SUBJECT: Acceptance of Minority AIDS Initiative Grant Award and Master Contract Amendments with Various Community Based Organizations (CBO) for the Public Health Department

RECOMMENDATION:

1. Accept Notice of Grant Award No. H3MHA08444-03-0 I for a carryover amount of $111,819 from the Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the period August 1, 2009 through July 31, 2010, to evaluate and address the disproportionate impact of HIVIAIDS on ethnic mi norities;

2. Approve and authorize the Auditor-Controller to increase appropriation and revenue in the amount of $111,819 in Organization #350900, Fund #22405, as per the attached Financial Recommendation.

3. Approve an amendment to Master Contract #900134, Procurement Contract #4825, PHSVC PO #5562, with Bay Area Consortium for Quality Health Care (Principal: Gwen Rowe-Lee, Oakland, CA) from $367,874 to $492.012 an increase of $124,138 for the period August 1, 2009 through July 3 I, 20 I0 to provide outpatient/ambulatory medical services, medical case management, substance abuse, and housing assistance under the Minority AIDS Initiative grant (MAl);

4. Approve an amendment to Master Contract #900170, Procurement Contract #5054, with East Oakland Community Project (Principal: Wendy Jackson, Oakland, CA) from $37,000 to $87,000 an increase of $50,000 for the period March L 2010 through February 28, 2011 to provide medical case management services under Ryan White Part A;

5. Approve an amendment to the current community based organization Master Contract #900134, Procurement Contract #5198, with Bay Area Consortium for Quality Health Care (Principal: Gwen Rowe-Lee, Oakland, CAl for $301,873 for the period June 1,2010 through February 28, 2011 to provide direct outpatient/ambulatory medical services, medical case management,

substance abuse, mental health services, housing assistance, and outreach under Ryan White Part A;

6. Approve an amendment to Master Contract # 900116. Procurement Contract #4462, PO # 5499 with La Clinica De La Raza (Principal: Dorothy Chiu, Location: Oakland, CA), an increase of $15,000 from $3 t ,5 J5 to $46,515 for the period July 1, 2009 through June 30. 20 I0 to render medical, dental, or optometry clinic visits to homeless people every month; and

7. Authorize the Director or her designee to sign the Master Contract Exhibit A&B amendments and submit originals to the Clerk of the Board for filing.

SUMMARYIDISCUSSIONfFINDINGS:

The Public Health Department, Office of AIDS Administration (OAA) has received a Notice of Grant Award from HRSA to carryover an unobligated balance in the amount of $111,819 from budget period 0810 1107 to 07/3 tl09 into budget period 08/01/09 to 07/3111 O. OAA has decided to amend Bay Area Consortiwn for Quality Health Care's current contract by this amount plus an additional amount of $12,319 in unspent MAl Quality Management funds to further provide an increase to outpatient/ambulatory medical services, medical case management. substance abuse and housing assistance.

The primary purpose of the MAl program is to evaluate and address the disproportionate impact of HIV/AIDS on racial and ethnic minorities. The service population includes African Americans, Alaska Natives, Latinos, American Indians, Asian Americans, Native Hawaiians and Pacific Islanders living with HIV/AIDS in Alameda County. Services include ambulatory care, case management, housing, mental health, substance abuse and outreach.

In addition, your Board is also requested to approve master contract amendments to East Oakland Community Project, Bay Area Consortium for Quality Health Care and La Clinica De La Raza. East Oakland Community Project will provide medical case management services. Bay Area Consortium for Quality Health Care will provide direct outpatient/ambulatory medical services, medical case management, substance abuse, mental health services, housing assistance, and outreach. La Clinica De La Raza will provide medical, dental and optometry visits to homeless people; these services will include examination, evaluation and treatment performed by its medical staffs. These contracts are being funded by the Federal Ryan White and Health Care for the Homeless grants.

SELECTION CRITERIA/PROCESS:

On April 7, 2010 the OAA put out a request for proposals for the provision of HIV services for Formerly Incarcerated HIV positive individuals. In the request the OAA sought Alameda County H/V service providers who could provide comprehensive wrap-around HIV services for the targeted popula/ion (i.e. ambulalory care, medical case management. housing assistance. substance abuse, mental health services and outreach). The OAA receivedfour applications, which were reviewed by a panel ofsix reviewers, all ofwhom are in the

oj HIV either as administrators, policy makers or past consumers. Each proposal was read and scored by three separate reviewers and their scores were averaged OUf. The proposal with the highest average score (Bay Area Consortiumjor Quality Health Care) was ffil'arded the contract.

The Office ojAIDS Administration (OAA)and the Health Care for the Homeless Program have determined that the COWIIy does not currently have the resources, knowledge or experience required to develop, organize. coordinate {md operate effective and cost efficient deliveries ofessential services to HIVIAIDS and homeless individuals and families. An extension of the current contracts thai were approved by your Bom'd based on a competitive bid process within the last three years is recommended The contrac/ors' performance has been successful during the past funding periods.

FINANCING:

Funding of this Notice of Grant Award and the contract amendments are included in the FY 2009-10 adjusted budget and FY 2010-11 MOE recommended budget; however appropriation and revenue adjustments are necessary to align the county budget with the funding. The requested changes will not impact the net County cost.
