organization andis poised and ready to start accepting coalitions as affili-ates.” For more information on Clean Cities, Inc., contactyour DOE Regional Clean Cities contact.

So if your coalition decides to become a nonprofit, thenwhat? That’s what the next featured speaker, Erin Russell,took the podium to discuss. Russell, the Northeast OhioClean Cities Coordinator, provided an overview of thetypes of foundations that award grant money and thebasic components of a grant proposal, as well as a few tipsfor successful proposal writing. “Make it as easy as possi-ble for the foundation to give you money,” she said. Waysto do this include clear identification of project goals andobjectives, simple language, use of stakeholder connec-tions, and use of leveraged or matching funds. The panel then turned to Congestion Mitigation and AirQuality (CMAQ) and the ways in which coalitions canwork with local governments to apply for and receivefunding. Mike Savonis, Team Leader, Air Quality Policy,U.S. Department of Transportation, first provided anoverview of the CMAQ program, and described a few ofthe ways in which coalitions can “make the case for AFVs,”including emphasizing the emissions benefits of AFVs andproposing projects using publicly owned equipment. Hewas followed by Dan Lefevers, Chair of the Chicago AreaClean Cities Coalition, who described how his coalitionwas awarded $2 million in CMAQ funds for alternativerefueling infrastructure development in Chicago. Lefeversrelayed many helpful hints and lessons learned from hisown experience with the CMAQ application process,including the importance of maintaining a focus on theproject criteria, and specifically, air quality and the project’semissions benefits. Perhaps even more importantly, howev-er, was the Chicago stakeholders’ persistence. One of thekeys to their success, according to Lefevers, was their con-tinual letter writing, constant phone calls, organization ofsupport, and work to ensure that all of the key players inthe city were “on board” with their projects.

The third and final segment of the fundraising work-shop involved the DOE State Energy Program (SEP)Special Projects Grants. Kim Cresencia, San DiegoRegional Clean Cities Coordinator, shared her experienceswith the SEP process, and described how the San Diegocoalition has been successful in receiving SEP funds tosupport projects like the Regional Transportation Center(see AFN, Vol. 3, No. 1 for more information). DOE’s ErnieRios, Clean Cities Program Manager for the State ofCalifornia, followed Cresencia, and reiterated her tips for ”staying short, sweet, and to the point,” in SEP proposalwriting. Rios also recommended a straightforwardapproach to answering questions, without any “fluff” thatproposal reviewers must wade through to find specificinformation about the project.

It was a sunny day in Louisville when the Clean CitiesConference came to a close, but rather than pack up andleave for the airport, many attendees headed to anotherroom in the Seelbach for the Environmental ProtectionAgency’s (EPA) alternative fuels modeling workshop. The workshop was designed to identify the current vehicleemission modeling strategy, and gather feedback on how itcan be improved. Improvements would require identifyingdata needs, and exchanging information and ideas that canbe used for future modeling. The large turnout demon-strated the overwhelming interest in this issue.

Three sessions were included in the workshop: (1) mod-eling the vehicle, (2) modeling life-cycle emissions fromproduction of fuels, and (3) presentation of viewpoints.Several presentations were given by the workshop panel,which included representatives from U.S. EPA, U.S. DOE,Clean Cities coalitions, DOE's national laboratories, automanufacturers, and other organizations. The presentations

covered the different models currently used to

quantify vehicle emissions.EPA’s MOBILE model calculates

emission factors for highway mobilesources for gasoline and diesel, and soon it

will include CNG, which is the first alternativefuel to be added to the model.

DOE’s Greenhouse Gases, Regulated Emissions, andEnergy use in Transportation (GREET) model estimateslife-cycle per-mile energy use and emission rates, includ-ing emissions of greenhouse gases, energy use, and emis-sions of criteria pollutants. One purpose of the workshopwas to learn from the audience what is missing betweenthese two models, and what could be done to improve the data sources and obtain more accurate information.

David Rodgers, Director of DOE’s Office of TechnologyUtilization, noted that although a lot of good emissionsdata have been learned about the alternative fuels industry,“we need to communicate that information to the peoplewho can use the data.” He strongly encouraged interac-tion between the Clean Cities network and the state airquality planners, so that those intending to use them prop-erly understand the air quality models. Rodgers welcomedall the people who are working on alternative fuel issuesand emissions issues to be part of the “Clean Cities family”by sharing the goals of promoting alternative fuels thatbenefit the environment.

In closing the 3-hour workshop, the audience had abrief opportunity to ask questions of the panel. Althoughthere was limited time to address the complexity of this issue, it was expressed by Barry Garelick, EPAEnvironmental Protection Specialist, that the chain of communication should continue.
