KEY RESPONSIBILITIES:
Provide educational programs and services for students who have specific needs that
have not been met in a traditional educational program
Provide services and strategies to facilitate a safe and orderly environment at school and
at school functions
Provide and coordinate programs designed to manage or modify student behavior
Identify, diagnose problems and needs of assigned students
Rehabilitate students into the mainstream school setting
Facilitate student graduation, while ensuring that the services and programs provided
adhere to state, federal and local laws, and Charlotte-Mecklenburg Board of Education
policies
KEY GOALS AND OBJECTIVES:
Students, parents and community members will consider schools safe and orderly
learning environments
Provide discipline and violence prevention programs and services to meet the needs of
CMS students and staff members
Meet the growing needs of the population of CMS students who need alternative
educational programs
Monitor all due process hearings and Discipline Team Meetings to ensure that discipline
issues are managed equitably across the school system
Monitor all schools’ reporting of state-reportable incidents of inappropriate behavior
Provide additional seats for students in alternative learning programs

KEY PERFORMANCE INDICATORS:
The Right Choices High and Middle Schools Program at J.T. Williams provides a
constructive intervention and early support program for a group of students who have
violated the school system’s Code of Student Conduct.
The Right Choices Evening Program includes students who are currently enrolled in
traditional high schools.
The Jail North Program at Spector Drive is a joint collaboration between CMS and
the Mecklenburg County Sheriff’s Department. CMS teachers staff the facility’s school
component where the North Carolina Standard Course of Study is implemented.
Violence is Preventable (VIP) is a support program for students who have been
involved in their first serious violent behavior in school or at a school activity.
Sexual Harassment is Preventable (SHIP) is a support program for students who
have been involved in their first serious behavior of a sexual nature in school or at a
school activity.
The McLeod Substance Abuse Treatment Center is a comprehensive educational
intervention for students who are experiencing difficulties in the regular classroom
setting as a result of substance abuse problems.
The Community Service Program allows students an opportunity to remain in their
home school while working in various community agencies, in lieu of an assignment to a
discipline program or school.
The Felony Arrest Notification Program responds to North Carolina General Statute
(NCGS) 115C-366 that requires principals to be notified of students 16 years of age and
older who have been charged with a felony.
The Transitional Support Case Manager Program provides close supervision of
students who have been placed on probation due to CMS Code of Student Conduct or law
violations.
The Triage Interview Process is a specially designed series of questions aimed at
identifying at-risk behaviors of students transitioning into the school district from non-
traditional settings.
The Hearing Office is assigned duties that relate to the design, planning,
implementation, facilitation and evaluation of the student discipline process within the
school system. This includes coordinating the due process procedures and conducting
due process hearings for students who violate the school system’s Code of Student Conduct.
Discipline Data Collection is performed because state laws require that out-of-school
suspensions and offenses involving school crime and law violations be reported each
year to the State Board of Education.
