Upper Shore Leasing Workshop
On November 6 from 9 a.m. to 2 p.m., farmers in the Cecil, Kent, Caroline, Queen Anne’s, and
Talbot counties area will have an opportunity to learn more about the agricultural land leasing
issues at the upcoming Farm Leasing Workshop. The workshop is sponsored by Agriculture
Law Education Initiative, University of Maryland Extension, Maryland Department of Agricul-
ture, and Maryland FarmLink and funding is provided by USDA-NIFA and the Northeast Ex-
tension Risk Management Education Center.
This Leasing Workshop will take place at Kent County Extension Office and will help landlords
and tenants better understand the leasing process, communication, dispute resolution process,
and how to find and market available farmland.
“Agricultural leasing has become more complex over the past few years, landlords and tenants
have seen increasing rent prices, rising number of disputes between landlord and tenants, and
other issues that can strain the landlord-tenant relationship” said Paul Goeringer, an Extension
Legal Specialist with the University of Maryland. “We want tenants and landlords to have suc-
cessful leasing relationships that last for years,” Goeringer said.
The workshop will focus on legal issues related to developing a lease, tools that exist to aid in
writing a lease and setting up a rental range, agricultural conflict resolution services available
in Maryland, communicating with the other party, and an introduction to Maryland’s Farm-
Link.
Preregistration is required on or before Nov 4th . The cost will be $10. Registration fee includes

Upcoming Farm Bill Workshops Announced For Maryland Producers
Farm Service Agency University of Maryland’s Department of Agricultural and Resource Economics
(AREC), University of Maryland Extension (UME), Maryland Department of Agriculture (MDA), and
USDA – Risk Management Agency would like to announce a series of upcoming Farm Bill workshops
across Maryland. These workshops will build upon the earlier ones held in August and familiarize par-
ticipants with final rules, signup deadlines, and how to utilize decision tools to pick the program options
that work best for a producer. Workshops will be held on in:
November 13 – Washington County UME office, Boonesboro MD (dairy and commodity emphasis);
November 24 – Frederick County UME office, Frederick, MD (dairy and commodity emphasis);
November 25 – Chesapeake College, Economic Development Center, Wye Mills, MD
(commodity emphasis);
December 4 – Baltimore County UME office, Cockeysville, MD (commodity emphasis).
Producers will hear from experts with FSA on the finalized program rules and signup deadlines for the
new commodity programs Agricultural Risk Coverage (ARC) programs and the Price Loss Coverage
(PLC) program and the new Dairy Margin Protection Program (MPP). Decision tools developed in part-
nership with FSA will be highlighted by representatives from the Department of Ag and Resource Eco-
nomics. The decision tools are designed to help producers gain an understanding of how these programs
could potentially manage risks in their operations. USDA-RMA will cover new crop insurance options,
such as Supplemental Coverage Option.
Finally, participants will be provided with an opportunity to utilize the web-based decision making tools
and ask questions to the trainers. The decision making process in the 2014 Farm Bill is not an easy pro-
cess, and understanding how the decision making tools can aid in this decision will allow the producer to
make a better decision for their individual operation. Producers are highly encouraged to bring past
yield histories, previous planting histories, and base acres for at least one farm to see how a program
would impact your farm. Each workshop will run from 9:30 to 3pm and lunch will be provided.

Queen Anne’s County Soil Conservation Chooses
2013 Cooperator of the Year The Queen Anne’s County Soil Conservation has chosen the 2013 Cooperator of the Year;
the Board of Supervisors is pleased to announce that Tavakoli Farm has been selected to
receive the award. The nomination is based on the quantity of Best Management Practices
(BMP’s) that have been implemented on a farm in 2013. Tavakoli Farm is a beautiful 207
acre grain and poultry operation on Rt. 8 that directly adjoins Shipping Creek directly off
Eastern Bay. The operation currently has 4 poultry houses and produces 120,000 birds on
the ground at one time. Mr. Tavakoli grows a small bird which means the chickens are kept
for 5 weeks. There is 100 acres in grain, 38 acres enrolled in CREP and 70 acres of wood-

Farm Bill Decision Making Tools
Now Available Online
On Sept. 25, 2014, USDA announced the re-
lease of two online tools to aid producers in
the choice between Agricultural Risk Cover-
age (ARC) and Price Loss Coverage (PLC).
Both programs are cornerstones of the com-
modity farm safety net programs in the 2014
Farm Bill legislation. Both programs offer
farmers protection when market forces cause
substantial drops in crop prices and/or reve-
nues. Producers will have through early
spring of 2015 to select which program works
best for their businesses. The online tools
were developed by the University of Illinois &
Texas A&M University. Both online tools will
assist producers in making the base realloca-
tion decision, updating payment yields and
choosing between ARC and PLC. “This is not
going to be a simple decision,” said Howard
Leathers, Department of Agricultural and Re-
source Economics at the University of MD;
“Producers will need to make sure they have
records from previous years in order for either
tool to work.” The Farm Bill decision tools be-
came available in September. The one devel-
oped by Illinois is available here:

leased the timelines for Base Reallocation,
Yield Updates, Price Loss Coverage (PLC) &
Agricultural Risk Coverage (ARC) Farm Ser-
vice Agency and the Department of Agricul-
tural and Resource Economics are planning
on hosting meetings in November to assist
Maryland farmers in understanding the final
rules, signup deadlines, and allow partici-
pants the opportunity to use the online tools.
Those dates and locations will be announced.
Small Farm Course Offered December 3 to December 17, 2014

UME Kent County Office will offer a “Small
Farm Short Course” to current and potential
owners of small farms and anyone else interested
in learning the basics of agriculture. Three 2-1/2
hour long sessions will cover Introduction to
Agriculture, Farm Enterprise and Business Man-
agement, Animal Science and Livestock Manage-
ment, and Soils and Crop Production.
The cost of the class is $30.00 per person and in-
cludes all course materials.
The short course will be offered at the Extension
Office in Chestertown, MD, from 6:00 p.m. to
8:30 p.m. on three consecutive Wednesday eve-
nings, starting on December 3, 2014 and finish-
ing on December 17, 2014. This class is open to
anyone interested in farming. To register or

“Write Your Own Nutrient Management Plan”
The Farmer Training and Certification course provides an opportunity for farmers to learn how to write nutrient management
plans for their own operations. As a producer, you have firsthand knowledge of your own crops, animals, and equipment. Who
better to write your nutrient management plan than you? This course will teach you how to do it!
You will receive:
A comprehensive training binder – the training binder will be used during the class, serve as a reference during the exam,
and as a valuable resource when you write future plans for your operation.
Certification – producers who pass the exam will be certified by MDA to write their own nutrient management plans.
Voucher training credits – this class will fulfill the nutrient applicator voucher training requirements.
You will have the opportunity to:
Complete a nutrient management plan for your operation that meets MDA regulations.
In order to work on your own plan, you need to begin gathering information now. You will need a map or sketch
of your operation, soil tests that are less than two years old, and a recent manure analysis (if manure is applied
to your land). Contact your county Extension office if you need assistance with this.
Registration Information
Space is limited and registrations are accepted on a first-come basis; therefore, register early.
Paid registrations must be received 10 days before the first class.
