    BACKGROUNDOn February 10 , 2010 , Google, Inc. issued a Request for Information (RFI) from localgovernments and communities regarding their Fiber for Communities initiative that willdeliver ultra high-speed Internet service through multiple service providers at acompetitive price to 50,000 to 500 000 people. It is likely thatGooglewili select multiplecommunities as test-cases for deployment of the ultra high-speed service. Localcommunities can respond to the RFI through an official Local GovernmentApplicationand through community applications. The deadline for responding to the RFI is March2010.The proposed ultra high-speed service will be 1 00 times faster than most existingservice and wil spark innovation in many areas , including high-definition video , remotedata storage, real-time multimedia collaboration education , social and businessnetworking, simulation and modeling, and in other ways not yet developed or invented.Ultra high-speed Internet service would make Alameda a destination of choice for start-up and existing high-tech businesses; increase jobs; improve educational and incomelevels of the local workforce; and increase demand for local goods and servicesincluding restaurants, retail , hotels, and housing. The proposed service would also giveexisting and new Alameda businesses a competitive advantage over other companiesby affording them greater technological capability, greater potential for innovationincreased employee productivity, and lower operations costs.In the RFI , Google outlined some of their criteria for selection of communities for thisproject. These criteria include the potential for efficient and quick implementationsignificant possible benefits to residents , and useful proof-of-concepts developed by

    users of ultra high-speed Internet service. Alameda meets these criteria and wouldserve as an excellent selection for a test-case of ultra-high speed Internet servicebecause of its physical , technical , and community characteristics and its experiencewith fiber-optic and cable installations.DISCUSSIONCity staff is collaborating closely with the grassroots organization , WireAlameda.org, inpreparing the response to the Local Government. Application and will submit the Cityresponse to Google by March 26 . As part of the response , staff recommends that theCity Council adopt a resolution that accomplishes the following:

    1) Expresses strong support for the City s response to Google s RFland for closecollaboration with WireAlameda.org;2) Grants authority to the Interim City Manager to designate a project manager whowill serve as Google s single point of contact for this effort and wil oversee andfacilitate all aspects of project implementation , including execution ofa masterconduit agreement and master right-of-way agreement community outreach

    plan check, permit issuance, and inspections, in order to demonstrate acommitment to streamlining and expediting. Google s deployment of ultra high-speed Internet in Alameda, if selected as a pilot community by Google; and

    3) Grants authority to the Interim City Manager to establish an inter-departmentalGoogle Streamlining Task Force to work closely and collaboratively with theProject Manager and to issue permits for the project on behalf of the City in orderto demonstrate a commitment to making Google s implementation of ultra high-speed Internet a top priority for the City, if selected as a pilot community byGoogle.

    WireAlameda.org is also working diligently to generate community support for theproject, and faciliating the completion of numerous community applications before theMarch 26 deadline. If members of the public are interested in becoming involved andin completing a community application, they should access the WireAlameda.orgwebsite for further information.FINANCIAL IMPACTThere is no fiscal impact for adopting this resolution.RECOMMENDATIONAdopt a Resolution supporting the City s response to Google, Inc.'s Request forInformation regarding the Google Fiber for Communities initiative and authorizing the
